1 Town of Wasaga Beach JOB DESCRIPTION Department: Public Works Division: Parks Effective : January 1, 2007 Revision : August 8, 2018 Approved By: Director of Public Works Wage Range: $35.25-$41.23 Hours of Work: 40 Hours; varied shifts Value Group: Group 7 JOB TITLE: Parks Foreperson REPORTS TO: Manager of Operations SUBORDINATE POSITIONS: 3 Full time Employees, 3-4 Casual Employees, 8 Summer Students, including Outdoor Rink Attendants, Concession Attendants at the Sports Park, Volunteers, Community Service Personnel JOB PURPOSE: The Parks Foreperson is responsible for horticulture and parks infrastructure inspection and maintenance, including playgrounds, splashpad, skate/bmx park and parks; park facilities including washrooms, concessions, maintenance/utility buildings, shelters, signs, fencing, gates and bollards; park furniture including commemorative benches; park utilities including water and hydro; park amusements and special events; and, horticulture installations and maintenance in parks, trails, gateways, public spaces, and Town facilities, including an operating clock tower; shrub and tree maintenance; and, greenhouse operations including plant production. TASKS: % of Time 1. SUPERVISION 30% Supervise, delegate and oversee work carried out by staff (Full Time, Contract, and Seasonal) and contractors to ensure it is performed safely, effectively and efficiently and in accordance with Town or departmental standards, level of service, specifications, policies, procedures, and legislated requirements. Recruit, train, develop, manage and evaluate staff (Full Time, Contract and Seasonal); develop work plans and schedule work according to priorities; review

2 employee performance on a regular basis and take corrective/disciplinary action, as required. Schedule and oversee development, maintenance, capital programs (including assisting in the preparation of specifications and meeting with and scheduling of contractors), purchasing of supplies and equipment and overseeing and auditing of service contracts as appropriate. Manage contracts and contracted services with suppliers and vendors, including price negotiations, in accordance with the Town s purchasing by-law. Investigate operational issues and identify measures to improve performance and quality of service. 2. PARKS & HORTICULTURE MAINTENANCE AND OPERATIONS 30% Develop, review/revise and implement policies, guidelines, best management practices and standard operating procedures to ensure all work practices comply with the Town s Health and Safety policies, as well as with other applicable Town policies and guidelines. Document and analyze operational performance, activities and costs. Plan and organize plant requirements for the planting season in consultation with the Town Gardener; oversee and guide annual plant production, including hanging basket and container stock. Conduct field inspections of parks and related facilities; evaluate field problems; authorize changes or repairs as required. Ensure Park related areas are maintained and operated in a clean and safe manner for the public and private users, including: o 90 acre Sports Park and associated amenities. (soccer pitches, ball diamonds, canoe launch, maintenance and service buildings, pavilion, playgrounds etc.) o Municipal parks and open spaces. o Municipal Trails and Pathways o Municipal gardens and horticultural program o Tennis, pickleball and Multi-use courts o BMX and Skateboard Parks o Dog Parks o Splash Pad o Playground areas o Oakview Woods Outdoor Rink Ensure materials and equipment is available to execute work plans. 3. ADMINISTRATION 20% Resolve/handle inquiries/requests for service/complaints from the general public, residents, emergency services, other departments, senior management and members of council. Assists in establishing/implementing/monitoring department goals, objectives, budgets, material and labour requirements, timelines, progress reports, and performance measurements to ensure maintenance/capital projects are completed in an efficient and effective manner; Participates in negotiations with facility user groups when required;

3 Provides input relating to events that may take place on park lands under the Department s jurisdiction. 4. INSPECTIONS AND REPORTS 10% Undertake qualitative and quantitative assessments of park assets, and provide support and recommendations to develop and implement short and long-term maintenance strategies for them. Ensures all inspections and appropriate records are completed and documented in order to comply with levels of service and all requirements as set out by the various government agencies, including, but not limited to: o Children s playspaces and equipment o BMX and Skateboard parks o Parks and trail maintenance and repairs o Facility snow plowing and sanding/salting o Vehicle and equipment maintenance and inspections o Refrigeration plant o Accident/Incident reports 5. OTHER 10% Perform and assist with any duties for Special Events, including: o Event set-up and tear down (tent, tables, chairs, stage etc.) o Weekly set-up for Market Place and Jazz in the Park. o Maintenance of Special Event equipment Member of the Joint Health and Safety Committee. o Coordinate and prepare Monthly building inspections/reports o Attend all Municipal Health & Safety meetings as the management representative of the Public Works Department; Cemetery o layouts, burials, interments, landscaping and turf maintenance Participate in professional and community committees and keep current in relevant areas. Act temporarily in various departmental supervisory positions as required. Participate in the on-call rotation and flexibility to occasionally work evenings and weekends when required. QUALIFICATIONS / EDUCATION: Post secondary diploma or degree in Landscape Design/Construction, Horticulture, Parks Management, or related field preferred, or an equivalent combination of education and significant experience may be considered. Must obtain and maintain Standard First Aid, CPR and AED certification Currently certified or the ability to obtain Playground Practitioner Certification, Basic Refrigeration certificate and Spray/Splash Pad Practitioner Certification; Valid Class G Driver s License with an acceptable drivers abstract and criminal records check vulnerable sector.; Strong leadership and conflict resolution skills with proven experience supervising

4 staff or leading work teams in a unionized environment; Experience within a municipal environment considered an asset; Knowledge in the management of parklands including procuring and managing contracted services to ensure compliance with specifications, regulations and policies; Knowledge of the Occupational Health and Safety Act, the Highway Traffic Act, and the Ontario Traffic Manual s Book 7 for temporary conditions and other applicable legislation; Organizational skills with the ability to work independently and in a team environment; Excellent verbal & written communication skills with the ability to communicate with all levels of staff, stakeholders and the general public; Excellent customer service skills with the ability to resolve customer inquiries/complaints effectively; Ability to work well under pressure and function effectively in a high volume workplace with competing priorities and time restraints; Proven skills in Microsoft Office- Word, Excel and Outlook and effective report writing skills; Able to meet physical requirements of role and work in extreme weather conditions; Joint Health & Safety Certification considered an asset; Experience with GIS is considered an asset. PROFESSIONAL DESIGNATION: Possess or willing to obtain related certification, such as the R.R.F.S. (Registered Recreation Facilities Supervisor) certificate under the Ontario Recreation Facility Association or the Parks and Recreation Management Certificate from Parks and Recreation Ontario. EXPERIENCE Three (3) years previous related job experience within a municipal public works or roads construction environment, two (2) years on the job, five (5) years total relevant experience.
