10 Fortunate ISP team leader and associate leader worked full-time for 3 years at SBS (David Abbot and Helen Stott) The ISP team managed to integrate both components of SSDS & ISP and then staged the activities on priority basis for funding and also assisted in managing of both projects SBS management (CEO + 6 ACEO) lead the implementation of activities while the Steering Committees played an overall monitoring role until end of ISP in 2014 and SBS continued on-going activities in the CP /08/2017 Samoa Bureau of Statistics 10

13 Coordination with users, Communication & Dissemination tools improved tremendously compared to last 10 years Website independence from SPC in order to control our own disseminations but links are maintained Established Core Program of Data Collections for 10 years (like census, DHS, HIES, LFS, etc to support funding proposals from time to time) ALL GAPS in technical areas noted above have greatly improved in terms of processes and systems put in place for implementation and monitoring 07/08/2017 Samoa Bureau of Statistics 13

14 1) First - Buy in political support by justifying the importance of statistics for national planning and decision-making, and, to make sure that financial support is always there (For Samoa, we have the AID Division (MOF) that seeks external funding on behalf of ministries if local funding is not sufficient) 2) Second Involve influential people in Steering Committees from planning, stakeholders and private sector to promote statistical activities 07/08/2017 Samoa Bureau of Statistics 14

15 3. Involve planners, users, stakeholders and the public at large in SWOT analysis to ensure that all gaps and opportunities will be identified for proper remedial actions 4. Seek appropriate technical partners early like Paris21, PFTAC, SPC, and relevant donors to help whenever it is needed 5. Do not leave the work to consultants. Your office should make sure that the STATISTICS management and staff are fully committed to lead and implement the review activities, for the benefit of the national statistical services not consultants/donors. 07/08/2017 Samoa Bureau of Statistics 15
