The Energy & Security Group within the Department for Business, Energy and Industrial Strategy (BEIS) are looking to recruit talented, highly motivated people to fill a wide range of great roles. We have one of the most interesting and dynamic portfolios in the department focused on four areas: Energy Development and Resilience (North sea oil and gas, shale gas and energy resilience) Clean Electricity ( Renewable Electricity, Carbon Capture Use and Storage) Civil Nuclear Resilience Energy Security, Networks and Markets Jeremy Pocklington Director General, Energy & Security This pack gives some information on what it is like to work for the Group, as well as on working in the Department for BEIS. 4 What roles are currently available? We have number or roles available including policy, corporate management and project management and delivery. Majority of our roles are based in London, but we have few positions available in Aberdeen. Some examples of the roles: Nuclear roles (London) currently two roles. Delivery of the nuclear elements of the Industrial Strategy; delivery of supply chain policies for the nuclear new build programme; management of our local community engagement programme across new build projects in the UK. Lead on the management of key aspects of our civil nuclear security programmes. Working with key stakeholders (NDA and sites) to ensure nuclear materials are kept safe and secure in the medium to long-term Oil and Gas Exploration and Production Team role (London or Aberdeen) - The role leads on sponsorship of the Oil and Gas Authority; including ensuring effective governance, delivering regulations to secure funding, monitoring industry activity including acquisitions and industrial action and ensuring the framework is appropriate to maximise economic recovery of UK oil and gas. Policy elements of the role have included scrutinising the approach to decommissioning following onshore oil and gas activity and developing policy related to the critical national infrastructure regime and cyber. Offshore Decommissioning Unit role (London or Aberdeen) Role will include leading the development of and designing the operational delivery of specific decommissioning policies as they relate to cost, providing high quality advice to Ministers and senior managers on how the cost of decommissioning can be minimised, undertaking research, working with analysts, financial experts and legal to develop ideas and options and representing the department at internal and external events, promoting the work of OPRED to wider audiences. Corporate Management roles (London)- Role will be responsible for heading up the business management function and be responsible for a range of business activities including the Directorate s business planning activity, co-ordinate and manage our governance boards and project management, internal and external stakeholder engagement, track people and the procurement of services and ensure we have consistent and collaborative working across all functions. Policy Lead roles (London; full-time and part time) those roles require involved in project management and co-ordination of work required to deliver Carbon Capture Usage and Storage (CCUS) and Future Policy for Renewable Support Schemes. Role will have responsibility for formulating and implementing the government s financial plan is terms of managing costs for number of renewable electricity schemes. Policy lead on Retail Markets (London) working on microbusinesses, the Cost of Energy Review response, and with Ofgem on future market arrangements

5 What are we looking for? We welcome applications from all backgrounds but we are particularly interested in candidates coming from energy and energy security backgrounds. We are looking for the following transferable skills: Leadership skills / management skills Project management and governance Stakeholder management Ability to analyse complex data Policy development and implementation Change management Understanding of energy sector is desirable As Civil Servants we also put great value on the Civil Service Code, Leadership Statement, and Civil Service Competency Framework

6 What the recruitment process looks like Application process ( December 2017-January 2018): Based on CV (2 pages A4) highlighting your relevant skills and experience; Statement of suitability (750 words max) outlining why you are interested in E&S roles, which role specifically, location, level (SEO or G7) what skills and experience you will bring to the organisation and how do you fit to the following criteria: Lead teams on complex projects working to tight deadlines, ensuring clarity of priorities, roles and responsibilities. Analyse and evaluate complex evidence and data, drawing conclusions and identify risks and challenges in order to make well-considered decisions. Be responsible for the implementation of policy decisions, including possibly through legislation. Use your interpersonal skills to involve partners in policy formation, with the ability to defend tough decisions and negotiate complex agreements. Change systems and approaches in a creative way that focuses on efficiency and adding value. Appointment: if successful, you will be informed shortly after the interview. You will then need to pass preemployment checks and security clearance. 8 Industrial Strategy Industrial Strategy White Paper launched on 27 November The White Paper sets out a long term plan to boost the productivity and earning power of people throughout the UK. It sets out how we are building a Britain fit for the future how we will help businesses create better, higher-paying jobs in every part of the United Kingdom with investment in the skills, industries and infrastructure of the future. Delivering affordable energy and clean growth are one of the pillars of the strategy. That s why our work is important to ensure full delivery of the Strategy!

9 Case Studies Ben, Head of Fuelled Technologies, Contracts for Difference, Clean Electricity Directorate What do you do? I work on a multibillion pound scheme to incentivised large scale renewable electricity the Contracts for Difference Scheme. The scheme is open to different types of renewables, but my particular role is work out how the scheme treats fuelled (bio energy) technologies. I make sure these are supported in the right way so they develop in line with broader policy objectives. What do you enjoy the most? It s exciting to be working on a scheme which is having such a big impact. The CFD uses competition to drive down costs, and we ve managed to halve the cost of some renewable technologies in the space of a few years. What does it feel like to work here? I ve done a few different roles in Clean Electricity Directorate and I love the variety. For part of last year I was negotiating with Northern Ireland and briefing Ministers to put legislation through Parliament. This year I ve been engaging experts from the across the Department and Whitehall to determine our approach on these fuelled technologies, and in the process, becoming a bit of an expert myself. Tania, Head of Working with Communities Policy, Geological Disposal Facility Team, CNRD What do you do? I am responsible for the policy on how to engage with communities in the siting of a Geological Disposal Facility (GDF), the long-term solution to dispose of higher activity radioactive waste. This includes delivering a consultation to hear others views on the policy, finalising the policy and helping the delivery body get ready to launch a siting process. What do you enjoy the most? Working with great colleagues to deliver a policy that will have such a long-term benefit for the public. The department also has lots of opportunities to get involved in corporate projects whether it s about making the department more diverse and inclusive, or going to talk to schools about what it s like to be in the civil service. What does it feel like to work here? I ve just returned from maternity leave and the flexibility and support from the team has been fantastic. It makes working on such an important programme all the more easier

10 Chris, Head of NDA Sponsorship, Grade 7, Strategy, Engagement and Innovation Team What do you do? I make sure that the Nuclear Decommissioning Authority s work is aligned with BEIS nuclear policy. I work as liaison between the NDA and Government I get involved in projects to understand their impact on delivery of clean-up onsite and ensure that they meet Government priorities in this area. What do you enjoy the most? There are a lot of people I work with that are truly passionate about what they do; and that makes working with them a delight. I m also pretty nosey, so the ability to get into the guts of policies and projects and make a positive difference is very satisfying for me. What does it feel like to work here? I came from having always worked in a regulatory body (I had three different ones under my belt before I joined), so central government has been different; with a more open and diverse feel, and an emphasis on the ability to make positive change, as well as to progress and develop a wider set of skills. Case Studies Pooja, Head of the CNC Sponsorship Team, Grade 7, Civil Nuclear Resilience Directorate What do you do? I am responsible for ensuring that the CNC is operating to the standards required to protect the UK s nuclear material and to ensure that the CNC s interests are represented across government. I am currently working on a number of complex reforms impacting the CNC such as pension age and infrastructure policing. What do you enjoy the most? I enjoy the scope of the work, working on both policy and operational maters and working with a range of stakeholders both across the CNC and across government. What does it feel like to work here? BEIS is an exciting place to work. Having worked BEIS for over a year now I am still learning about the work of the department. I have spent most of the year working on the complex issue of pension age for CNC officers, briefing BEIS ministers and working with BEIS legal and colleagues from the Cabinet Office and the Treasury as well as senior members of the CNC.
