1 career oppor tnity CHIEF OPERATING OFFICER Information Technology & Administrative Services (COO) SANTA CLARA VALLEY WATER DISTRICT Annal Salary: $233,480 $289,494 DOE/DOQ THE SANTA CLARA VALLEY WATER DISTRICT IS HIRING A CHIEF OPERATING OFFICER, of Information Technology and Administrative Services (COO), which incldes information technology services, general services (procrement, facilities, warehose services, fleets, contracts, docment imaging, and cstomer and bsiness spport), secrity and emergency services and environmental health and safety. We seek a dynamic leader who has demonstrated history of experience in pblic sector, water, or related indstry and is an excellent leader, administrator, bsiness savvy, IT generalist, strategist and relationship bilder. The ideal candidate will work effectively with internal and external cstomers and stakeholders, and is a collaborative, inclsive and transparent bsiness partner. THE ORGANIZATION: Santa Clara Valley Water District WITH HEADQUARTERS IN SAN JOSE, the District provides water spply, enhances streams and watersheds throgh creek restoration and habitat protection, and provides flood protection for homes, schools, bsiness and roadways. In addition, the District partners with other agencies to provide trails and open space for the commnity. The District serves nearly two million people in Santa Clara Conty, which stretches 1,300 sqare miles and encompasses 15 cities and nincorporated areas. The District manages 10 dams and srface water reservoirs, three water treatment plants, an advanced recycled water prification center, state-of-the-art water qality laboratory, nearly 400 acres of grondwater recharge ponds, and more than 275 miles of streams. The District is a pblic agency with a crrent operating and capital bdget of $523 million, a staff of over 850 employees, and is governed by the Board of Directors which incldes seven members, each elected by their district. THE POSITION THE CHIEF OPERATING OFFICER OF INFORMATION TECHNOLOGY AND ADMINISTRATIVE SERVICES (COO) is an at-will position that reports directly to the Chief Exective Officer (CEO). The COO is responsible and accontable for the planning, management, performance and improvement of the District s major administrative divisions and fnctions. This position directs and evalate the performance of organizational divisions and personnel, and oversees divisional and districtwide projects and activities. The COO serves as a key member of the exective leadership team and represents the CEO and the District in interactions with employees, the pblic and other agencies and organizations. This position will oversee a FY 2018/19 bdget of $55 million, approximately 115 staff, and for bsiness areas: INFORMATION TECHNOLOGY: infrastrctre, applications, network and data center. GENERAL SERVICES: procrement, facilities, warehose services, fleets, contracts, docment imaging, and cstomer and bsiness spport. SECURITY & EMERGENCY SERVICES: emergency management services, and pblic and employee health and safety ENVIRONMENTAL HEALTH & SAFETY: reglatory compliance applicable to environmental, occpational health, and safety reglations

CURRENT AND FUTURE INFORMATION TECHNOLOGY AND ADMINISTRATIVE SERVICES OPPORTUNITIES/ CHALLENGES: ENTERPRISE RESOURCE PLANNING (ERP) SYSTEM REPLACEMENT: This new Enterprise Resorce Planning (ERP) system implementation project responds to bsiness needs by selecting and implementing a new clodbased, integrated, proven and state-of-the-art ERP system, to replace the crrent ot-of-date ERP (PeopleSoft) application. The new ERP system is to provide p-to-date fnctionalities for Finance, HR, and General Services bsiness areas, and to reengineer bsiness processes to ensre that the District takes fll advantage of the software s inherent capabilities. EMPLOYEE WORKSPACE STUDY PROJECT: The goal of the stdy is to proactively anticipate workspace needs and explore more relevant and efficient ways of working to achieve the District s mission. The District is gathering a variety of data regarding the District s available space, workspace policies, how we work and has received inpt from the District s three bargaining nits. The projects overall goal is to ensre prodctivity and efficiency and maximize workspaces.

