5 The Road Efficiency Group (REG) is born Road Maintenance Task Force established (RMTF) RMTF report and recommendations Road Efficiency Group established to implement RMTF recommendations National Customer Levels of Service established for roading networks (CLoS). The CLoS are: Safety, Resilience, Amenity, Accessibility and Travel time reliability (Customer outcome performance measures and technical output performance measures)

8 ONRC - a framework for change 8 One Network Road Classification The One Network Road Classification (ONRC) is a classification system, which divides New Zealand s roads into six categories based on how busy they are, whether they connect to important destinations, or are the only route available: National, Arterial, Regional, Primary collector, Secondary collector, Access; Access (Low Volume) also added

11 Workshops and Support 11 Procurement Smart Buyer Self Assessment Case Studies Promote procurement and delivery models that will enhance the sector s ability to obtain value for money Gather, moderate and publish examples of good practice procurement Avoid duplication

12 Workshops and Support 12 Capability and Enabling Workshops and practical support to help Road Controlling Authorities (RCAs) develop their business cases and tell an effective investment story Activity Management Plans (AMPs) use the business case approach: customer focused and evidence based. Peer support is available between workshops from REGional Champions

14 Leadership Government picks it up 14 Government Policy Statement Value for money: the introduction of the One Network Road Classification system and the collaborative efforts of the Road Efficiency Group delivered better coordination and efficiency gains for maintenance activities. One Network Road Classification data shows this is being achieved through greater discipline of maintenance expenditure. New evaluation and business case disciplines, and new ways of dealing with uncertainty, will support better decision making.

15 Leadership Government picks it up 15 Government Policy Statement Improved network resilience at the most critical points It is important for economic growth and productivity that the network is resilient at the most critical points. The most critical points on our network have been determined by considering the routes importance (for roads this is linked to it s role as per the One Road Network Classification system) and the availability of appropriate alternative routes.

16 Leadership Government picks it up 16 Government Policy Statement Improved returns from road maintenance Nationally there has been good progress on improving value for money from road maintenance. The One Network Road Classification has set agreed customer levels of service for each type of road along with relevant performance standards

17 Leadership Government picks it up 17 Government Policy Statement The collaborative approach taken through the Road Efficiency Group has improved maintenance procurements and operation practices. The GPS will support this result through: - ongoing investment in network maintenance to ensure it provides the appropriate customer levels of service; - fully embedding the One Network Road Classification, Customer Levels of Service Standards, and performance measures.
