1 GUIDE FOR APPLICANTS This guide has been prepared to assist you in applying for a position with Port of Newcastle. Prior to completing your application, please read the following information to gain an appreciation of the basis for selection of successful applicants. Appointment to positions with Port of Newcastle is based on merit. The merit of applicants is determined having regard to the nature of the duties of the position and the qualifications, work experience, job knowledge, standard of work performance and personal qualities of applicants that are relevant to the performance of those duties. Applicants who do not demonstrate that they have the required knowledge, skills and experience (the selection criteria) are normally not considered for an interview. WRITING YOUR APPLICATION Applications are assessed against the selection criteria for the position. Each application should include the following: 1. Covering Letter Provide a covering letter that summarises your suitability and reasons for applying for the position. Ensure your full name, address and contact telephone numbers & are included. Quote the position name from the job advertisement in the heading of the letter. 2. Selection Criteria Statement Refer to the Position Description, which lists the knowledge, skills and experience required for the position. Address the knowledge, skills and experience criteria. The best way to set out your statement is to list each criterion and explain clearly and concisely how you meet it. When addressing each criterion you should provide specific details and examples of your abilities, qualifications, experiences and standard of previous work performance. Be specific and include dates and other helpful details. 3. Resume Provide a clear and concise resume containing a summary of your work experience including current and previous employers, positions held, period of employment, brief outline of duties performed, and details of your training, qualifications, licences and certificates. 4. Details of Two Work Related Referees Please include the name, telephone numbers, position held and organisation of at least two work-related referees who can comment on your recent work performance. 5. 2 ATTENDING THE INTERVIEW The selection committee will ask each interviewee a similar set of questions relating to the position. You may be provided with the interview questions 10 minutes prior to your interview time. You will be advised if this is the case when you receive confirmation of the interview time and location. During the interview you will have the opportunity to ask questions and to demonstrate your interest in, and understanding of, the position and its duties. THE SELECTION PROCESS The selection committee will base its recommendation on information obtained from the written applications, interviews and reference checks. As part of the recruitment process applicants may be required to undertake a medical assessment to determine if they are able to fulfill the inherent requirements of the position. SUCCESSFUL APPLICANTS The successful applicant will be required to possess or be able to obtain, Australian Citizenship or Permanent Residency as a minimum, if they were not born in Australia. After the offer is accepted, all other interviewees will be advised in writing that the position has been filled. IF YOU ARE NOT SUCCESSFUL If you are unsuccessful for a particular position it is not a reflection on you personally. It means that another applicant was considered to be more suitable for the position. 3 POSITION DESCRIPTION Position Title: Vessel Scheduler Division: Operations and Infrastructure Section: Vessel Scheduling Position Title of Supervisor: Operations Supervisor 1 PURPOSE OF POSITION The purpose of this role is to ensure efficient scheduling of vessel movements for the Port of Newcastle through strategic planning and working with key stakeholders to achieve this outcome. This role will be required to work with all Port stakeholders to develop, plan and optimise the efficient use of the channel using the relevant booking system and tools. Develop the daily program that incorporates effective asset utilisation. Assist in the achievement of the Operations and Infrastructure Division s target outcomes. 2 POSITION BACKGROUND Newcastle is the largest bulk shipping port on the east coast of Australia and the world s leading coal export port. The port is managed by Port of Newcastle (PON) under a long term lease. The lease includes responsibility for vessel scheduling, property management and port development, trade development, cruise shipping, dredging and survey, wharf and berth services, maintenance of major port assets, and pricing for associated services. The Operations and Infrastructure Division is responsible for providing port services including vessel scheduling, wharf operations, dredging and hydrographic surveying; the planning, construction and maintenance of port infrastructure; and port security. The Vessel Scheduling Section provides efficient scheduling of vessel movements for the Port of Newcastle. 3. 4 B KEY ACCOUNTABILITIES 1 Safety Ensure the vessel movement schedule does not breach or compromise the requirements of the Ship Handling Guidelines. Evaluate the berthing position of vessels as requested by the berth owner/leasee through the vessel s agent, to ensure the positioning conforms to the business rules as advised by PANSW. Ensure the safe operation of Port activities within the scope of vessel scheduling operations. 2 Vessel Scheduling System Efficiently operate the vessel scheduling system whilst on duty for both forward and daily plans (24/7 shift roster) to ensure the effective co-ordination of vessel movements and port services and providing a single point of contact for all internal and external Port customers of PON. This includes making and recording daily decisions in the Schedule Review Log to reprogram the schedule due to program slippage and manage changes initiated by terminals, PANSW or bad weather as defined in the scheduling replanning rules. Provide a single point of contact to all PON customers including PANSW, shipping agents, coal terminal planners, stevedoring companies, tug and linesman companies, other Port users and Port of Newcastle operational staff in the efficient co-ordination of the vessel movement programme with port services. This includes receiving and processing the appropriate documentation prior to vessel arrival, for example, vessel berthing application forms (VBA forms) from shipping agents). The Vessel Scheduler must also be able to determine that the data being provided to