Division Security Division delivers comprehensive, fit for purpose security solutions for our customers and key stakeholders in a timely and efficient manner in order to meet the Ministry s obligations to protect our people, information and property. Position Relationships Key Accountabilities To provide comprehensive, expert security management and advice in order to safeguard and secure Ministry assets, people and information. The position is required to build and maintain the following relationships: Internal (within MFAT) Divisional Manager Team Leader Security Division staff Information Management and Asset Manegaemnt Division staff Post Security Officers Other MFAT staff, both onshore and offshore External (outside MFAT) NZSIS, GCSB and CTAG security staff Counterparts across other Government agencies and the broader public service particularly those co-located offshore Diplomatic missions security staff in New Zealand Technical security account managers Other Security providers The following key accountabilities of this role assist in delivering the Ministry s purpose. Security Policy Provide input into Ministry security strategies helping ensure currency, appropriateness, adherence to legal and national security requirements and fit with business needs Develop and maintain security policies and processes Monitor and improve the on-going effectiveness of security policy and practice Communicate policies and processes to staff Provide timely and practical security advice to staff in Wellington and at Post on the range of security issues Page 2 of 5

3 Keep up to-date in Security best practice and ensure understanding of the implications of legislative and business changes on the Ministry and Security management practice Security Assessments Undertake a programme of cost effective threat and risk assessment ensuring the threat framework functions effectively Monitor the security environment of posts and recommend plans for dealing with identified risks Lead on review. design and delivery of technical solutions that are approprite for the threat environment, good practice and consistent with requirements Provide security advice for Ministry travellers and other events to mitigate threats and risks internationally and domestically Security Education Oversee the development of learning materials to delivery in support of security policy and organisational security behaviours Provide coaching, advice and guidance to support managers understand Ministry security policy to mitigate security risks Continually improve and develop learning materials Provide advice on security awareness and behaviours Assist in monitoring the effectiveness of security policies and practices Deliver a range of security education programmes Leadership Contribute to the division s delivery of its planned and agreed activity stream to realise its strategic priorities and high level outcomes Coach and mentor others within the division as needed, fostering high standards in the quality of outputs and ensuring a culture of learning, sharing of experiences and constructively challenging thinking as required Demonstrate the organisation s values, goals, policies and procedures in all aspects of work Organisational Responsibilities Understand the Ministry s strategic priorities and high-level outcomes framework and how this role contributes to the framework Understand and apply the strategic context in which the Ministry operates, including priorities and perspectives of the Ministers, partner agencies, and external stakeholders Page 3 of 5

4 Contribute to the preparation and reporting requirements of the Ministry s accountability documents Contribute to Ministry-wide projects and emergency response situations Understand tikanga and Treaty of Waitangi principles and have sufficient appreciation of Te Reo Māori to be able to apply the Ministry Māori dimension, underpinned by Ministry values, in a way that is relevant to the context of our business Using the Ministry s Capability Framework identify and participate in opportunities for learning and development, particularly to build specialised security skills, including through regular coaching and mentoring Respond to after-hours security calls where needed All other duties as requested by the employer. Knowledge Management Contribute to the continuous development of the Ministry s knowledge base by using the Ministry s internal systems, sharing information and data with relevant internal stakeholders, including contributing to/presenting at internal learning and development opportunities. Health and Safety The Ministry is committed to providing a safe and healthy working environment for all staff, including contractors and other workers, both on and offshore. You are responsible for: taking reasonable care of your own and other s health and safety and being mindful of the effect of your actions (or lack of action) on the health and safety of others complying with reasonable Ministry instructions to ensure the Ministry is able to comply with the Health and Safety at Work Act 2015 cooperating with health and safety policies and procedures identifying and reporting hazards, injuries, illness and incidents (including near misses) that arise from your work or in the workplace identifying and eliminating or mitigating health and safety risks so far as reasonably practicable and consulting with others in doing so raising health and safety matters with your manager or health and safety representative (or contact as appropriate) ensuring that all health and safety incidents, injuries, near misses are immediately reported through the HR Kiosk ensuring that significant hazards and risks or critical incidents are drawn to the immediate attention of your Manager. 5 Qualifications, Skills, Knowledge and Experience You must have the following qualifications, skills, and experience: Proven experience assessing design and implementing security systems and practices and/or proven experience developing security policy within Government, preferably supported by a relevant tertiary qualification Ability to think strategically and see linkages between different streams of work Demonstrated drive and ability to improve own capability including self-awareness and self-improvement focus Shows the drive and resilience to contribute proactively and deliver sustainable high performance Ability to coach and develop people, to ensure that staff have the right skills to do their jobs well and progress in their careers Strong verbal and written skills Ability to build, maintain and leverage relationships with key internal and external contacts Strong planning and organising skills Strong qualitative and quantitative analytical skills Good judgement and decision making skills Good understanding of tikanga and Treaty of Waitangi principles Competent in Microsoft Office suite of products A good understanding of the machinery of government and the government decision making process Ability to work effectively with colleagues within the division and across the group Good judgment and decision making skills You must also: Hold New Zealand citizenship; and Be able to obtain and maintain an appropriate New Zealand Government Security clearance.
