2 A Message from the Director Marilyn A. Sanders Chicago Regional Director The Chicago Region is pleased to share our plans for the upcoming 2020 Census, Geographic Partnership Programs and our Current Survey Regional data collection activities. We look forward to this opportunity to meet and engage our partners in support of our 2020 Census mission: to conduct a census of population and housing and disseminate the results to the President, the states and the American people. Our goal is to count everyone once, only once, and in the right place! We want to share the many opportunities available for you to be engaged and to partner with the region. We promise to listen to your valuable input. With your assistance and support, we will take every opportunity to work in concert with each of the eight states in our region: Arkansas, Illinois, Indiana, Iowa, Michigan, Minnesota, Missouri and Wisconsin. As the operational design for the 2020 Census is still being tested and not yet finalized, it is important to keep in mind the purpose of the 2020 Census and how the data will be used in the future. Please accept my sincere thanks to each of you for attending and hosting this crucial meeting with the Chicago Region s 2020 Census Leadership Team. 11 The 2020 Census 2018 End-to-End Census Test Overview Test Goals Validate that the operations in scope for the 2018 End to End Census Test are ready to go into production for the 2020 Census Test and validate major operational threads, procedures, systems, and infrastructure (IT and non IT) together to ensure proper integration and conformance with functional and non functional requirements Produce a prototype of geographic and data products Operations & Final Planning Finalize and integrate all CEDCaP and non-cedcap systems ahead of 2018 End-to-End Census Test Includes system integration, beta, performance, production, and security testing of entire IT infrastructure Conduct Address Canvassing operation for 2018 End-to-End Census Test (August 2017) 2018 End-to-End Census Test (April 1, 2018 Census Day) Hire, equip, and train field staff Validate that all reengineered field operations, systems, and infrastructure are working together and meeting all requirements

12 2018 End-to-End Test U.S. Postal Service Test the feasibility and use of Self- Response Kiosks to complete the 2018 End-to-End Census Test questionnaire online Purpose: Increase self-response by placing internet-enabled tablets at Post Offices in Providence, RI Kiosk: Tablet secured to a stand with signage, with access only to the online questionnaire 12

18 CBAMS 2020 Research Census, Barriers, Attitudes, and Motivators Survey The Qualitative Component Designed to draw input from a wide variety of stakeholders at the very beginning of the message/creative development process. The Quantitative Component Consists of a survey that will test the message frames that will be used to shape actual messages, rather than the messages themselves.
