Reporting to the Vice President of Corporate Performance, the Director of Portfolio Planning is responsible for ensuring the organization s program portfolio is balanced and cost-effective. This role involves leading a combination of technical analysis and planning processes. The Director will be a central technical resource for both program planning and evaluation and will lead EEA s portfolio planning process. The Director will also work with the broader EEA team to engage with the marketplace and stakeholders to ensure portfolio design considers market conditions and partnership opportunities.

2 Supported by the Corporate Performance team, the Director will lead the organization s portfolio planning process. This involves collaboration with other business units and the incorporation of information gained through program evaluation and market engagement. This will include activities such as: Coordinating the development an annual business plan Overseeing work to evaluate program options according to key performance indicators Incorporating market research considerations into program analysis Contributing to the development of new business offerings through partnerships with other organizations or through other market opportunities The Director will also support the organization s technical evaluation of programs and measures. This will include activities such as: Analysis of programs and measures according to a set of key performance indicators including cost effectiveness and emission reductions Assessing impacts of potential program changes on key performance metrics Development, implementation and maintenance of the EEA s Technical Reference Manual, which contains standardized measure characterizations Overseeing future energy efficiency and distributed energy potential studies As an organization, EEA needs to continue to engage with the marketplace through both market research and stakeholder engagement. The Director of Portfolio Planning will be involved in these efforts by: Overseeing market research to generate Alberta-specific data regarding the residential, commercial and industrial sectors in the province Driving the incorporation of market research into program design and oversight Work with others in the organization to engage directly with the marketplace and stakeholders. A primary goal of this engagement will be to identify and develop new business offerings through partnerships or other market opportunities.

3 The Director of Portfolio Planning will also utilize strong leadership skills to effectively lead their work unit to ensure goal achievement, budget management, and strong staff performance / support. RESPONSIBILITIES The Director of Portfolio Planning will be responsible for leading the organization s efforts to develop a balanced and cost-effective portfolio of programs. This will involve research and analysis of program performance and broader market factors, and the incorporation of findings into portfolio and business planning. Research and analysis activities will include: Program and portfolio performance Assessment of measures / technologies (both those currently in programs and those proposed as new measures) Research and assessment of current market conditions, including involvement in EEA s stakeholder engagement efforts Assessment of energy saving and generation potential from energy efficiency and distributed energy technologies This Director will also be responsible for incorporating the research and analysis into portfolio, program and business planning and management activities. This includes the following responsibilities: Leading the development of an annual business plan, which includes coordination of input from other business units Leading the analysis of program options as input into portfolio design Supporting the development of new business offerings Oversight of EEA s Technical Reference Manual Oversight of calculation and reporting methodologies Technical lead of internal program evaluations Review of external program evaluations

4 The Director will also be responsible for leading a work unit that will support portfolio planning activities. Responsibilities in this area include: Developing and managing work unit and project budgets Hire, coach, mentor, develop and train staff Oversee the resolution of conflicts and ensure performance issues are addressed in a timely manner Ensure that staff responsibilities and corresponding accountability are clearly established and met Develop strategies for assisting staff engagement and connection within the organization These responsibilities are not all inclusive and other duties will be assigned from time-to-time. KNOWLEDGE, SKILLS + EXPERIENCE Degree in Engineering, Economics, Business, Sustainability, Quantitative Analysis or another related field. Minimum of 3 years management experience. Minimum of 5 years experience with technology analysis, market research, business planning and/or program evaluation. Strong project management skills and capabilities Demonstrated ability to coach, develop, and engage junior team members Experience in energy efficiency, distributed generation or a related field is required. Certified Measurement and Verification Professional designation is an asset. Other experience within the energy industry including energy efficiency, product management and development, efficiency finance and/or renewable energy programs is an asset. MS Office software experience, including MS Word, Excel, and PowerPoint to create documents, track project progress, and develop visual representations is essential. Experience providing leadership to an organization in start-up is desirable.
