1 CENTRAL PENNSYLVANIA WORKFORCE DEVELOPMENT BOARD RFP FOR EARN VIDEO PRODUCTION Questions and Answers Posted 11/8/2017: 1. Q: Regarding the Video Production RFP can a foreign company bid? If so do you require and specific administrative documents or forms? A: Foreign owned companies may apply given they have a local office able to complete the scope of work. If there is a need for specific documents or forms, we will work with the company with whom we enter negotiations. Posted 11/9/2017: 2. Q: Will each video tell its own unique story with unique interviews? A: If the selected proposal includes more than one video, we anticipate that each will be unique with their own stories and interviews but are also open to other ideas. 3. Q: Has EARN already determined who will be the subjects for the stories? If not, will the selected vendor be responsible for determining the most ideal subject as far as interest in their story? A: EARN is in the process of determining who might be the best subjects for the stories and CPWDC will approve recommendations that meet our vision; we are open to the idea of the selected vendor providing input in this regard as well. 4. Q: How many locations are anticipated for each video? A: EARN operates in 4 separate locations across our region but interview subjects can be transported to a main location for production purposes; it would be reasonable that just one location could be anticipated for each video. 5. Q: Are there any specific events that are already planned that will be captured for B-Roll footage? A: EARN has a schedule with daily interactive activities and services and at the recommendation of the selected provider can plan to hold a mix of one-on-one activities and group activities/work when the B-Roll footage will be captured; recommendations from a vendor regarding what might be best to capture are welcome. Posted 11/15/2017: 6. Q: Has there been a decision made as to how many interviews/testimonials there will be in each video? This will determine how many locations we will need to travel to and shoot. A: We are currently working to identify current and past EARN participants who might be great candidates to tell their stories and how EARN benefited them. We anticipate 3+ interviews in each video, but are open to expertise of the respondent regarding what might be best to reach our audience and serve our purpose. 2 7. Q: Will there be any narration or voiceover during the video or will one of the interviews/testimonial be a representative from CPWDC. A: CPWDC staff anticipates providing the voiceover but proposals with a professional are allowable; cost will be a factor in making a determination so respondents might choose to include a breakdown of cost with a voiceover professional and without. 8. Q: Please list all (include addresses) office locations that might be used for filming the EARN video. A: We are currently working to identify current and past EARN participants who might be great candidates to tell their stories and how EARN benefited them. We anticipate 3+ interviews in each video, but are open to expertise of the respondent regarding what might be best to reach our audience and serve our purpose. 10. Q: Could you please provide a list of subjects/content that you want covered in each of the three videos. For instance, what would video one cover that's different from video two and etc. A: If the selected proposal includes more than one video, we anticipate that each will be unique with their own stories and interviews but are also open to other ideas. The overall messaging will be the same in that a viewer will see others sharing their experiences with EARN and their stories- the challenges they ve overcome and how EARN helped them improve their lives and the lives of their children. We anticipate that a new referral to EARN will watch just one video. Sometimes EARN participants have multiple EARN enrollments and if we develop more than one video, we would show different ones to keep the message fresh and interesting to watch. 3 11. Q: What mediums are you interested in receiving the final product on? For instance you can receive the finished video as a digital video file on USB thumb drives, DVDs, and/or uploaded onto the internet (youtube or vimeo). If you want the video on USB thumb drives and/or DVDs then how many of each would you need to be provided? A: We are interested in receiving the final product in a format that will be easy for viewers to access. Computers that will be used may often have internet restrictions, so we would like something portable and easy to replicate. For example, if a respondent finds that a USB thumb drive might be the easiest format for us to use, we want to be able to easily copy the material onto additional thumb drives as needed. If it won t be easy to copy, we would need to know that and would negotiate with the respondent so we will have enough copies at the end of the project. At a minimum, we would need 15 copies of each video to start. Posted 11/15/2017 (second posting): 12. Q: Is it possible to provide pricing in day rates or half day rates as opposed to hourly pricing? A: Yes. Posted 11/20/2017: 13. Q: What quality of video is expected for this project? Standard Definition, HD or 4K? A: We are looking for a polished, highly professional end product. Based on our needs and our request for proposals, respondents may recommend whether Standard, HD or 4K are best. 14. Q: Will you accept an overall project price that includes everything to make this video for you instead of hourly and/or day rates? A: Yes, we will negotiate as needed with the selected vendor and more line item detail can be provided at that time. 15. Q: Once the production company has been selected and notified according to your timeline, how soon are you available to start meeting and filming and is there a period of time over the holidays that you won t be available for production work? A: We will have no availability December 25 th, December 26 th, December 29 th or January 1 st as EARN participants will not need to report to EARN those days. Shooting may begin as early as we can coordinate a schedule with our interview candidates and the selected provider, in part dependent upon recommendations for the B-Roll, etc. 16. Q: What are your daily hours of operation that will be open for production work? Would we be able to do any production work on the weekends? A: It is unlikely we will ask any EARN participants to be interviewed on the weekends. Childcare, transportation and other considerations will be necessary for our EARN participants to meet outside of normal business hours Monday- Friday 8:00 a.m. 4:00 p.m. 17. Q: As our work is primarily based around stories of real individuals, is it possible to gain insight into someone you