1 USAID-Funded John Ogonowski and Doug Bereuter Farmer-to-Farmer Program Asia F2F Request for Technical Assistance Scope of Work Outline Title: Behavior Change Communication Strategy and Capacity Development Assignment Number: BAN403 Executive Summary: F2F and the local host, Feed the Future-funded Bangladesh Women s Empowerment Activity (WEA), are seeking a volunteer expert to assess the project s current social mobilization approaches, materials, and messages and work with the project to develop/incorporate a needs-based Behavior Change Communication (BCC) strategy and action plan for the WEA project and its local partner organizations. This will help strengthen their support to its beneficiaries in their project areas through BCC methodologies, including male engagement and peer-to-peer methods. The volunteer is requested to conduct a 5-day Training of Trainers (ToT) on Behavior Change Communication for Gender Equality in the Agricultural Sector for WEA and its partners staff as well as develop a 3-day training module, based on the training, for the staff and partners to use in future trainings. These trained staff will conduct similar trainings for other staff and relevant beneficiaries, engaged in different livelihoods activities, especially in agriculture sector. They will also use the training knowledge and skills to bring change in their beneficiaries behavior. With the help of the volunteer, WEA intends to develop a multi-level behavior change communication (BCC) strategy, to deliver appropriate women s empowerment, capacity development, gender, and agriculture messages to individuals, households, and communities. The strategy should utilize a variety of approaches (traditional and unconventional) that are appropriate within the Bangladesh context. This will promote improvement in WEA programming via individual change agents, households, and communities. Hence, the host has requested the assistance of a F2F volunteer expert with a Master s degree or higher in Social Science, Communication, or relevant subject, and at least 10 years of hands-on experience in social BCC-related to gender equality, women s empowerment, or related subjects. The expert should have practical experience in developing training modules and strategies on BCC and other relevant topics. The volunteer should also have good communication skills to conduct training. Specifically the volunteer should have: Relevant technical knowledge, skills and extensive work experience in designing BCC strategies, messages, tools and materials, media plans, and capacity building plans Experience with donor-funded projects Excellent reporting and writing skills with experience in projects of a similar nature Background: The Feed the Future Bangladesh Women s Empowerment Activity (WEA) aims to increase women s empowerment and gender parity, specifically in the agriculture sector. To implement the program successfully the host considers that it is essential to assess their current social mobilization approaches and messages, and improve or revise the project s social mobilization strategy to include methodologies Page 1 of 8 Revised

2 for promoting behavior change in communities and families. The host wants to build the capacity of its staff who will be responsible for training community change agents, such as Local Advisory Committees and Peer Leader volunteers. For this, the host needs to develop and incorporate a BCC strategy and action plan, including a BCC training module to replicate similar trainings and provide staff with appropriate tools and skills to implement effective behavior change communication strategies. To develop the effective behavior change communication strategies, the host staff require advanced knowledge and skills, including how to: identify the appropriate target groups, analyze the socio-economic situation and challenges, formulate behavioral objectives, determine how to best utilize different types of messages and communication media, set appropriate strategies, develop training modules for the effective application of communication materials, develop an information retention and dissemination plan, measure, monitoring, and evaluate BCC result indicators. No Host Organization Profile: Winrock International and its local five partners are implementing the Feed the Future Bangladesh Women s Empowerment Activity (WEA) to increase women s empowerment and gender parity in five southwestern districts of the country. The program aims to enhance women s community leadership, improve time use, and increase their decision-making and control over productive resources, income, and agricultural production. In addition, a critical component of the project is to increase social acceptance of women s empowerment in families and communities. WEA works with local leaders, peer volunteers, and others community level entities using social mobilization to support of women s empowerment. The Feed the Future Bangladesh Women's Empowerment Activity started in December 2014, and is an innovative three-year program based on market-driven, community-led interventions. The project will support Feed the Future initiative by empowering 30,000 women and 7,500 men through increased contributions to production and household wellbeing. WEA will achieve results through activities tailored to community needs. Facilitated Community Asset Appraisals (CAA) will enable communities to identify target participants and create tailored, flexible plans that draw on local assets to overcome barriers to achieving women s empowerment. The CAA will be used as a community mobilization mechanism in approximately 1,350 communities, using a phased approach that allows Feed the Future Bangladesh Women's Empowerment Activity to focus its efforts on Page 2 of 7 Revised

