2 REQUEST FOR QUALIFICATIONS The is requesting qualified individuals or organizations to submit qualifications for for a Police Chief. The City will accept sealed qualifications for until 4:00 p.m. (our clock) on June 20, 2016, at City Hall located at 110 Main Street, Fort Morgan, Colorado If delivered, they are to be brought to 110 Main Street, Fort Morgan, CO If mailed, the address is P.O. 3 I. BACKGROUND The, Colo. plans to conduct a national search for a new Police Chief. The is a Home Rule municipality located 85 miles northeast of Denver, Colo., on Interstate 76 and about 60 miles east of Greeley, Colo., on U.S. Highway 34. The Fort Morgan Police Department currently has an annual budget of $3.3 million. The police chief reports to the City Manager and is responsible for leading and directing public safety in the City. The Police Department operates under a community policing and problem-solving philosophy. When fully staffed, the department consists of 28 sworn officers and 5 civilians who serve the community under the direction of the Chief of Police. The city is in need of a consultant who has expertise in Public Safety recruitment. The city is most interested in firms having prior experience with governmental entities, as well as an understanding of and direct experience with national recruitment. II. OVERVIEW OF CONSULTANT EXPECTATIONS 1. Purpose: This document is a request for qualifications from qualified firms, related to securing executive recruitment consulting services from recruitment strategy to candidate selection. 2. Eligible Candidates: The city has a goal to hire and retain the most qualified candidate for the Police Chief position whether this is an internal or external candidate. The city would like a diverse pool of candidates to choose from. The selected firm would help identify potential candidates through a thorough screening process. 3. Selection Process: The city would expect the consultant to administer the selection process up to and including recruitment strategy and candidate selection to include a formal job offer. The city expects the selected firm to adhere to all applicable laws and regulations concerning Equal Opportunity Employment, the ADA, etc. III. SCOPE OF SERVICES 1. Recruitment Process: a. Establish selection criteria/methodology. b. Define the position utilizing your and our expert knowledgeable staff. c. Identify the selection/evaluation process. Page 1 of 4

4 d. Develop recruitment materials that reflect the goals, culture and expectations of the new chief. e. Recruit and identify all qualified candidates. f. Establish a prospective candidate list. g. Administer the selection process through formal job offer. IV. QUESTIONNAIRE The City is requesting written responses to the questions below: 1. Firm Overview: a. Briefly provide the background on your firm. b. Location of the office from which consulting services would be provided, and the employee turnover rate for consultants and staff personnel of this office during the past two years. c. Describe your firm s philosophy in the approach to executive recruitment. 2. Firm Experience and Services: a. List the municipalities for which your firm has served in regard to Public Safety recruitment, the capacity in which it served, and whether the client used your recruitment services a second time. b. Provide names of at least 5 clients including their individual contact names, addresses, telephone numbers and the work/services performed for the client. c. What is your experience in Public Safety recruitment? d. What is your track record with recruitment retention once the candidate is placed? e. One area of interest for the city is to know how your selection process differs from that of your competition. (i.e. do you employe techniques or process that you believe set you apart from other firms.) Please describe this. f. What assessment tools, if any, does your firm utilize? g. 5 3. Firm Resources: a. What resources does your firm have available to successfully fulfill the Scope of Services as identified in Section III above? b. How many recruitment jobs does your firm currently have under contract? 4. Proposed fees: a. The length of the contract will be for a period as designated by the firm. Please indicate the approximate recruitment costs. b. It is expected that the firm will provide all of the Scope of Services described in Section III. That scope may be modified based upon the processes recommended by the selected firm. The proposed fees should include all costs (miscellaneous administrative, travel, etc.). c. Describe additional costs, if any, which may be charged for minor requests/questions throughout the process. 5. Additional Costs and Services: a. Beyond the stated scope of services, what additional services would you anticipate for a client like the? What would be the estimated costs of those additional services? 6. Liability and Limitations: a. Describe and include documentation of the professional liability coverage carried by your firm. The firm shall at all times during the agreement, carry, maintain, and keep in full force and effect, a policy or policies of Professional Liability Insurance with minimum limits of One Million Dollar ($1,000,000) for each occurrence. You must agree to keep aforementioned insurance in full force and effect, otherwise the city may either immediately terminate the agreement or, if insurance is available at a reasonable cost, the city may take out the necessary insurance and pay, at firm s expense, the premium thereon. b. Describe any problems you foresee in your firm s ability to conduct the services described in this Request for Qualifications. Page 3 of 4

6 V. SELECTION PROCESS AND SCHEDULE 1. Consultants will be evaluated upon their qualifications in terms of experience and reliability to perform the work in addition to the criteria detailed above in Section III, the Scope of Services. 2. The reserves the right to reject in whole or in part any or all submissions. The City reserves the right to cancel or modify this Request at any time.
