We have been building powerful partnerships for children for over 75 years, and are now active in more than 70 countries. As a Programme Development Officer you will be working closely with resource mobilisation teams in Country Offices and Regional Offices. You will work alongside three other Programme Development Officers and a Programme Development Team Manager. You will scope and evaluate new opportunities from new and existing institutional donors in Plan countries and will lead on the development of new high-quality proposals and tenders for institutional donors (particularly the EC, DFID, Big Lottery Fund, Comic Relief and multilaterals). The post will likely focus on Asia but because the team has a flexible model we will also consider applicants with significant experience in the Middle East and Africa. This position will require some international travel. It s a permanent contract and a full time post at 34.5 hours a week we finish at 4.30pm on a Friday. We are based near Old Street, London (Finsgate, 5-7 Cranwood Street to be precise) The successful candidate will have experience of developing high quality proposals and/or tenders for institutional donors. You will have experience of working remotely with multiple countries and partners to develop proposals and tenders within tight time frames. You will be a confident networker with experience of liaising with donors and supporting staff to engage with donors like DFID and the European Union. Experience of living and working in developing countries is essential in this role. 3 The usual recruitment rate for this post (Grade 3) is 37,427 with future pay progression within the pay band from 39,346. Our annual leave entitlement starts at 25 days (plus public holidays) for new starters, increasing up to 30 days through years of service. We match contributions up to 7.5% on the pension scheme and will automatically enrol anyone who has not elected to join the scheme in the third pay period of their employment, currently at a rate of 1% contributions for you and for Plan. 4 Job Title Department Unit (if appropriate) Reporting to Responsible for Asia Programme Development Officer Programmes Programme and Partnership Development Unit Programme Development Manager n/a Overview of Department Plan International UK is one of 21 National Offices who support programmes in 50 developing countries in Africa, Asia and the Americas, which are underpinned by Plan s Child-Centred Community Development approach. The Plan International UK Programmes Department supports Country Offices with fundraising, project delivery, learning and advocacy using programmatic evidence. Plan International UK has a Programme Partnership Agreement with DFID and supports a large portfolio of projects funded by institutional donors including the EC, ECHO and the United Nations. The Programmes Department supports Plan s global programme by: Ensuring Plan International UK has a coherent, relevant and innovative programme from which we learn, share and promote change to realise Plan s mission and promote awareness of Plan s work; Providing technical support and thought leadership to all Plan International UK departments and contribute to Plan s global technical capability; Collaborating in the design, development and submission of and reporting against grants awarded by institutional donors; Providing resources to support Country Office resource mobilisation and strategic plans; Managing strategic grants secured by Plan International UK on behalf of the global organisation; Monitoring Plan International UK s programme portfolio and sharing learning, support the development of policy and advocacy positions, contributing towards publications and representing Plan s programmes work to a range of audiences to promote awareness of Plan s mission. Job Purpose Working closely with resource mobilization teams in Country Offices, Regional Offices and Plan UK, the post-holder focus on country offices in Asia with some flexibility to work in other regions (if candidates have experience in Africa and the Middle East): Spearhead efforts to support Plan Country Offices to develop robust, innovative and impactful programmes Scope and evaluate new opportunities from new and existing institutional donors in Plan countries. Lead on development of new high-quality proposals and tenders for institutional donors (particularly the EC, DFID, Big Lottery, Comic Relief and multilaterals). Build and maintain strong relationships with, and represent Plan to institutional donors within the UK and in Country offices as appropriate. The position requires regular travel (estimated 25%).

Pro-actively share knowledge and experience of Plan s work overseas with other Plan UK staff and with its staff worldwide. Undertake other tasks as requested by supervisor.