PON is acceptable and in line with expectations. Ensure accurate schedule information is provided to the Service Providers (e.g. tugs / linesman and PANSW pilots) to ensure resources are ready to perform as per the agreed program. Plan and schedule all vessel movements as per Port of Newcastle QAP Operate vessel scheduling system efficiently to produce ship movement schedules applying port procedures and restrictions in reference to vessels to ensure compliance with regulations. Update and maintain berthing and departure information in the vessel scheduling system. Maintain the projected coal and general cargo shipping lists within the vessel scheduling system by liaising with Port Stakeholders and internally with Port Services Assist internal and external customers in the use of the Port of Newcastle and public interface into the Harbour Management System. Monitor and change vessel movement schedules and communicate these changes to appropriate Port internal and external customers (including PANSW). Analyse and identify opportunities to solve problems and strategically improve channel usage and continuously optimise the vessel movement s schedule. Maintain a regular contact with Terminals and general cargo Agents Maintain real time information collection and dissemination for vessels loading and discharging. Liaise with PANSW and tug and linesman companies to ascertain their resource availability. Provide information to Port users and service providers by provision of reports and answering phone enquiries. Provide information to government agencies such as AMSA and the Federal Department of Customs regarding shipping arrivals and departures. Maintain and provide shipping information for the General Public telephone enquiry service. Gather data and prepare reports for the Operations Supervisor, Executive Manager Operations and Infrastructure and other Division Managers, for example, channel efficiency. Understand, interpret and apply the Ship Handling Guidelines as prescribed by the PANSW Harbour Master and business rules and directives related to vessel safety agreed by PANSW when developing the schedule. 5 3 Customer Service/Continuous Improvement Resolve issues, act responsively and make decisions. Organise and monitor work programme to meet set goals, environmental and safety standards and the needs of internal and external customers ensuring continuous improvement. Assisting the Operations Supervisor & Executive Manager Operations and Infrastructure in implementing systems and adjusting performance when necessary. Identifying and bringing to the Operations Supervisor & Executive Manager Operations and Infrastructure attention short and long term opportunities to enhance productivity and work practices using benchmarks of best practice. Performing work in such a manner as to be consistent with any obligations under agreements, PON policies and procedures and employment conditions. Contributing to achievement of Vessel Scheduling Section s outcomes by providing input and innovative ideas. Develop effective working relationships to manage the complex stakeholder environment (Agents, Stevedores, Terminals, Port Authority of NSW (PANSW), and other external bodies) and resolve queries and complaints. Provide a high level of customer service to meet customer s requirements. WH&S and Injury Management Port of Newcastle is committed to ensuring the health, safety and welfare of people at work. Under the Work Health and Safety Act and Regulations 2011 and the Workplace Injury Management and Workers Compensation Act 1998, Workers have a legislative responsibility. PON's WHS Management System (WHS MS) assists in complying with the relevant legislation. Responsibilities include: take reasonable care of themselves and of others at work at all times; adhere to the implemented Work, Health and Safety (WHS) and Injury Management System; comply with any reasonable WHS instruction and/or direction; be actively and constructively involved in establishing, maintaining and conducting consultation, co-operation and co-ordination processes; identify and report all hazards and incidents/accidents and participate in developing strategies to eliminate or minimise those risks; use the provided resources, equipment and PPE safely and as specified; complete the number of safety observations each month as required; attend training as requested and/or as directed; and comply with their responsibilities under the PON Injury Management Procedure by notifying their Manager/Supervisor immediately if any discomfort or injury/illness is experienced, cooperating and actively participating in the development of their Injury Management Plan, complying with its stipulated requirements and performing suitable alternative duties offered to them by PANSW. Environmental Management Port of Newcastle is committed to protecting the environment. Managers and employees are obliged to: carry out work in accordance with relevant codes, standards and Port of Newcastle procedures; comply with PON s Environment Policy and Environmental Management System; follow sustainability principles relating to waste handling and disposal, energy usage and greenhouse gas emissions reduction and water usage awareness; and attend training as requested / directed. 6 Port of Newcastle policies and Legislative Requirements Abide by EEO, cultural diversity principles, PON policies and be committed to ethical practices as set out in the Code of Conduct. 5 KNOWLEDGE, SKILLS AND EXPERIENCE ESSENTIAL Minimum 12 months experience in in scheduling, logistics planning or a comparable role. Demonstrated sound analytical, problem solving and planning skills. Ability to make quality decisions whilst meeting deadlines. Excellent written and verbal communication skills and interpersonal skills. Well developed breadth of vision taking an umbrella view of a situation. Demonstrated sound computer and administrative skills. Strong problem solving and ability to apply logic to analyse, identify and implement solutions. DESIRABLE Ability to efficiently operate a ship booking and scheduling system. Working knowledge of Harbour Management and scheduling systems. Ability to interpret and administer Ship Handling Guidelines. Sound knowledge of Port operations. Proficient in the use of analysis tools such as Excel. 6 WORKING CONDITIONS The position operates on a 7 day, 24 hour, rotational shift basis, ensuring a continuing efficient service to the Port's customers. Duties in this position will include the need to work additional time and shiftwork as required to meet operational requirements should reliefs not be available.
