Primary Purpose Districtwide responsibility for plant operation and maintenance services, consistent with Board Policy and Administrative Regulations and Procedures, and in conjunction with building principals and building custodians. Qualifications Education/Certification Bachelor s degree in business, construction or related field preferred TASBO certification preferred Special Knowledge/Skills Knowledge of basic principles of construction, school plant maintenance and custodial operations Knowledge of Microsoft Office capabilities Ability to manage budget and personnel Ability to coordinate district function Ability to explain policy, procedures, and data Ability to read blueprints and schematics Strong organizational, communication, and interpersonal skills Ability to communicate effectively with all district personnel and to foster a team approach in the resolution of issues Knowledge of regulations, legislation, and requirements impacting the Auxiliary Services departments and the construction of facilities, procurement of materials, supplies, equipment, and other services Experience Ten (10) years experience, Five (5) years in management role in maintenance, operations, and facilities maintenance Experience and/or knowledge in energy management, facilities management and custodial services Experience and/or knowledge in the school building/construction industry and related services such as: custodial, energy, grounds/athletics and related maintenance and operations services Such alternatives to the above qualifications as the administration may find appropriate and acceptable

Prepare, justify and recommend annual operating budget for area of responsibility. 2. Assist in the preparation of the annual capital budget. 3. Monitor expenditures of operating budget within area of responsibility. 4. Check invoices in accordance with established policy and procedure. 5. Monitor the quality of maintenance and repair work and direct and evaluate the performance of maintenance staff through periodic inspections and direct daily supervision. 6. Ensure completion of maintenance and repair jobs in accordance with established standards. 7. Assist maintenance and operations staff on specific jobs to facilitate their training and improve quality and quantity of work. 8. Develop and maintain a work order receiving, dispatching and control system. 9. Prepare work schedules for all maintenance employees. 10. Receive work requests; rank them in response priority and assign jobs to specific employees. 11. Ensure compliance with all applicable safety regulations, building codes and safety requirements. 12. Ensure completion of all maintenance and operations repair jobs in accordance with established standards. 13. May assist maintenance staff on specific jobs to facilitate their training. 14. Control maintenance and repair job costs in accordance with budgeted requirements.

Requisition material and equipment necessary for the repair of district buildings and operations equipment, in accordance with established policy. 17. Participate in the interviewing of new employees recommending selection to the Assistant Superintendent. 18. Conduct annual performance appraisals of staff, and provide on-the-job training and orientation. 19. Where appropriate, recommend upgrading to higher job classifications or demotion to a lower classification. 20. Handle disciplinary action, and recommend termination, in accordance with personnel and district policies. 21. In accordance with established guidelines, conduct inspections of district buildings and utilities systems. Report the results of inspections to the Assistant Superintendent orally or in writing, as requested. Any building deficiencies are added to the preventive maintenance schedule. 22. Responsible for the ongoing updating and implementation of planned preventive maintenance. 23. Coordinate/respond to emergency calls during non-business hours and determine corrective measures. 24. Maintain security reports for the Assistant Superintendent. Report and investigate vandalism at district facilities in a timely manner. 25. Monitor contracts for all areas of responsibility to include security systems, refuse disposal and uniforms. 26. Maintain warranty repairs on new facilities/additions. Responsible for contacting the architect and general contractor for needed warranty repairs. 27. Responsible for the scheduling and completion of capital improvement requests. 28. Review plans and specifications on pending new construction to ensure specified mechanical systems and related equipment to meet district requirements. 29. Prepare estimates for pending projects or requests. 30. Make recommendation for replacement of systems or upgrades. 31. Act as project manager for bond projects, as required. Prepare bid specifications for bond projects, review bond bids, and make recommendations. 32. Provide input to the engineer in the design phase to ensure budgetary and mechanical systems to meet district requirements. Review plans and specifications prior to formal bid process. Review bids, check references, and make recommendations for project approval.

4 GRAND PRAIRIE ISD Executive Director, Maintenance & Operations (Page 4 of 6) 33. Responsible for the weekly inspections of ongoing projects with the engineer and submit written reports. Maintain warranty repair records after substantial completion of project. 34. Direct school resources and/or professional efforts to address the most pressing student needs including aesthetic, physical, and environmental factors. 35. Ensure that maintenance operations are supportive of the instructional goals and objectives of the district. 36. Communicate and support expectations, which are consistent with district objectives. 37. Employ an effective communication process, which includes listening to all constituents and anticipate, manage, and resolve conflict. 38. See that necessary reporting of vandalism, theft, etc. is accomplished. 39. Assume responsibility to the Chief Operations Officer for plant operation and maintenance services of the district, including new innovations and recommended changes including general cleanliness of district facilities. 40. Assume responsibility for planning and scheduling protective and preventative maintenance for all district buildings and equipment. 41. Develop (as necessary), maintain, and utilize appropriate information systems and records necessary for attainment of the district s overall improvement efforts. 42. Promote a positive image that supports the mission of the school district. 43. Assist in an advisory capacity in all divisions, departments and schools when maintenance services and plant construction are involved. 44. Assume responsibility for job assignments and training of personnel. 45. Facilitate the recruitment, assignment, and evaluation of personnel to ensure that projects achieve their purposes. 46. Make sound recommendations relative to personnel placement, transfers, retention, and dismissal. 47. Work with the building administrator in relation to training custodial personnel. 48. Assume responsibility for developing specifications, shipping, bidding, and ordering supplies, materials, and contracted services, in accordance with Board Policies and administrative Regulations and Procedures. 49. Assume responsibility for all maintenance building repair, ground care, and equipment. 50. Prepare and exercise control over plant maintenance budget.

Share responsibility for supplies, materials used and equipment, and ensure that they are applied in the prescribed manner. 52. Maintain an up-to-date inventory of all maintenance equipment in accordance with district inventory procedures. 53. Supervise the district s the Energy Manager. 54. Continue to monitor and upgrade the efficiency of HVAC equipment and controls. 55. Coordinate with principals the schedule of operations that require HVAC equipment. 56. Assure proper care and cleaning of the district s buildings. 57. Share responsibility for the repair, upkeep and inventory of all maintenance and operations equipment. 58. Serve as a liaison between principal, local law enforcement agents and security contractor. 59. Monitor monthly report provided by the police department and investigate unusual alarm security. 60. Demonstrate support for the district s student management system and expected student behavior related to operational aspects of the district (maintenance and operations). 61. Emphasize and nurture two-way communication between the school and community. 62. Participate in community activities, which foster rapport and mutual respect between the district and the community. 63. Develop, use, and evaluate, ideas and/or innovative approaches to improve job performance. 64. Seek, accept, and respond to evaluative feedback from supervisors, utilizing data for improvement. 65. Perform duties in a professional, ethical, and responsible manner as defined in the TEA Code of Ethics for educators. Other 66.
