Purpose of the Position Role of Department The Environment & Policy department s main role is to promote sustainable management of physical and natural resources in the district by promoting a range of physical, policy and regulating activities to promote a vibrant, safe, healthy and attractive environment. Its functions are to: Determine and implement policies pertaining to the sustainable management of the district s physical and natural resources; Monitor and evaluate policies and legislation set by Council and central Government for compliance. Provide civil defence and emergency management in the event of district emergencies. Key activity areas are policy development, development control, building control, environmental health, animal/stock control, parking, water and soil conservation, biosecurity, civil defence and rural fires. Role of Biosecurity Section Plant and animal pest management. Role of PLANT BIOSECURITY OFFICER (fixed term one year) Assist the Team Leader: Biosecurity to implement policies and Regional Pest Management Strategies that manage plant pests.

3 Primary Functions 1. Team Work Be an effective plant and animal pest team member. 2. Resourcing Ensure resources are maintained and used safely. 3. Education Assist with educational initiatives. 4. Advocacy Establish informative and responsive relationships with land holders and land managers. 5. Regulations Implement regulatory controls. 6. Compliance and Monitoring Monitor plant pest levels, effects and regulatory compliance. 7. Works Programmes Carry out isolated plant pest control. 8. Reports and Plans Contribute to policy development and reports. Competencies Academic / Professional Essential: Certification in recognised plant pest examinations or equivalent learning through experience. Certification in the use of hazardous substances necessary for plant pest management. Skills / Knowledge Essential: Full Drivers Licence (light vehicle and motor cycle). Four wheel drive (4WD) and off-road motor cycle proficiency. Experience dealing with rural people. Desirable: Interest in botany. Computer literacy. Skills in conflict resolution. Work Experience Minimum of two years experience in plant pest management. Personal Attributes Good ability to relate to rural land holders. Self motivated and able to work alone. Good communicator. Good administration and organisational skills.

Additional Responsibilities The job holder is expected to contribute to maintaining a safe working environment, reporting incidents and accidents as they occur and assisting with hazard identification. Furthermore, the job holder must participate in civil defence emergency management training initiatives upon request and assist with any civil defence emergencies as required. Work will be on sites where exposure to hazards will be unavoidable. Safety procedures must be adhered to, protection being on the hierarchy safety principle of eliminate isolate minimise. Hours of Work Normal office hours, plus attendance at training opportunities as arranged with the Team Leader: Biosecurity together with such other times as may be reasonably necessary to fulfil the responsibilities of the position. 5 Job Expectation PLANT BIOSECURITY OFFICER Primary Functions and Related Deliverables Team Work Resourcing Education Advocacy Regulations Be an effective team member. Assist Animal Biosecurity Officers in compliance and monitoring activities. Ensure plant and equipment is maintained and operated in an efficient and safe manner. Ensure safe handling and storage of chemicals. Assist with preparation and implementation of educational initiatives. Establish informative relationships with land owners and land managers within allocated field areas. Respond to requests for service. Disperse biological control agents. Implement plant pest regulatory controls according to Statutes and Pest Management Strategies. Issue Notices of Direction. Carry out duties of an Authorised person under the Nation Pest Plant Accord including monitoring and inspections under the Biosecurity Act Compliance and Monitoring Monitor compliance with Statutes, Pest Management Strategies and Notices of Direction. Monitor plant pests levels and effects. Record inspections and plant pest management information in a retrievable format. Works Programmes Carry out small scale isolated plant pest control, where efficiency dictates. Reports and Plans Contribute plant pest information to policy development. Contribute to reports on plant pest management issues and progress.
