1 PUBLIC OF KENYA EMBU COUNTY PUBLIC SERVICE BOARD P.O Box , Probation Offices Building, 1st Floor, Embu ADVERTISEMENT The Public Service Board of Embu wishes to recruit competent and qualified persons to fill the following vacant positions. 1.COUNTY ATTORNEY JG S (CONTRACTUAL) - 1 POST (CPSB.01/2016) i. A citizen of Kenya ii. Bachelor degree in Law from a recognized University iii. Advocate of the High Court iv. At least 8 years experience in Legal Matters v. Valid practicing Certificate vi. Satisfy the requirements of Chapter Six of the Constitution i. Principal Legal Advisor to the County Government ii. Drafting and Publication of Legislative proposals for the county Executive iii. Negotiating, Drafting, Vetting and Interpreting Local and International documents, Agreements and Treaties for and on behalf of County and its Agencies iv. Representing the County in Legal proceedings other than Criminal proceedings v. Handle Public Interest Litigation and represent member of the public in matters of Public Interest vi. Prosecute vii. Advising the County on Constitutional and other Legislative Matters viii. Link between the County, other county governments and National government in liaison with the office of Council of Governors and the Attorney General ix. Monitoring Compliance & enforcement of Statutory Obligation x. Custodian of County Contracts and other Legal Instruments 2. CHIEF OFFICER - FINANCE JG S ONE (1) POST (CONTRACTUAL) (CPSB.02/2016) The incumbent shall be the Accounting Officer in the new Department of Finance and shall be responsible to CEC in Charge of Finance & Economic Planning. i. Be a Kenyan Citizen; ii. Have a Bachelor degree in Economics / Business related field; iii. Possession of Master s degree in a business related field will be an added advantage; Page 1 of 8

2 iv. Have a vast knowledge and experience of not less than 10 years in the public service or relevant field, five of which should be in a Management position; v. Demonstrate thorough understanding of County development and objectives ; vi. Be a strategic thinker and result oriented; vii. Have excellent communication, organizational and interpersonal skills; viii. Have capacity to work under pressure to meet strict deadlines; ix. Satisfy the requirements of chapter Six of the Constitution; Duties & Responsibilities: i. The Administration of Finance & Economic Planning in the department; ii. Development, Implementation of Strategic Plans and Sector Development Plans; iii. Implementation of Policies and Regulations; iv. Providing Strategic Policy direction for effective Service Delivery; v. Ensuring compliance with National values and principles of good governance as outlined in Article 10 and 232 of the Constitution of Kenya; vi. Performing any other duties as may be assigned by the appointing authority 3. PRINCIPAL ACCOUNTANT JG N 1 POST (CPSB.03/2016) Requirement i. Served in the grade of Chief Accountant, Job Group M or in a comparable and relevant position in the Public Service for a minimum period of three (3) years. ii. A bachelors degree in Commerce (Accounting or Finance option) and passed Part II of the Certified Public Accountnts (CPA) Examination OR iii. Passed Part III of certified Public Accountants (CPA) Examination or its recognized equivalent. iv. Registered with the institute of Certified Public Accountants of Kenya (ICPAK). In addition to the above reqirements, an officer must have the following key personal attributes and core compentences: (i) Personal Qualities Ability to get on well with the diverse workforce Good knowledge in the professional field of specialization Good communication skills Ability to take instructions Good organizational and supervisory skills. 3 Accuracy Care for resources Manual dexterity Execution of instructions Interpersonal skills Analytical skills Duties & Responsibilities i. Will be deployed to the County Treasury ii. Monitoring Implementation of Accounting Standards and Systems for Compliance iii. Follow up on Audit Matters iv. Ensure Implementation of Public Accounts Committee Recommendations v. Preparation of Management Financial Reports vi. Maintaining accurate and appropriate Accounting records, reports and returns vii. Interpretation and Implementation of Financial resulting and Procedures viii. Authorizing payments, sign cheques within set limits ix. Supervising, Training and Deploying accounts staff