2 Role Purpose: TfN s Transport Appraisal, Modelling and Economics (TAME) team is split into three closely related core activities of: data analytics & modelling; technical management and assurance; and economic planning and analysis. Whilst TAME officers can expect to be involved across all three activities role profiles are tailored primarily to one activity, with this role tailored towards technical management and assurance. As a Senior Officer of the TAME team you will be required to deliver information, data, analysis, modelling and appraisal solutions that aid others in the production of recommendations/outputs applying technical expertise and to deliver a programme of data, analysis, modelling and appraisal services. You will be expected to collaborate with others to deliver outcomes, and will contribute to the improvement of existing processes and procedures. The TAME team works closely with our strategy and policy makers and managers to analyse and appraise the most appropriate interventions in our future investment portfolio. This includes developing and applying pan-northern data, modelling and appraisal practices to help understand the needs of the economy and transport system, and develop robust evidence. Overall TAME activities are captured within TfN s Analytical Framework, that promotes one voice for developing evidence. Key to TAME s activities is to the grow our capabilities within the Analytical Framework focused on supporting existing and emerging programmes. This requires a range of analytical techniques: from acquiring and storing spatially enabled data on contemporary data analytics platforms; to undertaking geo-spatial data analytics and statistical analysis; through to exploring problems, appraising options and providing objective advice.

Technical Leadership 2. Technical Service Delivery Coach, mentor and/or supervise internal technical specialists or external contractors, sharing knowledge and experience to contribute to colleagues' technical development, and provide guidance to strengthen individual and team capability. Coach, mentor and formally develop professional colleagues, providing expert guidance and knowledge on a regular basis, in order to improve team and service-level capability and increase the service's technical capacity to deliver programmes of work. Manage the delivery of work projects to meet customer needs and expectations, adapting and amending work scope or timelines where required, in order to ensure customer satisfaction. Identify customer/stakeholder/partner needs, link to Technical function offerings, and translate into the development of technical design solutions to ensure customer satisfaction. 3. Analysis and Design Undertake strategic analysis, selecting relevant information and applying specialist techniques to identify themes to be used in the development of strategy and policy, or technical designs. Undertake and oversee the delivery of strategic analysis from multiple data sources, identifying key themes and requirements, to support the development strategic design solutions and/or a comprehensive evidence base. 4. Research Conduct evaluative research and keep up to date with advancements within own field to ensure that leading thinking and technologies are applied to technical tools, techniques and processes. Lead research and development within a particular specialist technical area, coordinating the inputs of other colleagues or managing the interfaces with other projects, in

4 order to ensure specialist technical work delivered represents best practice and reflects the work of external partners. 5. Project Management 6. Policy, Process and Systems Represent team/department/function on TfN projects by providing technical support, or manage complex project work stream to ensure the project has the technical inputs it requires. Contribute professional expertise/knowledge and provide advice to support the successful delivery of projects, or oversee and coordinate Technical project teams to ensure the effective delivery of projects. Research best practice in own area of expertise, and review and analyse detailed business models to support senior management in developing and improving policies, processes and systems relevant to own area. Contribute to the development of new/enhanced policies, processes and systems, and lead on the implementation of improvements in a defined area of professional services. Design and development of database systems Represent TfN at external forums, in order to keep up-to-date with best practice within technical discipline and ensure the business is aware of any relevant external issues. Represent TfN at external events, working groups or with stakeholders/partners, in order to provide advice on technical matters and contribute to the resolution of wider system issues. Collaborate with stakeholders and partners internal and external to TfN, to improve collaborative working and ensure activities are aligned with those of other bodies across the North of England. Develop relationships with partners and stakeholders beyond TfN, managing programme interfaces and coordinating information sharing to ensure that technical services are aligned across the North of England and delivered successfully. Understand the development of data models and database normalisation. Manage the development and design of databases that integrate data from various sources. Ensure that data is accessible, manageable and supported with the appropriate level of metadata and documentation. Ensure databases are linked with modelling activities. Understand and manage cloud computing, including virtual machines and BLOB storage. 2. Statistical modelling and bespoke analysis Develop specialist tools and techniques for bespoke analysis of user behaviour. Design and develop spreadsheets, databases and scripts for modelling. Apply various approaches of using data to gain quantitative insight on user behaviour.

Undertaking trend based analysis Understand the specialist tools and techniques required to support geo-spatial data analysis capabilities. Understand of the development and management of geo-databases, and georeferencing systems. Analysis of diverse and noisy datasets in relation to longitudinal datasets including statistical and trend analysis. Undertake specific research in relation to trend analysis to include the identification and sourcing of relevant datasets, the statistical analysis, interpretation and reporting of results. 5. Analysing survey data Examine and analyse in detail existing datasets and where appropriate overlay with other internal or external data sources to bring the data to life from a geographic and profiling perspective. Support with sample design, including random probability sampling and structured sampling using quotas or segmentation; of testing the representativeness of their sample against the survey population; and of developing and applying appropriate weighting criteria to survey results. 6. Scripting and batching analysis Significant experience working in computer code and scripting languages to transform data, and develop analysis using maintainable code structures. Experience in batching script to run repeated analysis in an efficient manner, including understanding of distribution across computer resources. 7. Working in collaborative and agile ways Work productively within a multi-disciplinary team to develop an analytical product.

Ensure data analytics and modelling is made available for transport appraisal and wider analysis. Support in the analysis of the economic, social and environmental impacts of transport proposals. 9. Corporate capabilities on modelling Monitor key technical developments and guidelines to ensure TfN s data analytics and modelling is fit-for-purpose. Continually assess current skills and tools, and where appropriate ensure that new capabilities are acquired. Share new skills and knowledge across the directorate. 10. Reporting Produce high quality reports and presentations for technical and lay audiences, summarising complex data analytics and modelling. 9 Person Specification Qualifications, knowledge, skills and experience required at selection stage: EQ1 Degree in a relevant subject or equivalent experience. EQ2 Professional qualification or equivalent experience. ES Skills and Experience ES1 A track record of developing and applying database systems that pull together disparate datasets and including working with geo-spatial data. ES2 A track record of developing and applying data analytics and modelling approaches in an objective assessment of multiple options. ES3 Experience in successfully planning and managing complex and multifaceted projects, programmes of work and of prioritising workload. ES4 Proven track record in developing and managing script for repeatable analysis. ES5 Effective communications with clients/users of modelling and analytical outputs. ES6 Demonstrated effectiveness in managing working relationships with internal stakeholders at executive/senior management level. ES7 Significant experience preparing clear and concise reports and presentations for a variety of audiences. ES8 Requires sufficient technical understanding to contribute to longer term service planning.