are considering to be featured in this series? Having this insight will help us to prepare a more personal, detailed proposal and better illustrate our cinematic vision onto the page. 4 please share a brief backstory of one person s hardships and their progress and eventual successes with EARN? A: Following is one participant s story. This is not necessarily someone who will be interviewed as part of this project, but her story speaks to what EARN participants often need to overcome and how they can use the program to make positive changes for their families. Thaisa was recognized by the Pennsylvania Department of Human Services and received the Governor s Achievement Award for proactively changing her life and using all of the resources EARN offered to help her do so. Thaisa s story: Thaisa has struggled throughout her life with maintaining employment due to past traumatic issues with abuse and neglect. Due to many struggles with her family, she has moved several times throughout her life and has lacked stability. She has lost jobs in the past due to having to move around the country. Thaisa came to the realization that instead of dealing with her issues directly, she chose to always run from them. A single mother of two, Thaisa realized that her children were in need of stability and a positive role model. Amidst all of the struggles that Thaisa was facing, she started to notice that her children were dealing with some of the same issues that she experienced as a child. Upon enrollment into the EARN program Thaisa reported she and her children were living in a homeless shelter. While in EARN, Thaisa developed and worked on attaining a number of goals, including: obtaining short-term employment in the field of customer service, obtaining permanent housing, securing reliable transportation, and successfully completing CNA training. Thaisa secured childcare a bus pass for transportation with the program s assistance. Thaisa was highly motivated to utilize all of her resources to get back up on her feet and start providing for her family. When Thaisa enrolled in EARN, she expressed to her Workforce Specialist that she really wanted to obtain employment in a field where she could help other people. Her dedication to succeed was driven by her motivation to provide a better life for her two children; she was determined to give them a better life. Thaisa expressed interest in attending CNA training. She utilized EARN program job development, workshops, and case management to obtain temporary employment until she could attend CNA classes. Through the EARN program, she secured a position at American Customer Care from February 2014 through March 2014 as a Customer Service Representative. Through job development provided by the EARN program, she was able to gain a position more directly related to her career goal at Confer Home Health as a Health Care Aide from March 2014 through April She ended this job when she had completed her CNA training. Thaisa used these jobs to increase her income and gain valuable work experience while waiting to attend training. After successfully completing the CNA training in April of 2014, Thaisa was hired by Manor Care as a Nurse Aid at an hourly rate of $9.80. Thaisa then received her CNA certificate in June of With assistance from the EARN program and financial support from the CAO, Thaisa was able to purchase a vehicle for transportation to work and was also able to obtain affordable housing. Throughout Thaisa s participation in the EARN program, she has always maintained a positive attitude. She was committed to working and building her skills while waiting to start her training. While enrolled in the EARN program, Thaisa actively participated in workshops such as resume development, cover letter development, interview with confidence, and job connections to collectively prepare her for employment. Thaisa realized that the skills she gained in her customer service and health care aide positions would increase her employability once she had completed her CNA training. She made her children a priority and used them as inspiration to meet her goals. Thaisa maintained contact with her EARN Workforce Specialist weekly and was compliant with every aspect of the program requirements. When Thaisa started to make progress with her employment goals, she started to motivate other client s in the EARN program by encouraging them to not give up on their goals. 5 continue to seek career growth. With support from her Workforce Specialist and dedication, Thaisa was committed to continue to look for opportunities to further her career because she knew that she could not let her children down. She is employed, has had several increases in pay, and continues to improve her life and the lives of her children. She has given back by returning to EARN to speak to current participants about her experiences and her journey to success. 18. Q: Who will be choosing the stories or selected individuals, CPWDC or the production company? A: Please refer to question #3 above. 19. Q: Similarly, who will be contacting the individuals and scheduling shoots? A: CPWDC staff and subcontracted EARN staff will contact the individuals to coordinate the shoots. 20. Q: Will a representative from CPWDC be present on each shoot? A: Yes. 21. Q: Does CPWDC have any messages or general themes they desire to be included in each video? Any logos or web addresses? A: Yes, we want the final product to really show how each individual persevered and used the EARN program resources and staff to help them realize their potential and achieve it. We want to show hope, the hard work involved, the support of the EARN staff, the way the lives of their children have been changed. We will likely want to incorporate the logo of CPWDC and may incorporate the PA Department of Human Services and Pa CareerLink logo also. 22. Q: So we can prepare a travel budget what are the possible locations (towns/cities) we will be traveling to for the shoots? A: Please refer to question #8 above. 23. Q: Where will these final videos be distributed? Please include all possible applications - CPWDC website, social media, YouTube, broadcast TV, internal (meetings), external events? A: The videos will be distributed to state agencies in nine counties where they will be shown to new referrals to EARN, but may be distributed to state agencies across the Commonwealth. We anticipate the videos will also be on CPWDC s website and be in a format that we could easily showcase at internal and external events. We don t anticipate the videos being shown on broadcast TV. 24. Q: Please provide your desired budget range. A: As this is the first time CPWDC is requesting proposals for this type of professional service, a predetermined budget has not been established.
