1 EMPOWERING WOMEN TO LEAD TERMS OF REFERENCE MONITORING, EVALUATION, LEARNING, AND, RESEARCH STRATEGIC PARTNERSHIP WOMEN S ACTION FOR VOICE AND EMPOWERMENT PROGRAM SUMMARY 2 ND MARCH TITLE PURPOSE OUTCOMES EXPECTED DURATION REPORTING TO Women s Action for Voice and Empowerment (WAVE) Program Monitoring, Evaluation, Learning, and, Research Strategic Partnership To support a developmental 1 and/or feminist evaluation approach to the WAVE program through a long term engagement. The successful individual(s) / team will provide strategic oversight and technical assistance in monitoring, evaluation, learning and research for the duration of the five-year WAVE program. This will be provided through specific inputs at key evaluative moments, and over the course of the program. We will seek a proactive and dynamic sharing of expertise with the program to maximise learning, and, contribute to evidence and knowledge in the areas in which the program is active. The purpose of the first work order is outlined in the Outcomes section below. Subject to satisfactory engagement in Year 1, and a mutual performance review, IWDA will seek a standing services agreement with the successful applicant(s) for the remaining Work Orders over Separate Work Orders will inform an annual program of work. For, there are 5 anticipated outcomes: 1. Review and recommendations on the Program Monitoring and Evaluation Framework, including requirements for any primary data collection for a program and partner level baseline. 2. Develop a baseline methodology and report, at program and project levels 3. Work with the WAVE team to develop evaluation tools and methodologies for cross-program monitoring, data capture and evaluation 4. Attend the Partner Inception Workshop, 1 8 June, Melbourne Australia (excluding weekend) 5. Provide strategic engagement, in varied modalities (mentoring, coaching, written guidance) of between 2-3 days per month from July November to continue to guide the program The strategic partnership is expected to be for five years. 2 LOCATION Home based and Melbourne & surrounds COMMENCEMENT April COMPLETION BUDGET The first Work Order will run until December, when a process of review will take place to consider further work orders. Deliverables under the first Work Order are due from April. Over the life of the programme, it is anticipated that individual Work Orders will vary from between $15,000 - $60,000 in fee value, with additional funding as agreed for project travel and requirements. The individual consultant/company/institution is requested to include a budget for. Budgets will be assessed on value for money. INTRODUCTION IWDA is seeking an individual or institution to provide strategic technical assistance in monitoring, evaluation and learning, and, research in line with best practice in developmental and/or feminist evaluation methods. The engagement will be for the five-year Women s Action for Voice and Empowerment (WAVE) program, a women s civil and political empowerment program led by IWDA and funded by the Government of the Netherlands. The support sought will provided specific inputs at key evaluative moments and will include carrying out a mid-term and end-ofprogram evaluation. WAVE brings together partners across diverse countries and regions to help build innovative responses to challenges in women s civil and political participation, recognising contextual similarities in terms of the limited and resource constrained women s movement in each country. It is a $19 million 5-year program across the Asia Pacific. All interventions will apply the following: IWDA s values: Feminist, Accountable, Collaborative and Transformative; the Gender at Work Framework; Intersectional Power Analysis; Complex Adaptive Systems (CAS) theory; and be consistent with the Australian Council for International Development s Principles and Guidelines for Ethical Research and Evaluation in Development. The program will be implemented in five of IWDA s current country programs: Cambodia, Thai-Burma Border (Myanmar and Thailand), Timor-Leste, Papua New Guinea, Solomon Islands. Funding has been allocated for cross-partner activities, to be identified by partners, as part of the program. PROGRAM OVERVIEW The WAVE program will achieve impact in four nested areas: Individuals Developing women leaders and leadership capabilities across generations Political and Governance Systems Generating change to inequitable legal, policy and economic frameworks Women s Movement and CSOs Catalysing collective action and accountability for women s rights and gender equality Research, Evidence and Learning Applying knowledge from women s voice and lived experiences to advocacy and policy settings The program aims to: Change the way that women s rights are addressed in Asia-Pacific. See gender inequality and gender gap rankings improve for each country in the program. Remove legal, political and governance barriers to women s full participation. Shift gender norms. Build relationships and networks that will transform the women s movement in Asia Pacific. Run a global media campaign that highlights progress made and work still to be done. The Theory of Change at Annex 1 gives an overview of the program, and Annex 2 contains the current Monitoring and Evaluation Framework for the program. 2

