1 AFRICAN DEVELOPMENT BANK GROUP NIGERIA COUNTRY DEPARTMENT REQUEST FOR EXPRESSIONS OF INDIVIDUAL CONSULTANT COUNTRY OPERATIONS SUPPORT CONSULTANT Brief description of the Assignment: The Nigeria Country Department (RDNG) of the African Development Bank is recruiting an Individual Consultant to provide operational support to the implementation of the work program of the Country. Specifically the Consultant will work with the Country Operations Manager, Country Program Officer, Economists and Task Managers supporting lending and portfolio management and contributing to strengthening engagements with the Government, Development Partners, Private Sector and Civil Society.. Detailed Terms of Reference 1. Background The Nigeria Country Department (RDNG) of the African Development Bank (AfDB) is responsible for coordinating the development operations of the Bank and promotes policy dialogue and advocacy between the Bank, the Government and other stakeholders country. Nigeria has one of the largest active portfolio, of 49 projects representing a total commitment of about USD 4.1 billion. The portfolio is largely dominated by the financial sector (53 percent) supported through equity investments (e.g. in Development Bank of Nigeria), lines of credit, and trade finance packages. Other significant sectors include Water Supply and Sanitation (14 percent), Industrial sector (12 percent), Agriculture (5 percent), Social (9

2 percent), and Power and Energy (5 percent). The portfolio is expected to further grow significantly. Further, RDNG s engagement with Governments, private sector and Development Partners (DPs) has deepened over the last few years. It is against this background that the Country Department is seeking to recruit an Individual Consultant to provide operational support to the Operations Team including Task Managers, and Country Economist in managing the growing work program. 2. Objectives and Tasks of the Assignment Under the immediate supervision of the Country Operations Manager, the Consultant shall be required to perform the following tasks: Support the management of the country s portfolio through operational research and other research related activities. Key activities include prepare briefing material on country program/sector and project issues and follow up on portfolio; prepare reports and analyses as inputs to the preparation of the Country Portfolio Performance Review (CPPR); draft reports presenting key findings and lessons learned on programs implementation; provide inputs to project and country briefs. Assist Task Managers in project preparations and implementation, including participation in the design and development of specific projects, preparation of periodic reports, and implementation support. Assist in the coordination with development partners and preparation of high-level meetings and discussions with Government counterparts and produce summary reports. Assist in the preparation of Country Strategy Paper (CSP) or related papers, including the preparing briefs and analyses of economic developments and policy issues in Nigeria that will inform the socio-economic analysis for the CSP and other related papers. Contribute to the preparation of the African Economic Outlook (AEO), Country Policy and Institutional Assessment (CPIA) and assist in coordinating the launching of the associated reports. Carry out substantive research and analytical tasks on a wide range of operational, country and sector issues, reviews and interprets information/data, identifies issues and recommends actions/solutions. Participate in dialogue mission activities related to RDNG s work program. Support the Department in day today management of the activities of the Development Partners Group (DPG) including networking discussions and communication with various development partners and related agencies as maybe requested. Undertake any other tasks as assigned by the Country Operations Manager, Lead Economist or other Task Managers. 3. Management The Consultant shall report directly to the Country Operations Manager (Nigeria). He/she will also work closely with the Lead Economist, Portfolio Analyst and other Task managers, as required. 4. Duration of the assignment The Duration of this assignment shall be six (6) months, renewable as needed, depending

3 on performance and budget availability. 5. Selection Criteria a. Education At least a Masters degree in Economics, Finance, Development Economics, Public Policy, or related field. b. Relevant Experience and Skills: A minimum of five (5) years of relevant professional experience, preferably in an analytical and operations background. Experience working with Multilateral Development institutions in a similar capacity is highly desirable Proven experience in high-level activity planning and implementation Ability to work autonomously and in teams, and in a multi-cultural work environment. Excellent written and verbal communication skills in English. Capacity to work simultaneously on a variety of issues and tasks, independently adjusting to priorities and achieving results with agreed objectives and deadlines. Strong analytical skills and ability to deliver outputs in a timely manner. c. Be a national of a member country of the Bank. 6. Remuneration The Consultant shall be paid a total monthly lump sum commensurate with the number of years of experience as per the Bank s remuneration rules and guidelines.
