1 1. Background The Strengthening Second Chance Education Programme (SSCEP) is a three-year cooperative agreement between CXC and USAID targeting at-risk youth in ten Caribbean countries. The goal of this project is to build a sustainable infrastructure that will allow atrisk groups of all interests and abilities to access Second chance education opportunities tailored to them. The programme is being implemented in Antigua & Barbuda, Barbados, Dominica, Grenada, Guyana, St. Kitts & Nevis, St. Lucia, St. Vincent & The Grenadines, Suriname and Trinidad & Tobago. The programme will be offered at participating learning institutions (Second Chance Institutions) and will provide a tangible element in the form of the CXC s Caribbean Vocational Qualification (CVQ ) Levels 1 and, and the Caribbean Certificate of Secondary Level Competence (CCSLC ) to those who successfully complete their programmes. At-risk youth are persons who have experienced poor life outcomes in general. These include but are not limited to school failure; teen-age parenthood; economic dependency, drug use or incarceration because of poverty and/or crime; low levels of English proficiency; poor school performance; male marginalization; physical disabilities; unemployment and underemployment. Statistics show that an increasing number of these at-risk youth, aged between 16 and 30 years old, have not benefitted from their initial efforts in the formal education system and are gravitating to deviant behaviour including crime and violence, causing them to be categorized as threats to societies. As a result, this grouping is unable to contribute to the development of their communities and the Caribbean society as a whole. To assist with the delivery of the Second Chance Programme, several education providers from both the formal and non-formal education sectors have been identified. These providers are termed Second Chance Institutions or SCIs and fit the profile of a registered education institution offering varied programmes leading to CXC certification to at-risk-youth. SCIs include but are not limited to Government institutions, private schools, churches, community centres, prisons and civil society institutions. CXC, an internationally recognized examination body, already offers a suite of products that can be tailored to suit any existing Second chance programmes as well as the ability to assess and certify programmes created specifically for at-risk groups. Scope of Work (A) Role: Reporting to: Lead Quality Officer Senior Assistant Registrar, Quality Assurance Unit (QAU) The following is the deliverable for the project: Conduct of gap analysis at selected Second Chance Institutions (SCIs) in TNT and GUY Preparation and submission of Gap Analysis Reports on quality management systems in force in the institutions Development and delivery of needs analyses Design of quality and programme management systems for SCIs Design and development of training materials Delivery of training in Quality Management Systems (QMS) in STK, ANT, TNT and GUY Conduct follow up QMS workshops and training for selected SCIs Preparation of reports (evaluation and other) Design and analysis of online surveys (electronically/manually administered) Preparation and submission of Online Survey Report to CXC Research and design of quality and administrative systems Analysis of qualitative and quantitative data (educational and administrative) Facilitation/management of focus group interactions Other Quality Assurance tasks as determined and agreed with the Senior Assistant Registrar, Quality Assurance Supervise the work done by the Quality Officer and lend support where required Validate reports and invoices submitted by the Quality Officer. Design and development of training materials. Delivery of training in Quality Management Systems (QMS) in STK, ANT, TNT and GUY. Conduct follow up workshops and training for selected SCIs. Preparation of reports (evaluation and other). Design and analysis of online surveys (electronically/manually administered). Preparation and submission of Online Survey Report to CXC. Research and design of quality and administrative systems. Analysis of qualitative and quantitative data. Facilitation/management of focus group interactions. Other Quality Assurance tasks as determined and agreed with the Senior Assistant Registrar, Quality Assurance. Report to the Lead Quality Officer and lend support where required Related duties that may arise over the course of the project.
