The Centre for Excellence in Child and Family Welfare (the Centre) is the peak body for over 120 child and family services in Victoria. The Centre provides public policy and program advice, delivers sector training, facilitates and publishes research, advocates for positive reform and works with our member agencies to make sure children and families have access to the services and support they need. As a Registered Training Organisation, we offer a wide range of training and resources to support best practice in the community services and allied sectors. The Centre also provides consultancy services for the child and family services sector, which include developing frameworks, writing evidence-based practice manuals, developing tools and resources, designing and delivering targeted training, working closely with community service organisations, local government and state government departments to build workforce capability. We also run regular forums across a range of policy and practice areas to capture the views of child and family services organisations and their clients. We manage projects designed to improve practice in the sector. We produce a monthly Research Review that annotates the latest research in child and family services and allied fields, and hold an annual symposium with the broad theme of Translating research into action. Training and The Executive Manager role is a new leadership position in the Centre s Training and Business Development unit. It is a high-profile role with responsibility for building the Centre s reputation as the pre-eminent training organisation in the country for practitioners in child and family services and in allied services working with children, young people and families experiencing vulnerability. The role is strategic and entrepreneurial, requiring the ability to work closely with a wide range of organisations and institutions, service providers, independent trainers and consultants and other stakeholders. It also requires the ability to work closely with state government departments in particular, the Department of Health and Human Services, Department of Education and Training and other peak Position Description: Executive Manager Training & Version 1 Page 1 of 6

2 bodies without compromising the Centre s key advocacy role. The Training and team uses research to inform training and build sector capability, which requires the ability to work closely with researchers to identify and incorporate best practice. Objectives The Victorian Government s Roadmap for Reform: Strong families, safe children outlines key reforms aimed at increasing the capability of current workers across the broader child and family and aligned sectors, with a particular focus on building capability in trauma-informed practice and multi-agency working. The Roadmap identifies the practice and cultural change needed for client-facing and nonclient facing workforces. The Centre has been working with the Department of Health and Human Services to map current and future capability needs of family services and residential care workforces to inform future workforce planning and development. The role of the Training and Business Development unit will be to manage the learning and development activities associated with implementation of these reforms, and to identify business opportunities to support the development of the state s long-term workforce strategy, workforce learning and development strategies, and key practice frameworks. Key accountabilities The Executive Manager will be responsible for: Driving a highly strategic, evidence-informed and entrepreneurial approach to training and business development across the state, including identifying opportunities for collaborative, multi-sector and innovative learning and development approaches across the membership, the child, youth and family sector, allied sectors, government agencies and the broader community Leading the development of contemporary and creative e-learning solutions to enable flexible, timely and accessible professional development opportunities for practitioners and organisations across the state Building strong and mutually beneficial relationships with a wide range of external stakeholders, including Aboriginal Community-Controlled Organisations and CALD communities, to develop and deliver professional development and training that enables practitioners to respond to new reform challenges Providing strategic advice to the CEO, Board and sector members with reference to future workforce needs, best practice models and approaches in learning and development, and emerging risks and how these can be mitigated or eliminated Overseeing the revision, rebuilding and pro-active marketing of the breadth of training programs and courses the Centre currently offers, while also developing new high quality, sought after training products that support practice and cultural change Leading the Centre s Training and unit, providing team members with clear professional development pathways and opportunities, managing performance effectively, and building an integrated and collaborative team Position Description: Executive Manager Training & Version 1 Page 2 of 6

3 Consulting with member organisations about their training needs and opportunities, linking staff and organisations to training providers, co-ordinating and supervising training activities, disseminating training information and developing strategic advice for the Centre Initiating and overseeing a range of projects that sit within the Training and Business Development unit Overseeing the Centre s compliance with national accreditation requirements Leading and delivering core outcomes identified in the Centre s Funding and Service Agreement. Organisational Accountabilities The Centre is committed to the health, safety and wellbeing of its staff. The Centre and its staff must comply with a range of statutory requirements including equal opportunity, occupational health and safety and privacy. The Centre requires staff to comply with its policies and procedures and related statutory requirements. Appointees are accountable for completing training on these matters and ensuring their knowledge is up to date. Specific duties: Proactively identify, and maximise the potential for, new business opportunities in line with the Centre s vision and strategic goals and in collaboration with other business units at the Centre. Work to financial targets established by the Centre s CEO and Board. Identify and develop relationships with key stakeholders across the member organisations, government, the child, youth and family sector and the broader community. Position the Centre as a leading provider of learning, organisational