3 Introduction from Chief Executive Dear Applicant, I am so pleased that you are interested in Place2Be and thank you for taking the time to consider our Chief Financial Officer role. This is a really exciting time for Place2Be, as we are at a pivotal point in our journey. We started in 1994 in a single South London school. We have grown steadily and thoughtfully over the years, building our evidence and collaborating with partners. We focus on quality, with entrepreneurial spirit and innovation driving us forward, and always putting children and young people at the heart of all we do. We have come a long way in 24 years, and we are now recognised as a leading provider of mental health support in schools nationally. What s more, there is growing recognition both politically and publicly of the importance of children s mental health. A recent independent analysis showed that for every 1 invested, Place2Be s counselling service in primary schools has the potential to deliver a societal return of 6.20 by improving long-term outcomes for each child. In the next five years, we will continue to contribute to the growing evidence base on the effectiveness of early intervention and school-based mental health support both nationally and internationally. We will significantly develop and expand our capability as a learning organisation with an emphasis on equipping counsellors and therapists, school leaders and teachers with the knowledge and skills to understand and support children and young people s mental health and wellbeing. Finally, we will continue to refine our frontline clinical practice and expertise in the everchanging school environment, leveraging digital and blended approaches, working with primary and secondary, state and independent, academy and free schools. Following our recent merger with The Art Room, we have a budget of 16m, c500 staff and 1,200 counsellors on placement annually. We have just moved to our new Centre of Excellence and Place2Be home in Farringdon. We are looking for a Chief Financial Officer to work at the heart of the Executive Team, guiding our organisation s financial decision-making, and leading on our IT, facilities and legal & compliance activities. 5 Background The need for Place2Be s services is acute and growing every day. The costs of not providing early mental health support are considerable: children suffer, costs to taxpayers rise and society loses the potential of another individual. Place2Be is a leading children s mental health charity providing in-school support and expert professional development to improve the emotional wellbeing of children and young people, families, teachers and school staff. We provide emotional and therapeutic services in over 280 partner primary and secondary schools across England, Scotland and Wales, reaching a school population in excess of 116,000 children and young people, helping them to cope with wide-ranging and often complex social issues including bullying, bereavement, domestic violence, family breakdown, neglect and trauma. Our teams provide a range of services in our partner schools to build resilience early in life through counselling, creative work and play, and by supporting a child s ability to engage in school life. Our work, focused on early intervention, is part of the comprehensive CAMHS system. Through our professional development programme, we are training c1,200 volunteer counsellors each year who build their mental health and counselling skills and experience through practice in our partner schools. We also provide a range of professional development programmes on mental health and wellbeing for school leaders, teachers and other professionals who work with children and young people, so we can help to build mentally healthy schools and communities where all children can thrive and flourish. We continue to pilot, trial and explore new ways in which we can develop our practice as well as share learning, expertise and findings from the robust evidence and evaluation we gather. We also work collaboratively with a range of charities and expert organisations to leverage best-in-class knowledge and expertise to inform, develop and improve outcomes for the children, families and schools we support. 6 Background Our Mission Our mission is to enhance the wellbeing and prospects of children and their families by providing access to therapeutic and emotional support in schools, using a proven model backed up by research and training. Vision and Strategy Our vision is a world where children have the opportunity to grow up with prospects rather than problems. Place2Be s vision is that by 2025 children in all schools will have access to high quality, effective, evidence-based mental health support. As a UK market-leader, Place2Be will promote whole school mental health and provide schoolbased mental health services reaching up to 10% of schools. We intend to achieve this by: Building understanding of mental health, skills and knowledge in schools. Building the Child Mental Health professional workforce. We will pursue four key routes to achieve the above and move from one single service provider into a multi-service business model which: Partners with schools - Demonstrate and evidence excellence, focus on loyalty and selectively expand in core areas. Raises awareness & skills - Build school knowledge to enable the delivery of whole school mental health; promote child mental health to schools, government and general public. Delivers training - Train an increased number of child mental health professionals to work in schools. 10 Role Description Job Title: Chief Financial Officer (CFO) Location: Clerkenwell, London Responsible to: Chief Executive Direct Reports: Financial Controller, IT Service Manager, IT Project Manager, IT Projects Officer, Office and Facilities Manager and Legal & Compliance Manager. There is a total team of 11 staff delivering these functions. Overall Purpose: To provide sound leadership and direction for Place2Be s financial management, including supporting the development of strategy, long-term financial forecasts, infrastructure and business modelling as part of the Executive Leadership Team. Responsibility for leading the Finance, IT and Facilities Teams, with oversight of legal & compliance activities, insurance and all major contracts, and acts as the Company Secretary. 