5 2012 the ILO Department of Statistics in cooperation with CIS- STAT developed a strategy for improving labour statistics in the CIS region 2013 the 19 th International Conference of Labour Statisticians took place 2014 CIS-STAT signed with the World Bank Grant agreement on the implementation of the Project Development of labour statistics in the CIS region. The Grant proceeds originated from the contribution of funds by the Russian Federation for implementing the programme on strengthening statistical capacity of Eastern European and Central Asian countries. Budget of the project: USD 490 thousand +USD 70 thousand (additional) 5

6 Project Development of labour statistics in the CIS region Project goals: To support CIS countries in developing national systems for labour statistics in accordance with the international standards, definitions, and classifications; To improve international data exchange. Project activities: 1. Development of methodological materials. 2. Testing methodological materials. 3. Conducting conferences of NSO specialists. 4. Translation of materials. 6

7 1. Development of methodological materials (1) Topics initially proposed by NSOs: 1. Recommendations for putting into statistical practices a methodology for measuring work, employment and labour underutilization taking into account the Resolution of the 19 th ICLS 2. Recommendations for improving wage and labour costs statistics taking into account international practices 3.Recommendations of statistical estimating of hours worked taking into account international practices 4. Summary of the international experience in measuring labor migration using sample population surveys 5. Methodological recommendations for estimating employment in the informal economy (in the informal sector and informal employment) - under preparation at present 7

Development of methodological materials (2) Additional topics: 6.Development of innovative approaches to conducting social and economic sample surveys and population censuses: experience and challenges (with RF as an example). A Report. 7. Recommendations for using indicators of decent work in the statistical practices of CIS countries. 8. Development of tools for conducting modular surveys within the labour force survey taking into account the recommendations of the 19 th ICLS. 9.Recommendations for the CIS NSOs to follow for the conduct and processing of data of a sample pilot survey for testing additional questions and modules for measuring specific work types and labor underutilization in accordance with the resolutions of the 19 th ICLS 8

Testing methodological materials A pilot survey was conducted jointly with the NSO of Belarus with the purpose of testing the developed survey tools for the following modules: Module I - Work of volunteers; Module II - Work on producing goods for own use; Module III - Work on producing services for own use. This modular survey was conducted in Belarus simultaneously with the Labour Force Survey (LFS) for Q Survey outcome: «The survey tools are a set of suitable, detailed, and comprehensive recommendations Tools are of practical importance as they contain proposals on the wording of special questions for the Modules, and instructions for the blocks of questions» 9

Conducting conferences of NSO specialists (1) A conference Development of labour statistics in the CIS regions: challenges and prospects of data exchange» (Minsk, December 2014): Resolutions of the 19 th International Conference of Labour Statisticians and their implementation in CIS countries. Statistical measurement of labour market under the country integration processes. Challenges and prospects of interstate statistical interaction and dissemination data on labour markets and living standards in CIS countries. 10

Conducting conferences of NSO specialists (2) A conference Measuring main variables of the labour market and labour migration during population censuses and labour force surveys (Bishkek, August, 2015): Challenges and prospects of measuring labour migration in CIS countries. Preparation for 2020 population and housing censuses. Measuring labour market in CIS countries taking into account the Resolution of the 19 th ICLS. 11

Conducting conferences of NSO specialists (4) A conference Results of the Project Implementation «Development of labour statistics in the CIS Region and Way Forward " (in partnership with the ILO DEPARTMENT OF STATISTICS, October 18-19, 2017, Geneva) Labour statistics within national statistical systems: their role and development in the light of the resolution adopted at the 19th ICLS. Developments of labour statistics: achievements in the field of implementation of the resolutions of the 19th ICLS. Measurement of labour migration: challenges and perspectives in the CIS region. Revision of the International Classification of Status in Employment: finding, needs and expected major. Sustainable Development Goals - important impulse in statistical development. Reporting labour statistics to the ILO. Further work and preparation for the 20 th ICLS. Summingup and closing of the meeting. 13

16 Conclusions (1) The implementation of the project provided the opportunities: To develop a set of methodological materials for use by NSOs in such areas as measuring work, employment, and labour underutilization taking into account the Resolution of the 19 th ICLS; labour costs; hours worked, employment in the informal economy, and measuring labour migration through population censuses and sample surveys; To develop tools for conducting modular surveys within labour force (labour market) survey, taking into account the recommendations of the 19 th ICLS, and to test them successfully during a labour force survey in the Republic of Belarus; To organize and conduct several conferences of NSO specialists concerning the most important issues of labour statistics in the CIS region. 16

17 Conclusions (2) Activities under the the Project supported the interstate information exchange, as regards : refining the CIS-STAT questionnaires on labour statistics for NSOs and publishing data by CIS countries. Special attention was paid to compiling statistics on SDGs and decent work indicators; Coordinating a common list of variables for the forthcoming population censuses to be included into the national census programs with the purpose of collecting comparable data on migration processes and labour markets in the CIS; developing common methodology and table layouts for publishing population census data. Thanks to the Project, a lot of work has been done to support the strengthening of statistical capacity of the national statistical offices of CIS countries, as well as improving interstate data exchange and providing opportunities for face-to-face communication for NSO specialists. 17

18 Further activities The Project is being completed but is not ending yet: By the end of 2017, the work Methodological recommendations for statistical measurement of employment in the informal economy (in the informal sector and informal employment) is to be completed. In 2018 (October 18-19) the 20 th International Conference of the Labour Statisticians will be held. Taking into account the positive results of the Project implementation, the significant progress of CIS countries in practical implementation of the decisions of the 19th ICLS, the World Bank has allocated additional funds and the CIS Statistics Committee has the opportunity to partially finance the participation of one NSO representative in the 20th ICLS 18
