The Assistant Roads Supervisor is responsible for assisting with the administrative, operations, maintenance, and supervisory work for the Roads Department. Also responsible for the direction of work crews in the completion of roads projects in order to maintain and keep the County roads safe for the public. High school diploma/ged and five years of progressively responsible experience in road construction and/or maintenance, including maintaining the types of roads and road surfaces found in Elko County. Must have a Nevada Class A CDL and possess and maintain the certifications within the job description within six months of hire. Successful candidate must pass a DOT drug and alcohol screening as well as a background check. Including, but not limited to, the direction of work crews in the completion of road projects in order to maintain and keep the County roads safe for the public. Responsible for the full operation of the Roads Department in the absence of the Roads Supervisor. SUPERVISION RECEIVED AND EXERCISED Receives general direction from the Roads Supervisor. Provides direct supervision over all other Roads staff including, maintenance, operations and administrative staff. EXAMPLES OF DUTIES The following duties are typical for this position. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices. Supervises and directs the activities of assigned staff; coordinates, prioritizes and assigns tasks and projects, and tracks and reviews work progress and activities. Recommends selection of staff; trains staff and provides for their professional development; recommends discipline as required. Assists with performance reviews. Implements goals, objectives, policies, procedures, and work standards for the department; assists with the department s budget. Schedules construction and maintenance activities, oversees and evaluates the work in progress and ensures that all activities meet specifications, codes, and regulations. Supervises the maintenance of all county owned equipment, including heavy equipment and light vehicles. Oversees the planning and scheduling of repairs as needed. Resolves questions and complaints from the public; provides information regarding projects, construction or repair schedules and department activities. Assists in identification of capital contract project needs and capital equipment needs and makes budget recommendations; assists with supervision of construction programs

3 and projects. Maintains liaison and directs coordination with other County departments, various utility, government agency and County departmental staff; ensures all codes and regulations are met in assigned projects. Assists with the supervision of contracts with and confers with construction contractors and County staff; schedules projects; provides technical oversight, inspects work in progress and ensures that all work complies with contract specifications and applicable codes and standards. Directs the maintenance of accurate records and files and prepares a variety of periodic and special reports and correspondence. Determines proper quantities of materials needed for road maintenance projects. Reads road plans and sets grade as required. Ensure that safety policies and procedures are followed by all personnel. Performs the duties of Road maintenance staff as required. Contributes to the efficiency and effectiveness of the department s service to customers by offering suggestions and directing or participating as an active member of a team. Represents the County with dignity, integrity, and a spirit of cooperation in all relationships with staff and the public. QUALIFICATIONS KNOWLEDGE OF: Principles and practices of employee supervision, including selection, work planning, organization, performance review and evaluation, and employee training and discipline. County, state, and federal laws, statutes, ordinances related to road infrastructure construction and maintenance activities. Mathematical concepts. Computer applications related to the work. Principles and practices of developing teams, motivating employee and managing in a team environment. Principles and practices of accounting, budget development, and administration. Standard office practices and procedures, including records management. Communicating effectively in oral and written forms. Automotive / equipment repair practices and procedures.

4 Road construction and maintenance procedures and practices. Safety practices and procedures. Techniques for dealing with a variety of individuals from various socio-economic, ethnic and cultural backgrounds, in person and over the telephone. ABILITY TO: Direct work crews in the performance of large and small projects. Assign tasks to employees according to work load and time limit demands, in the most cost effective and efficient manner. Give clear, concise instructions to subordinates. Train others in policies and procedures related to the work. Tactfully communicate with others, including the public, on any matter concerning the Roads Department. Operate vehicles and equipment related to all department activities. Prepare clear and concise reports. Read and interpret maps, plans diagrams, blueprints and specifications. Use initiative and independent judgement with general policy guidelines. Establish and maintain effective working relationships with those contacted in the course of the work. Contribute effectively to the accomplishment of team or department goals, objectives and activities. EXPERIENCE AND EDUCATION Any combination of training, education, and experience that would provide the required knowledge, skills, and abilities. A typical way to gain the required knowledge, skills, and abilities is: High school diploma or GED; five (5) years of progressively responsible experience in road construction and/or maintenance, including experience maintaining the types of roads and road surfaces found in Elko County. LICENSES OR CERTIFICATES Continued employment is contingent upon all required licenses and certificates being maintained in active status without suspension or revocation. Those new to the position will have 6 months from the date of hire to obtain the licenses/certifications. Additional time may be granted after review from the Roads Supervisor. Nevada Class A CDL license. OSHA 30 certification. MSHA Flagger certification.

WORK ENVIRONMENT Work is subject to performance in both indoor and outside environments; outside work occurs on a frequent basis and requires exposure to dust, fumes or high noise levels and extreme weather conditions; and frequent travel.
