7 CONCLUSIONS - To improve communication between CES and employers with the aim of removing difficulties in finding labour force - To develop strong local partnerships between public (CES and educational system), private and civil sector with the aim of correcting imbalances on the labour market

8 PROBLEMS IN CONDUCTING LABOUR MARKET ANALYSIS Employers insufficiently planning future employment Employers don t recognize benefits of conducting systematic labour market analyses and use of analyses results for planning their own business

9 LESSONS LEARNED To increase employers awareness about benefits of conducting systematic labour market analyses Labour market analyses results have to be used as a ground for planning of Strategy for Human Resource Development implementation

10 PLANS To use the best out of different approaches to labour market analysis: - Research conducted annually by CES - Research conducted within the project

11 TRAINING ON PROJECT CYCLE MANAGEMENT Project Cycle Management: Tools for project design, management and evaluation which EU adopted in early nineties PROJECT = Activities directed towards: - Achieving clearly defined objectives - In defined time period - With defined resources

12 TRAINING ON PROJECT CYCLE MANAGEMENT Through three training modules 32 members of TWG, representatives of institutions, trained in project cycle management Training objective was to train participants in: - Project proposals design - Project implementation - Monitoring project success

13 TRAINING ON PROJECT CYCLE MANAGEMENT An essential element of the implementation of Strategies is the preparation and implementation of projects with human resource development objectives

14 TRAINING-POSITIVE EFFECTS Increased knowledge on Project Cycle Management principles Created awareness of importance of systematic planning Created possibility for disseminating education to other local community members

15 LESSONS LEARNED Project Cycle Management methodology should be applied to the work of local selfgovernment and other local initiatives Need to train other TWG members in Project Cycle Management

16 PROJECT PROPOSALS PREPARATION AND SUBMISSON In November 2006 Call for proposal for grant applications was opened TWG members in four Counties created totally 31 project idea TWG member institutions submited totally 12 project proposals 11project proposals satisfied all criteria in administrative check and their concept notes were evaluated as successful

21 POSITIVE EXPERIENCES Strengthened cooperation between institutions/organisations from different sectors TWG members use knowledge gained during project writing in applying with projects to other funds/tenders (such as Croatia Social and Economic Recovery Project (CSERP) Ministry of the Sea, Tourism, Development and Transport; Active Employment Measures for Groups Threatened by Social Exclusion PHARE 2005

22 POSITIVE EXPERIENCES Writing project proposals which support realization of Strategy for Human Resource Development objectives will become part of TWG action plans

23 NEGATIVE EXPERIENCES Problems in finding motivated and involved partners People don t realize importance of human resource development projects because results are visible only in the long run

24 LESSONS LEARNED Importance of truly motivated partnership Importance of formulating clear project objectives as a base for project development Long term project benefits depend on the balance between project objectives and wider regional and national development plans It is needed to increase local stakeholders motivation (especially of employers) for participating in creating and implementing projects for human resource development