4 THE IDEAL CANDIDATE THE IDEAL CANDIDATE HAS A TRACK RECORD of demonstrated leadership, proven accomplishments, and performance in a pblic agency, pblic tility, or mnicipal organization, with an emphasis on the management of a variety of administrative fnctions inclding bdget, risk management, information technology, contracts and procrement, docment imaging and reprographics, safety and emergency management, and facilities. The COO will BE BUSINESS SAVVY / A LEADER / AN ADMINISTRATOR Provide inspirational leadership, direction, and coaching. Create a performance-based organizational cltre and performance measres. Provide fiscal oversight and accontability of a $55 million total bdget, and oversee bdget development, revene forecasting, grants and loans. Be a strategic thinker, creative problem solver, and accontable decision maker. Be politically savvy and able to address complex isses in pblic settings. Plan and manage short- and long-term growth. Serve as Acting CEO in the absence of the CEO. Provide strategic, operational and tactical leadership to exective management, elected officials and board committees. Actively play an integral role in leadership teams, having the credibility and bsiness knowledge to contribte to the overall bsiness decisions. Be adept at contract negotiations, development and performance oversight. Be self-directed, motivated, resilient, and flexible. Possess energy and enthsiasm for alternative approaches to project exection and District initiatives and collaboration with other bsiness areas. Have a can do attitde, and be a team player. Develop and create partnerships, bild consenss, and bring harmony and cohesion. Engage in emergency and disaster preparedness District-wide and provide gidance on mlti-year program planning. Serve as the District s key spokesperson on isses regarding financial management, information technology, secrity, health and safety, procrement, and facilities. Operate within a strong ethical framework and strive to phold the pblic trst while improving accontability, cstomer service, and efficiency. Oversee the effectiveness of tility billing and services, and management of enterprise fnds. Be a bsiness and indstry powerhose, taking a leadership role in economic development. BE AN INFORMATION TECHNOLOGY LEADER Align the bsiness needs of the District with the technology available in order to streamline processes and systems to effectively and efficiently deliver services. Have experience and/or general knowledge with a wide variety of compter infrastrctre, networking, storage, backps, telephony, reporting and mainstream software applications. Improve procrement processes to enable bsiness to fnction more effectively. Oversee the District s IT infrastrctre, applications, data center and network. Utilizes technology to expand service delivery options. Develops new, non-traditional ways to disseminate information to the pblic.

5 EMPLOYMENT STANDARDS Have a Bachelor s degree from an accredited for-year college with major corse work in bsiness administration, pblic administration, pblic policy, or a closely related field is reqired. A Master s degree is desirable. Minimm experience reqirements inclde significant years of recent and increasingly responsible administrative or managerial experience in pblic sector, water, or related indstry. By time of hire, obtain a valid California Driver s license and maintain a satisfactory driving record. Pass a satisfactory backgrond and reference check process.

6 SALARY & BENEFITS Annal Salary $233,480 $289,494 DOE/DOQ, and an attractive benefits package that incldes: RETIREMENT/ PENSION: 2% at age 60 or 2% at age 62 based on provisions of the California Pblic Employees Pension Reform Act of 2013 (PEPRA). HEALTH INSURANCE: Medical, Dental, Vision Care and EAP benefits are provided by the District. Employees pay 15% towards the District s monthly premim cost for medical coverage. Dental, Vision Care and EAP coverage is provided by the District with no monthly premim cost to the employee; Medical, Dental, Vision Care and EAP benefits are provided to all reglar employees and their eligible dependents. OTHER INSURANCE: Grop Life and Disability Insrance. DEFERRED COMP: Available to employees as an option with p to $8,000 in annal District matching contribtions. FLEXIBLE SPENDING ACCOUNT: Health Care and Dependent Care Spending. VACATION: Newly hired employees receive 224 hors (28 days/year) of prorated vacation. LEAVES: 3 days of bereavement leave; 24 hors of exective leave and 32 hors of prorated personal leave; p to 96 hors per year sick leave. HOLIDAYS: 12 designated days per calendar year.
