2 RECRUITMENT There are two ways firms can recruit, internally and externally. In this case, Amoco Finland is a new organization and there is no existing personnel in Finland yet. This leads to the point where we need to recruit most of our personnel outside the company. But in any case we considered that at least in the beginning some internal transferds from the U.S. could be useful in the top management. Internal recruitment In searching internally for potential managers for Finland, Amoco U.S. should use the qualitative approach to forecasting and reconcile the interest, abilities and aspirations of individual employees. Going through this data should give them some indication of who is the right person to be sent to Finland. We feel that Amoco should send a CEO at least for the first few years to Finland. He or she would be participating in selecting the personnel and maintaining the appropriate organization culture, which is vital for Amoco. External recruitment Reasons for external recruitment: Fast growth, expansion, repositioning, internationalization. Need for resources is growing and changing rapidly. The development in the field requires new knowledge that can be acquired only outside the organization. The outside resource can complete organization's present know-how. By external recruitment they can improve the awareness and image of the company within Finland. Since Amoco Finland does not have any personnel already in Finland, they will recruit almost all of their employees through consulting firms, etc. That is why we will concentrate on these collateral recruitment methods. The most effective external ways to acquire personnel: newspaper advertisements 38% (done by the company itself or a consulting firm) unofficial channels 27% ( ads, word of mouth, fairs) public employment agencies 22% connections to schools 13% Collateral methods Companies can use executive search firms, which help employers to find the right person for a job. They seek out candidates with qualifications that match the requirements of the position their client firm is seeking to fill. In Finland these consulting firms have expanded their operations outside the country especially around Europe. This way Amoco can reach knowledgeable employees that might not be actively looking for a new job. Also the fact that recruitment is a long-term investment, Amoco cannot afford to employ wrong kind of people.

3 Advantages: selective, focused effective and flexible; minimizes the use of your own resources cost effective minimizes the risk of mismatching Disadvantages: risk of choosing the wrong kind of consult all potential possibilities might not be considered Another way to recruit people is through public employment agency. Here people without work meet those employers who are in need of workers. This source of talent would work for Amoco's franchisees, not for Amoco itself. Advantages: national network fast, economic and versatile reduces your own work load Disadvantages: poor image and bureaucratic non-specialized Private employment agencies are usually specialized in a specific occupational area or professional field. By charging a fee from their customers they can tailor their services. By doing this they can better serve their clients and satisfy their needs. This is also one possibility for Amoco to use. The use of Professional organization has increased in the past few years. The organizations offer placement services to their members as one of their benefits. The point is to operate as a connector between the employer and employee. Through these organizations Amoco is able to reach workers from the same field and recruit those that have been laid off. For example, Neste has recently been laying employees off and Amoco could use this opportunity to get professional, experienced employees. Advantages: inexpensive fast and flexible focused in terms of the business Disadvantages: allowed to operate only under a license Educational Institutions are the source of young applicants with formal training but little work experience. Colleges and universities are sources of applicants for managerial positions, although it depends on their major field of study. Amoco could use this source through young trainees who are willing to adapt to an international, fast moving, team emphasized organization culture. These Institutions are usually present in the recruitment fairs where connections are made.

Advantages: easy to create contacts high motivation among the participants possibility to sign a contract immediately Disadvantages: requires lots of preparations beforehand which might be time-consuming risk of being not enough prepared Direct methods Employee Referrals or recommendations made by current employees are also useful ways of finding new sources of talent. Employee-referred applicants are usually competent. The firms motivate the employees to locate new potential staff through paying commissions. People working in the same field communicate with each other and the word of mouth spreads quickly. Advantages: applicants are highly motivated and interested applicants can be recruited quickly minimum cost Disadvantages broad category of applicants

5 CONCLUSION The most appropriate way for Amoco to recruit its personnel is to contact an executive search firm or a private employment agency since almost all the vacancies are in the management level. Amoco is most likely to employ the right people through these channels. Amoco has to create an effective and broad network in order to find the right consulting firm. It is important that the consulting firm is aware of the basic operational principles, organizational culture and the company goals. Recruitment methods are becoming more challenging. In the future recruitment through professional organizations seems to increase and connections through Internet will become more beneficial in the rapidly changing business environment. The overall emphasis should be on creating effective and informal networks. There will also be recruitment based on different projects issued by the company. This will benefit both the company and the employees; recruiting will happen quickly and smoothly. Global connections are becoming more important and will be used effectively Global recruiting chains will develop and serve as a convenient way to recruit potential employees despite of the location.

24 APPENDIX: RESPONSES TO SUGGESTIONS IN AMOCO TELECONFERENCE In the original job advertisements we did not include information about compensation within Amoco Finland. Amoco Chicago team suggested that at least some information could be relevant from the point of view of the applicant. In Finland it is not so common to reveal specific information about compensation in such an early stage of recruitment. This might be because employers want to be able to negotiate the means of compensation with each applicant individually. In the ads it is common to request applicants salary expectations. By not revealing the salary in the ads employers try to minimize the number of applicants who lack the genuine interest towards the position itself, and who are mainly interested in the compensation the firm can offer. In Finland salaries tend to be a fairly sensitive issue not discussed openly. However, to attract highly skilled professionals who are not actively seeking for new job opportunities it could be useful to include some compensation information in the ads. And assuming that Amoco Finland plans to offer an attractive compensation system it would give them a competitive advantage in the labor market. As a conclusion we would recommend that Amoco Finland should include some of information about compensation without going too much into details. This way both Amoco policies and Finnish customs would meet each other.