3 approximately 230 communities at a time to achieve results. 4 Excellent reporting and writing skills with experience in projects of a similar nature Objectives of the Assignment: Improve host and partner service delivery to create behavior change in its project beneficiaries Strengthen capacity of WEA and partners staff to deliver effective behavior change communication and train other relevant partners and staff Strengthen the capacity of WEA and partners to disseminate information and technologies focused on behavior change in gender equality and agricultural transformation for improved food security Ultimately, this assignment will contribute to USAID s Feed the Future initiative by strengthening behavior change communication and capacity development for WEA and implementing partners staff to support women s community leadership; improve time use; and increase their decision-making and control over productive resources, income, and agricultural production. In addition, it will support the project s goal to increase social acceptance of women s empowerment in families and communities. Duration and Dates of Assignment (including travel): Four weeks preferably between late January to March, Expected Beneficiaries: Estimated number of assignment participants: 25 Estimated % of women: About 30 % Average skill and education level: WEA and Implementing Partners Staff- Masters or Bachelor degree English-language capability: Staff Moderate Any prior training on similar topic: No Tasks to be performed: The main tasks of the assignment are to: Assess the current social mobilization approaches, materials, and messages in use by the project, and work with key project staff to develop/incorporate a behavior change communication strategy Conduct a 5-day Training of Trainer s on Behavior Change Communication for Gender Equality in the Agricultural Sector incorporating theory and hands-on sessions for WEA and partners staff Develop a 3-day training module for the ToT recipients use to conduct similar training. The ToT recipients will be responsible for training community change agents, such as Local Advisory Committees and Peer Leader volunteers using the module. Prior to leaving the US: It will be highly appreciated if the volunteer communicates with the F2F representative before arrival in Bangladesh to collect relevant information, to clarify the assignment and expectations of the host, and also to inform the host about any required preparatory work. Before arrival in-country, the volunteer needs to prepare a TENTATIVE WORK PLAN/ TRAINING SCHEDULE detailing day-wise topics, sessions, and times. Debrief with F2F, WEA and USAID Dhaka 5 Dhaka Dhaka 2 Prepare and submit an end of assignment report Travel back to the US Dhaka to US 2 Total 28 days 7 (Including one off day) End of Assignment Report and Other Deliverables Required: At the end of the assignment and prior to departure, the volunteer will be expected to write an End of Assignment report (format will be provided), highlighting the major accomplishments and recommendations for the host. The volunteer will also provide finalized BCC strategy and action plan, 3- day BCC training module and copies of all training materials so that the host can disseminate the information and replicate the training widely. Recommendations should include key next steps for the host to put in place after the assignment (e.g., next steps to ensure that the BCC strategy and action plan, 3-day BCC training module and all training materials used are put in place), as well as suggested milestones and indicators of progress and impacts from the assignment. 6 The host plans to adopt the BCC strategy and action plan, and replicate the training and disseminate knowledge among the five implementing partners 50 staff and anticipated 1000 beneficiaries within one year. F2F Pesticide Evaluation Report and Safer Use Action Plan (PERSUAP): Type 3 (the assignment will probably not have any pesticide issues) The volunteer shall review the F2F Environmental Brochure and be aware of F2F s legal requirements regarding the provision of assistance for the procurement or use of pesticides. The volunteer shall not recommend or provide advice on specific pesticides. Follow-up Impact Survey: A follow-up impact survey will be conducted 6-12 months after the completion of the assignment to assess the extent to which the host has implemented plans and recommendations jointly agreed upon by host and the Winrock volunteer. Local Winrock F2F staff will conduct the impact survey with the help of host staff. Working/living Conditions and Materials Needed for Assignment: A. In Dhaka City: Upon arrival and at the time of departure from Bangladesh, the volunteer will stay at a furnished hotel with reasonably good facilities including air conditioning, hot water, western toilets, telephone, fax, internet, photocopy etc. They serve breakfast, lunch and dinner. Ozone treated safe drinking water is available throughout the country. Electricity is supplied at volts. Bangladesh is home to a tropical climate with a hot, humid summers (March-June) with temps reaching the mid-90s, and a mild winter (October to February) with average temps in the 60s and 70s. The rainy (monsoon) season lasts from July to October, with the heaviest rains typically in July and August. The terrain is mostly a flat, sedimentary plain, which is subject to frequent flooding. There will be transport for traveling in Dhaka city. B. Assignment in the field: During the time of field work the volunteer will stay at a furnished hotel/guest house near assignment area. The room is air conditioned and there is access to internet and telephone. Safe water will be available on the premises. The host will arrange transport from Dhaka-Field-Dhaka along with field trips or business meetings during the assignment. The host will also arrange food during field trip. C. Personal carry-on should include insect repellent. Medical help will be generally available. A converter to use 220 volt 50 Hz electricity and adapter plug for two/three round pin system will be useful. Although reasonably good medical facilities are available locally, the volunteer expert is recommended to bring his essential medicine. Volunteer Outreach: USAID and Winrock encourage all F2F volunteers to participate in public outreach. An important objective of the program is to increase awareness of Americans good work in developing countries. Volunteers should select at least one outreach activity from the list below, to be completed within two months of return to the US: Write an entry for the Winrock Volunteers blog. Post a photo, video, or text related to the F2F assignment on a personal website, blog, Facebook page, Twitter, or other social media site. And send a link to Winrock staff. Send a press release to local newspaper(s) in the volunteer s home town. (Winrock can provide a template). Write something for an alumni or professional association newsletter, or other publication.