x. Any other duty related to accounting as may be assigned by the supervisor from time to time. 4.CHIEF ACCOUNTANT JG M ONE (1) POST (CPSB.04/2016) i. Served in the grade of Senior Accountant Job Group L or in a comparable and relevant position in the Public Service for a minimum period of three (3) years. ii. A bachelor degree in commerce (Accounting or Finance Option) and passed Part II of certified Public Accountants (CPA) Examinations. OR Passed Part III of Certified Public Accountants (CPA) Examination or its recognized equivalent. iii. Attended a management course lasting not less than four (4) weeks from the Kenya Institute of Administration or any other recognized institution. iv. Registered with the institute of Certified Public Accountants of Kenya (ICPAK). Preparation of timely and accurate management reports. ii. Assist Principal Accountant in planning, directing, accounting, coordinating and supervision areas of control. iii. Training staff under him/her iv. Preparation of final accounts v. Authorizing payments and signing cheques. 5. SENIOR ACCOUNTANT JOB GROUP L (2) POSTS (CPSB.05/2016) i. Served in the grade of Accountant I Job Group K or in a comparable and relevant position in the Public Service for a minimum period of three (3) years: and ii. Passed Part III of the Certified Public Accountants (CPA) Examination or its recognized equivalent qualification. OR iii. Bachelor degree in commerce (Accounting or Finance option), Business Administration (Accounting option from a recognized institution or any other relevant qualification adjudged to be its equivalent from a recognized institution and have passed part II of Certified Public Accountants (CPA) Examination or its approved equivalent. iv. Must be computer literate v. Registered with the institute of Certified Public Accountants of Kenya (ICPAK). Will be deployed in a finance department to assist the Chief Accountant ii. Preparation of timely and accurate management reports. iii. Planning, directing, coordinating and supervising areas of control. iv. Other duties may include authorization of payment and signing cheques subject to set limits. v. Verification monitoring, and custody of accountable documents. 6. ACCOUNTANT I JG K TWO (2) POSTS (CPSB.06/2019) i. Bachelor degree in Commerce (Accounting or Finance option) and ii. Passed Part II of the Certified Public Accountants (CPA) Examination OR Passed Part III of the Certified Public Accountants (K) Examination or its approved equivalent qualification. iii. Registration with ICPAK (Institute of Certified Public Accountants Kenya) will be an added advantage. iv. Must be computer literate i. Deal with accounting operations in accounting section. ii. Verification of vouchers and committal document in accordance with laid down rules and regulations. iii. Data capture and maintenance of books of accounts. iv. Ensure safe custody of county records and assets under him/her. v. Preparation of financial reports 7.CO-OPERATIVE AUDITOR JG K (2 POSTS) (CPSB.07/2016) i. Bachelor Degree in any of the following; Commerce (Accounting/Finance option) Economics (Upper 2nd),Mathematics, Statistics or Co-Operative Management from a recognized Institution Or Certified public Accountants (CPA) Kenya part III or Certified Internal Auditors (CIA) part IV from a recognized Institution Page 5 of 8

6 ii. Certificate in Computer Applications from a recognized Institution Duties & Responsibilities i. Examining books of Accounts of Co-operative Societies in accordance with the law, rules and regulations ii. Auditing books of accounts iii. Preparing and submitting audit reports to the immediate supervisor. 8. ANIMAL HEALTH ASSISTANT I -JG H (8 POSTS) (CPSB.08/2016) i. Served in the grade of Animal Health Assistant for at least three (3)Years. ii. iii. iv. Certificate lasting not less than two (2)Years in any of the following disciplines, Animal Health, Environmental Health, Animal Health & Production from a recognized Institution Registered by the Kenya Veterinary Board Certificate in Computer applications form a recognized institution Duties & Responsibilities i. Assisting in demonstrating on Milking techniques and External Parasite control techniques such as dipping, spraying and dusting. ii. Carrying out Vaccination, closed Castration, Dehorning, Deworming, Disbudding, Docking, Debeaking and Hoof trimming iii. Carrying out treatment of animals