development and service quality improvement services within the child, youth and family sector. Monitor industry, government and sector developments relating to potential business opportunities in training, service quality improvement and organisational development. Attend conferences and forums to increase the reach of the Centre within key networks. Lead the development of tenders, submissions and proposals relating to opportunities, including; Opportunity assessment and business case development; Client liaison and communication through-out the process; and formulation of tender submissions. Learning and organisational development Develop a strategic plan with clear objectives, priorities, actions and Key Performance Indicators to build the Centre s capacity to provide that will best meet the needs of the sector. Lead the development of the Centre s training activities, ensuring they are underpinned by the best available evidence, flexibly delivered, responsive to identified need, co-ordinated, and evaluated to drive continuous improvement. Oversee the establishment of a fit-for-purpose elearning model and infrastructure to enable timely and flexible training delivery and professional development activities across the state. Develop partnerships with other peak bodies and training and evaluation organisations to develop and deliver courses for a range of stakeholder groups. 4 Delivering accredited and non-accredited training to high standard in the community and related sectors. Deliver competency-based training as part of the Centre s fee for service and customised training delivery. Quality Support Provide strategic advice and assistance to the sector about quality processes, reviews and assessment, to facilitate the integration of quality improvement practice models and strategies. Lead and deliver sector wide forums and learning circles to enable knowledge exchange, issue resolution, and development of a quality improvement culture across the sector. Actively participate in and represent community sector organisations at Quality Reference Groups. Training Organisation Compliance Undertake necessary development and procedures to ensure that the Centre retains its status as a registered industry based training provider, including ensuring that training and assessment activities are conducted in full accordance with: o AQTF Standards for Registered Training Organisations (RTO) o RTO policies, procedures and Code of Practice o Other requirements imposed by agreement, legislation and regulation. Supervision Provide leadership and management to the Training and team, including supporting the planned professional development of team members, performance management, work planning, and mentoring and./or coaching to strengthen capability. Manage consultants/trainers, temporary staff and a range of projects, including the Quality Improvement Project. Financial Management Deliver agreed financial returns across the Training and team, as identified in consultation with the CEO, Board and Executive. Develop, monitor, review as needed and report on the budget for the Training and Business Development team. Oversee the Training and team s contractual obligations in relation to external funding. Accountability Provide regular (verbal and/or written) reports to the CEO about all aspects of the role of Executive Manager, Training and. Carry out all duties in a manner consistent with the Strategic Plan and policies of the Centre. Provide regular reports to the Board and external funders as required on activities within the Training and team, especially those related to the FASA (Funding and Service Agreement). 5 Key Selection Criteria The successful applicant will have: Technical expertise Desirable experience Knowledge and understanding of community service organisations and the child, youth and family services sector Knowledge and understanding of State and Commonwealth government policy and reform in relation to community services, learning and development and quality assurance Knowledge and understanding of the National Training Framework Understanding of adult learning principles and flexible competency based training delivery Developing and delivering accredited and non-accredited training to high standard in the community and related sectors, including competencybased courses. Leading change management processes, preferably in a not-for-profit environment. Skills Exceptional organisational, business development and project management skills identifies and pro-actively develops new business opportunities, networks confidently with business, education and community sector leaders, leads and manages projects and develops new project initiatives, addresses issues strategically and delegates effectively to ensure project success. High level training skills develops training and professional development products for a range of audiences, facilitates sessions effectively and uses feedback to drive continuous improvement in training and professional development. Excellent policy development, advocacy and negotiation skills maintains up to date knowledge of research and policy developments and actively pursues opportunities to promote relevant training and professional development approaches. Strong stakeholder management skills creates effective processes and structures to manage stakeholders, and negotiates with and influences diverse stakeholder groups on highly complex issues in order to secure long-term gains for the Centre and/or stakeholders. Good organisational, time management skills and the ability to be selfdirected is able to work independently, allocates time appropriately, takes responsibility for actions and proactively implements work plan and addresses issues. 6 Qualifications operational plans, training modules and practice frameworks, reports, and resources that demonstrate a high level of knowledge and expertise in learning and development. Effective verbal communication skills negotiates tactfully in complex situations with senior stakeholders, facilitating collaboration and negotiating effectively to meet organisational objectives; presents confidently to external audiences, including facilitating and/or delivering training or professional development activities as required Interpersonal skills builds rapport and trust quickly, alters approach as the situation demands, and diffuses difficult situations in a manner that puts stakeholders at ease Highly developed technology and computer skills able to identify and contribute to the development of elearning solutions to meet diverse training needs; understands and applies advanced computer skills to complex word processing, spreadsheet, presentation, or database functions 1.