3 ACTIVITY DETAIL WAVE MEL and Research IWDA encourages dynamic, participatory monitoring, evaluation and learning (MEL) processes which facilitate reflective practice and learning by doing, and which are informed by, and contribute to, understanding about effective monitoring and evaluation of women s rights work. IWDA has a commitment to women and our partner organisations being active partners in our work and our monitoring, evaluation and learning. We see this as a right of our partners and the communities of which they are part. We are committed to partners and communities participating in decision making, so that our work is as effective as possible in the context. The sharing of MEL information is also critical to deepening our engagement with external audiences and being accountable to our donors, our partners and our communities. In the WAVE programme, MEL will be undertaken as part of an integrated approach to evidence and learning which is embedded and resourced in Outcome 4 of the program. Building evidence of what is actually required for collaboration, movement building and gender-transformative change is an explicit priority of the program MEL approach. Program MEL and research outputs will be used for information sharing and knowledge generation and lifted up to contribute to the evidence base available to partners and the wider women s movement for use in advocacy initiatives, in local, national and regional networks. A Monitoring and Evaluation (M&E) Framework has been developed for the WAVE program. Monitoring, Evaluation and Learning Requirements The WAVE M&E Framework provides SMART indicators at the goal, impact, outcome, intermediate outcome, output and activity level, against the theory of change. All indicators have a means of verification that sets out the information that will be used to establish baseline, measurement and review, the frequency of measurement, and responsibility for this. Targets are set for all indicators based on the anticipated reach of the program. Where needed, indicator definitions are provided. IWDA and partners will use shared evaluation methods to capture program impact. These are set out in the M&E Framework and will likely include: 1. Longitudinal Participant Studies (women, candidates, young women, male advocates, duty bearers) 2. Outcome Mapping 3. Networking Mapping and Analysis 4. Most Significant Change 5. Policy/ Advocacy Tools - Process Tracing, Bellwether Methodology, Political Will Assessment, Influence Mapping, and others as appropriate to context 6. Prevention Plans (for EVAW components) 7. Country Level Case Studies 8. As appropriate, use of IWDA s Individual Deprivation Measure WAVE partner organisations will develop individual monitoring and evaluation plans that align with the WAVE M&E Framework. All partners will use some/all of the above evaluation methods. These methods have been designed to both provide evidence of program results and to address gaps in global evidence bases 2. Overview of 5-year MEL requirements Year 1 In Year 1 of the program, IWDA is seeking assistance to develop evaluation frameworks and tools for the key evaluative methods. These will set out standard questions and guidance to be used by IWDA and partners across the program and will be shared with partners at an inception workshop in June. 4 Outputs Required 1. Review of the WAVE M&E Framework a. A professional opinion provided on whether the M&E Framework and baseline methodology are consistent with best practice standards, with a view to streamlining where possible 2. Baseline Development b. Recommendations for robust baseline approaches for data collection where baseline information cannot be collected through secondary sources c. Completion of a program baseline report d. Engagement on baseline advice for project level baselines 3. Development of evaluative frameworks for: a. Longitudinal studies of women b. Policy Advocacy Tools c. Country level case studies d. Outcome Mapping 4. Oversee development of guidance to partners for the above frameworks 5. Attendance at Year 1 inception workshop to input into development of a Research, Evidence and Learning Framework 6. Ongoing strategic guidance for MEL and/or research A review and assessment of the work under this Work Order will be completed in December ; if the outcome of the review is mutually satisfactory, a Work Order for Year 2 will be developed. Indicative Requirements for Years 2-5 The table below sets out indicative requirements for the consultant(s) from These are subject to change and will be contracted through individual Work Orders as budget and requirements are confirmed, and following joint annual review of the partnership. Research support will be defined following the development of the REL Framework, this anticipates 2-6 research projects over the life of the program. Support to these projects may include: Delivery of participatory research project(s) against the REL Framework Technical support/advice of elements of research identified in Year 1 REL Framework e.g. methodology development, implementation support, partner support, and others as required. Possible themes include: Public Perceptions of Women and Leadership; Pathways to leadership and leadership skills acquisition; Pathways for effective influence of duty bearers. Research themes are to be confirmed during Year 1. Research will be contracted as each project is developed. It is anticipated that this would be done collaboratively drawing on partner, researcher and IWDA expertise. 4

Requirements set out below are for Research, Monitoring, Evaluation and Learning, and, General Criteria. ESSENTIAL Monitoring, Evaluation and Learning Substantial experience in monitoring and evaluation within the women s leadership and civil and political participation field Relevant experience with the tools and methods outlined on page 3 of this TOR Knowledge of and experience in applying a developmental and/or feminist approach to monitoring, evaluation and learning. Research Expertise in themes relevant to women s civil and political leadership and known gaps in global evidence bases, evidenced by publications, papers etc. Knowledge of and experience in feminist research practice. Ability to deliver high quality research in line with Australian Council for International Development s Principles and Guidelines for Ethical Research and Evaluation in Development General Demonstrated experience using the Gender at Work Framework, Intersectional Power Analysis, and Complex Adaptive Systems (CAS) theory. Demonstrated experience working in partnerships where both parties work collaboratively, and where both parties are open to robust feedback. Highly developed communication and interpersonal skills to consult and engage a diverse range of stakeholders, both internal and external. Proven experience in developing individual and organisational capacity in monitoring, evaluation, learning and research in resource limited contexts where English is not the main language. Available to attend the partner inception workshop in Melbourne. DESIRABLE Experience in working in one or more of the program countries: Timor-Leste, Cambodia, Myanmar, Solomon Islands, Papua New Guinea Experience in working in politically sensitive environments EXPRESSIONS OF INTEREST (EOI) EOIs must address the following: 1. A cover letter outlining o Your interest in developing a long-term partnership with IWDA o An organisational/company profile outlining previous relevant work experience and profiles of all team members to be involved o The details of at least 3 referees for work similar to that outlined in this Terms of Reference 6

7 o Confirmation of availability for interview over 6-8 April (see the timeline for contracting below) 2. An outline of team capabilities and experience against each of the selection criteria including references to and/or copies of similar work. If you wish to cover only one aspect of the work (i.e. only research, or, only monitoring and evaluation) please note this in addressing the selection criteria 3. A strategic assessment of the strengths and weaknesses of the TOC and M&E framework, including theoretical basis and justification for your analysis (maximum 2-pages). 4. A budget indicating fixed and indicative costs. Please note: IWDA operates at rates that are approx. 60% of the Australian Advisors Remuneration Framework. For research institutions, please note any potential to contribute co-funding to any research projects within your budget submission. Contracting is planned for completion no later than 20 April in order for the first work order to proceed as planned.