iv. Participating in disease search and reporting v. Undertaking Artificial Insemination and Meat Inspection vi. Enforcing slaughterhouse hygiene and meat transport regulations 9. PLANTS OPERATOR III -JG D (6 POSTS) (CPSB.08/2016) i. Kenya Certificate of Secondary Education (K.C.S.E) Mean grade D Plain or equivalent qualification from a recognized institution ii. Suitability Test for plant operators Grade III iii. Valid Driving License free from current endorsements for class(es) of machines that one may be required to operate. iv. Able to operate at least two (2) plants of difficult rating C; v. First Aid Certificate Course lasting not less than one (1) week from St. John. Ambulance or Kenya Institute of Highway and Building Technology (KIHBT) or any other recognized institution; and Duties & Responsibilities i. Operating Machines of difficult rating C ii. Assisting Machine attendants in identifying possible breakdown; iii. Liaising with mechanics for servicing and making daily oil checks iv. Maintaining the Cleanliness of the plant Page 6 of 8

7 10. CHIEF MEDICAL SPECIALIST- MEDICAL SUPERINTENDENT JG S (CONTRACTUAL) (CPSB.010/2016) Key Qualifications and Competence The successiful candidate should have the following;- i. Age between years. ii. Must be a medical practitioner of not less than 15 years of medical practice and duly registered by the Medical Practitioners and Dentists Board of Kenya. iii. He/she shall hold Post-graduate specialist qualification duly recognized by the Medical Practitioners and Dentists Board for at least eight (8) years. iv. Considerable Experience in Management and Administration in tertiary health institution for at least five (5) years. v. Certificate of Good Conduct. vi. Must be an advocate for high quality healthcare standards, a good diplomat, team player and negotiator in order to engage others and drive vii. Additional qualification in Management such and Diploma in Business Administration Strategic Leadership and viii. Health Systems Management (HSM), from a recognized training institution will be an added advantage. To provide visionary leadership and direction to the organization and to ensure that hospital policies and mandate are implemented fully and effectively in line with the strategic plan. Objectives i. To ensure prudent management of resources for the achievement of the hospital s mandate and strategic Objectives; ii. To ensure that the hospital s Strategic plan are implemented efficiently, the performance contract objectives and targets are negotiated, achieved and reported in time and the annual operations plan and budgets prepared and submitted in compliance with statutory requirements. iii. To oversee and direct development and implementations of the hospital s strategic initiatives and capacity building in line with goals and aspirations of Kenya s Vision 2030 and the National Health Sector Strategic plans. iv. To provide the needed transformational leadership of Embu Level 5 Hospital to meet citizens expectations in line with the new constitution of Kenya. v. To initiate, establish, strengthen and oversee inter-institutional collaborations and strategic partnerships for the realization of the hospitals mandate and strategic objectives. vi. To ensure that hospital s staff remains motivated to discharge their responsibilities effectively and efficiently and in compliance with human resource management policies and practices. Page 7 of 8

8 vii. viii. ix. To establish and sustain effective relationship with the Board of Management, The Government, parent Ministry, regulatory bodies, partners/ collaborators, funding agencies, the media, other stakeholders and staff in the interest of the hospital and its clientele. To promote a culture of compliance with regulations, statutory requirements, good corporate governance principles and best practices in the hospital. To perform any other responsibilities as determined and deemed necessary by the board of management, in line with the hospital s mandate. 11. MEDICAL OFFICERS JG M (8 POSTS) (CPSB.011/2016) i. Must have trained and graduated with Bachelor of Medicine and Surgery from recognised University. ii. Must be registed with the Kenya Medical Practitioners and Dentists Board of Kenya iii. Two years experience will be an added advantage. i. Examine, Diagnose and treat patients ii. Supervise interns iii. Assist consultants in the care of patients.
