1 ROLE DESCRIPTION Role Title: Department: Reports to (title): Employment Consultant Disability Employment Services Employment Services Team Leader Organisational Environment MADEC is a community based non-profit company dedicated to servicing the Sunraysia, Mid Murray, Murray Darling, Riverland, Murraylands, Kadina/Clare and Adelaide South regions. As an innovative and responsive community business MADEC will meet the needs and aspirations of individuals and communities through premium provision of community education, training, employment and enterprise services. MADEC operates as a multi-site service provider managing Education, and Employment services contracts which delivers employment/educational outcomes for defined client groups in accordance with guidelines set down by the Department of Education, Department of Employment, Department of Social Services or other relevant funding bodies. Primary Purpose of Role The primary purpose of this role is to provide assistance to clients that is centred on individual strengths, needs, interests and goals to overcome barriers to employment. This will require the Disability Employment Consultant to manage a case load of clients to provide and monitor individualised job search activities with Disability Employment Service eligible job seekers to locate, secure and maintain sustainable employment outcomes and to adhere to the Department of Human Services, Disability Employment Services Contract, National Standards for Disability Services and MADEC Quality Assurance requirements. 2 Key Responsibilities/ Accountabilities: Take day to day responsibility for the delivery of the Disability Employment Services (DES) Program to eligible DES participants. Assist in identifying non-vocational barriers which may inhibit the capacity to participate in job search activities. Support the DES participants to overcome non-vocational barriers to achieve and/or social outcomes in consultation with the jobseeker that meets the programme objectives and individual choice.. Manage a case load of clients by providing support, advice and practical assistance. Conduct initial assessments and intake of eligible DES Job Seekers. Identify skills, abilities and employment history of DES Job Seekers and to investigate actual and potential employment opportunities of DES Job Seekers. Develop and Action Plan for DES Job Seekers using barrier minimisation and skill maximisation techniques. Provide vocational guidance for DES Job Seekers. Assist DES Job Seekers with the development and implementation of Employment Assistance Plans. Liaise with treating professional and/or organisations to better assist individual DES Job Seekers. Provide support, advice and practical assistance to DES Job Seekers. Network with employers and employers stakeholders groups to facilitate appropriate sustainable employment placement. Direct Market DES Job Seekers to employers to achieve sustainable employment. Provide on the job support and training to DES Job Seekers to maximise to possibility to sustainable employment. Provide Job Maintenance Support as may be required. Liaise and build relationships with internal MADEC departments to aid in the successful placement of clients into employment. Actively contribute to the effective and position presentation of MADEC and all of its services. In particular networks, both new and existing that directly relate to the successful delivery of MADEC DES Services. Ensure consistent application of MADEC policies and procedures. Maintain information systems, including client files. Ensure funding body KPI s relating to reporting, documentation and evaluation are completed within the required timeframes. Adhere strictly to funding body Programme Procedures. Submit the Disability Pre-employment Instrument (DPI) no sooner the 4 weeks and not later than 10 weeks after from the ESS recorded service commencement date. Collate both the DPI and the Disability Maintenance Instrument (DMI) in accordance with funding body contract requirements. Report Records all Phases within the ESS Smartclient system. Complete all client files entries in an accurate, timely and factual manner in line with MADEC Quality Standards. 3 Provide information on operational and performance matters that may be requested by the Site Manager or Team Leader. Actively contribute to the effective and positive presentation of MADEC and all of its services. In particular networks, both new and existing that directly relate to the successful delivery of MADEC DES Services. Other duties may be directed by management. General: Contribute to the achievement of the goals as outlined in the Strategic Plan and the overall objectives of the organisation Participate in staff appraisal/professional development review process at least annually Participate in the Quality and Safety Management System by assisting with monitoring and evaluating of activities and mechanisms, identifying opportunities for improvement and correcting problems to improve customer service Adhere to MADEC s policies and procedures and Code of Conduct for employees Complying to OH&S, WorkCover and EEO requirements by supporting the overall Quality and Safety Management System to provide a safe and healthy work environment, free from sexual harassment and discrimination Comply with MADEC s Environmental Management System (EMS) by committing to the continuous improvement of our environmental performance by implementing measures to ensure avoidance of environmental harm and minimisation of impacts. Qualifications and Experience: Qualifications/ Memberships: Tertiary qualification in Welfare, Social Science or Disability Studies an advantage, but not essential. Certificate IV in Employment Service s an advantage, but not essential. Maintenance of a current driver s licence is essential. Clear Police Check Working with Children s Check. Experience: Several years experience in working within the disability service area or similar position is desirable. Experience in Disability Employment Services, including job placement and support is desirable. Demonstrated experience in working with a range of disabilities. Proven ability to place clients into employment and to maintain sustainable employment outcomes is desirable. Strong direct marketing and negotiating skills are essential. Skills: Familiarity with Microsoft Office Suite and Windows Applications. A working knowledge of relevant legislation, e.g. the Social Security Act, Privacy Act, Freedom of Information Act, Anti-Discrimination legislation and mechanisms, Occupational Health and Safety regulations and Disability Services Act. Advanced negotiation and conflict resolution skills. Excellent administrative and organisational skills with a strong focus on accuracy.