11 Key Responsibilities Strategic Financial evaluation of opportunities presented by new ventures and potential financing, funding and commercial structures (e.g. payment by results). Operational efficiency reviews and identification of the potential for financial savings. In conjunction with the Directors responsible for services, setting service pricing and fee levels, and balancing market sensitivity with sustainability. Reporting at quarterly Finance Committee meetings, and establishing a good working relationship with the Chair of the Finance Committee. Support the ongoing development of the economic analysis of the impact of Place2Be s work and the social return on investment, the unit costs of service delivery and the efficiency of asset utilisation. Support with budgeting for fundraising and commissioning bids, and provide financial reports on progress of funded operations and projects. Support applications for funding by providing financial forecasts for future projects and final costs of previous projects. Attend meetings with funders and provide financial information as necessary. Financial The financial governance framework to guide the organisation s financial decision-making and development. Preparation of annual budgets and forecasts aligned to strategic plans, including agreement of underlying assumptions. Financial and other reporting systems, ensuring these meet the requirements of charity accounting and regulatory authorities. Financial management information including monthly management accounts for Director level budget holders and quarterly financial reports for Trustees. Cashflow management and forecasting. Banking arrangements. Oversight and management of the payroll function. Supporting the Director of Fundraising to ensure efficient systems are in place for all grants, sponsorship and donations to be paid on time and that any financial conditions attached to these monies are honoured. 12 Key Responsibilities IT Management Strategic delivery of Place2Be s IT Strategy. Participating in the Place2Be Digital Steering Group by defining the future development of the Strategy and assessing system enhancements. Data protection for the organisation. Risk, Legal and Compliance Risk management processes across all functions and liaison with the Trustee Board s Risk Committee. Oversight of the Risk Register and mitigations put in place against identified risks. Overall responsibility for Place2Be s Policy Framework, ensuring policies are put into effect and overseeing the implementation of any changes to policies. Legal and contractual matters, liaising with established external legal advisers as required. Liaison with Place2Be s designated Data Protection Officer, with lead responsibility for compliance with the requirements of relevant legislation as it affects Place2Be. Property Efficient functioning of Place2Be s facility in line with Place2Be customer focus, ethos and values. Maximising utilisation and revenue-generation from Place2Be s property. Managing budget and ensuring costeffectiveness. Overseeing building projects, renovations or refurbishments. General Monitor financial, tax and corporate governance developments across the charity sector and assess their impact on Place2Be, proposing actions as appropriate. Maintain awareness of wider developments in the sector and key government initiatives relevant to Place2Be. Contribute widely across all areas of the organisation as a member of the Executive Team. Support and nurture the Place2Be values of Perseverance, Integrity, Compassion and Creativity. Work as an Executive team member with responsibility for the delivery of Place2Be s business plan as a whole, sharing information and best practice openly and productively. The role description is an overview of the Chief Financial Officer s duties and responsibilities. The CFO role is expected to evolve as Place2Be develops and grows and the CFO is expected to operate flexibly to accommodate ad hoc projects and analysis and to take a lead on these where appropriate. 13 Person Specification Qualifications, Knowledge and Experience Essential Qualified accountant (ACA, ACCA or CIMA). Substantial experience strategically managing the finances of a medium-large organisation to provide long-term financial planning and cost analysis. Experienced senior leader, able to contribute and challenge effectively as a key member of the Executive Team. Experience of pricing and costing services, preferably in a multi-function organisation. Experience reviewing, enhancing and developing financial management systems. Experience of strategically managing and developing IT to help drive efficiencies. Experience of supporting good governance and reporting to boards and committees. Track record of delivering exceptional performance and innovation in processes. Experience in the recruitment, development, mentoring and management of staff. Up to date knowledge and experience of data protection. Desirable Skills and Abilities Strategic thinker and long term planner, with the ability to be hands on when required. Ability to generate financial models and concepts and translate them into tangible tactics as well as execute them. Strong interpersonal and communication skills; ability to communicate and influence others through both verbal and written media. Demonstrable ability to build effective partnerships. Ability to represent Place2Be at the highest level internally and externally. Results driven and able to measure and quantify own outcomes. Ability to work under own initiative with little supervision. Enthusiasm, flexibility, energy and stamina. A determined proactive approach to deliver winning solutions and strategies. An understanding and awareness of Place2Be s equal opportunities policy and a personal commitment to equality of opportunity. Ability to work non-standard hours and to travel throughout the UK.
