1 ROLE DESCRIPTION Role Title: Department: Reports to (title): Social Worker / Counsellor Employment Services Area Manager Organisational Environment MADEC is a community based non-profit company dedicated to servicing the Sunraysia, Mid Murray, Murray Darling, Riverland, Murraylands, Kadina/Clare and Adelaide South regions. As an innovative and responsive community business MADEC will meet the needs and aspirations of individuals and communities through premium provision of community education, training, employment and enterprise services. MADEC operates as a multi-site service provider within Job Services Australia, managing an Education, Employment Services Contract which delivers employment/educational outcomes for defined job seeker groups in accordance with guidelines set down by the Department of Employment (DOE). Primary Purpose of Role The main focus of the position is to provide vocational and/or professional counselling to job seekers to assist overcoming significant barriers to finding employment. 2 Key Responsibilities/ Accountabilities: Conduct Job Seeker Assessments including specialist assessments such as psychological assessments Conduct initial interviews and assessments, develop/amend Intervention Plans Be involved in on-going case management and individualised assistance to job seekers or providing brief interventions with job seekers managed by another Employment Consultant Conduct one on one interviews with job seekers for the purpose of monitoring their progress, as well as, providing on-going support Schedule and implement appropriate activities that reflect the job seekers progress and their changing needs Establishing a relationship of trust and respect with job seekers Encouraging job seekers to talk about issues they feel they cannot normally share with others Assisting job seekers to make decisions and choices regarding possible ways forward Working to agreed targets in relation to job seeker contact and employment goals Liaising, as necessary, with other agencies and individuals to help make changes based on the issues raised by job seekers Proactively promote and market MADEC job seekers to potential employers to secure ongoing sustainable employment outcomes Provide customer assistance for jobseekers referred to Job Services Australia services. Including assisting with resume summaries, interviewing skills, career and labour market information, with a view to placing job seekers into sustainable employment or training in the shortest timeframe possible. Correctly document information in accordance to the Job Services Australia contract, guidelines, Key Performance Indicators and MADEC Work Instructions. Maximize outcomes for eligible jobseekers, particularly the long term unemployed and highly disadvantaged Maximize the delivery of high quality, ethical employment services Preparing a marketing strategy in consultation with the job seeker including identifying employers and locations, transport and licence restrictions, certificate and ticket requirements Maintain accurate, timely and relevant information on jobseeker files and the DOE IT systems Maintain and manage a suitable appointment schedule for all jobseekers, ensuring compliance with DOE contractual obligations concerning contact Maintain privacy and security of all records according to the Social Security and Privacy Acts Attend and participate in regular staff meetings Actively promote MADEC and all of its services to the wider community HR/PD/067 PD Social Worker / Counsellor Date of Issue: 04/12/2013 Page 2 of 6

3 General Contribute to the achievement of the goals as outlined in the Strategic Plan and the overall objectives of the organisation Adhere to MADEC s policies and procedures and Code of Conduct for employees Complying to OH&S, WorkCover and EEO requirements by supporting the overall Quality and Safety Management Systems to provide a safe and healthy work environment, free from sexual harassment and discrimination Comply with MADEC s Environmental Management System (EMS) by committing to the continuous improvement of our environmental performance by implementing measures to ensure avoidance of environmental harm and minimisation of impacts. Qualifications and Experience: Qualifications/ Memberships Allied health qualifications including psychologist, vocational rehabilitation counsellor, social worker, community or welfare qualifications or equivalent qualification Where qualification requires you must have registration to practise Be eligible to obtain professional membership Maintenance of a current driver s license is essential Experience: Experience in providing clinical services to assist vulnerable members of the community Previous counselling experience An understanding of the Jobs Services Australia system, in particular, servicing requirement and knowledge of support services available to jobseekers Knowledge of local referral agencies and other providers of complimentary programs A working knowledge of relevant legislation, e.g. the Social Security Act, Privacy Act, Freedom of Information Act, Anti-Discrimination legislation and mechanisms and Occupational Health and Safety regulations Skills: A flexible and solutions based approach with job seekers which will assist in dealing with a range of barriers and directing them to employment The use of evidence based practice models Excellent administrative, organisational and report writing skills with a strong focus on accuracy Competent use and knowledge of computer software, particularly MS suite of products and proficiency in the use of databases Personal Attributes: Interpersonal, oral and written communication skills appropriate to the primary objectives of the role HR/PD/067 PD Social Worker / Counsellor Date of Issue: 04/12/2013 Page 3 of 6
