R.BADRINARAYANAN POINTS PRESENTED TO THE WAGE REVISION COMMITTEE on All agreed demands during the negotiations, discussions and settlements are to be implemented in letter and spirit. There should not be any suppression or down gradation of posts. All vacant posts are to be filled up before entering in to the new settlement. All promotions and Internal Selections are to be issued immediately without further delay. The issues pending to be settled as mentioned in the settlement dated are to be finalized duly discussing with the unions and to be implemented before entering in to the new settlement. Clause 7(xi) The existing ratio of 2:3 among Assistant Engineers and Junior Engineers grade I in distribution sections has to be extended to the other areas of the Board as announced by the Hon'ble Minister for Electricity during the state Conference on Clause7(ii). The Pay scale of the Technical Assistant working in TNEB is less than the pay scales of "the Technical Assistants working in the government of India as well as the government of Tamilnadu. Bringing pay parity of Technical Assistants on par with the Government of Tamilnadu is still pending from the settlement (Clause 16) on The announcement of the Hon'ble Minister for Electricity to adapt government pay scale of the Technical Assistants to the Technical Assistants of TNEB is still pending. It should be implemented immediately before entering in to the new settlement on revision of wages. Page 1 01'5

3 :Iause 7(vii) Implementing the promotion policy of "minimum three promotions in the service career" of employees is still pending. It should be given effect immediately by implementing the" TIME BOUND PROMOTION". Clause 7(iv): The sanctioning of posts of Technical Assistants two each in MRT and Special Maintenance wings on par with the pre- revised status is still pending. Considering the huge volume of works in the MRT and Special Maintenance, it was agreed during negotiations to retain the two posts each in MRT and Special maintenance on par with the norms already in existence. This should be sanctioned immediately before entering into the new settlement. To improve the functions of the section offices in distribution sections, one Technical Assistant post was agreed to be created during the negotiations of the revised work norms settlement dated While entering in to the settlement it was allowed in City sections only. The posts of the Technical Assistant to the section offices in other than City sections are pending. The same to be sanctioned in the better interest of the organization. To settle the grievances of the employees working in Hydro stations a committee was constituted by the board. The committee has not met for the past two years. The committee must be directed to meet and submit its recommendations immediately. The demands agreed during negotiations and discussions:./ 1100 vacancies in the post of Technical Assistants are agreed to be filled up by Direct Recruitment. The same was incorporated as one of the pending demands of the Board and officially published in the Press. The same is pending to be implemented. Now 2550 posts (Existing arising 1236) are to be filled up immediately../ The sanctioning of Non-independent posts for those completed 14 years of service in the same cadre on par with the AEE(NI), EE(NI) and SE(NI) is still pending for the Junior Engineers Grade - I. Without Further delay it should be implemented. Page 2 of5

4 Continuation Sheet Tamil Nadu Electricity Board Engineers' Sangam./ Implementing the award of the Industrial Tribunal and the Judgement of the Hon'ble High court of Chennai, in ordering common designation for the posts of Assistant Engineers and Junior Engineers. This will not affect the seniority and service conditions of both the community Diploma and Degree Engineers. Above all there is no financial commitment to the Board../ The grievances in the promotions of Junior Engineer Grade-II/Electrical, Junior Engineer Grade-II/Mechanical (both diploma and non-diploma channels) are still pending. Due to lack of co-ordination in handling the cases in the court, lot of problems in the promotions are experienced and the seniors are adversely affected. The same should be settled within a time frame../ The sanctioning of posts hitherto made as Assistant Engineer / Junior Engineer grade-i in the board, must be continued in the BP No: 13, dated for the posts sanctions of the new projects of NCTPS and MTPS extension schemes../ The existing method of sanctioning of posts with the interchangeability and hierarchy of Engineering in "the categories of AE and JE should not be changed. Since the changes will only create demarcation among the Community of degree and Diploma Engineers. This is not a healthy condition for ~he board../ The draft organization structure of TANTRANSCO issued vide B.P.No.31, dt is injurious to the Diploma Engineers and created with the intention to ruin the service carrier/conditions of the diploma engineers of the Board. The draft organization structure has to be dropped in total and the organization structure with the existing pattern has to be continued without any deviation. The above said issues were negotiated and agreed during the discussion on and Unfortunately in spite of many reminders it is still pending. Other issues pending to be settled: The recommendations of the one man commission to be implemented for the Assistant Engineers / Junior Engineers Grade-I and Assistant Executive Engineers working in TNEB. The scales of the selection grade and special grade promotional Pay Band with suitable grade pay instead of the same Pay Band. are to be fixed in the granting 3/0 increment in Page 3 of5

5 Continuation Sheet Tamil Nadu Electricity Board Engineers' Sangam The method of exercising option for fixation of scales in the 6 th pay commission is different from the previous commissions. Hence lot of problems was experienced by the employees in giving fixation option. Few employees who are unaware of the fixations methods exercised their options which resulted in huge financial loss to them. Particularly the employees in the categories of Internal Selections are the worst affected. The revised option allowed in the earlier wage revision is absent in settlement on The request of the unions to grant one time revised option as a special case is still pending. The same has to be settled before implementing the new wage revision. In the thermal station settlement on the promotions of RWE staff, it was decided not to count the state cadre posts of Technical Assistants and Tester Chemical for the cadre strength in the proposal. Contrary to the policy decision, the posts of Technical Assistants are still made as a point of dispute by the local administrations. The posts of Technical Assistants in the respective Thermal Stations should not be reduced or diverted and the existing strength should be maintained without any deviation. The 110 KV 55 operator posts are earmarked for Junior Engineer Grade-II / Electrical. These posts are not filled up due to administrative reasons. Now the posts of 110 KV 55 in WEDC of Tirunelveli and Udumalpet are proposed for man power outsourcing. We strongly object for the outsourcing proposal and request to drop the same with immediate effect and to fill up all the vacant posts of Junior Engineer Grade-II and Technical Assistants in all Sub-stations immediately. R.BADRINARAYANAN Demands for the wage revision..lb Increase of 40 "0 in the basic pay of the employees as on ~ Increase of 50"0 in the allowances of the employees. The allowances are to be granted simultaneously with the revision of pay for the employees. ~ Master scale (Telescopic scale) covering all the categories of employees to avoid stagnation of increment has to be created as in Andra Pradesh. ~ Conveyance allowance of 30 liters of petrol/month or cash equivalent to the market price of petrol has to be paid to the engineers working in the field as in Uttar Pradesh, Punjab etc., 4. Travelling allowgnce and mobile charge allowance has to be enhanced immediately to meet the practical realities of the field conditions. Uniform policy to be adopted for the issuing of CUG - SIM cards and it should be extended to the field staff also.,~ Detailed proposal on revision of pay scales and allowances will be submitted separately.
