1 Job Description Department: Fire & Rescue National Resilience Team Job Title: Fire and Rescue National Resilience Capability Officer Flood Rescue Work Location: Agreed base location and country wide Grade: SM B Flexi Post No: CapOffFR 1. JOB PURPOSE To support delivery of the agreement between the National Resilience Lead Authority and DEFRA to assure, maintain and co-ordinate national assets and Tactical Advisers for Flood Rescue. To provide operational cover for National Resilience as directed and in accordance with the Lead Authority rota system. To operate in support of the National Co-ordination Advisory Framework (NCAF). 2. MAIN DUTIES AND RESPONSIBILITIES Key Responsibilities To support the successful delivery of the Flood Rescue Business Plan To support the National Resilience (NR) response to operational incidents as required. To co-ordinate and deliver the agreed assurance process for national Flood Rescue assets. To develop and enhance co-ordination and management for Flood Rescue assets and Tactical Advisers. To deliver advice to a range of stakeholders to maximise the benefits of the national Flood Rescue assets. To support and/ or evaluate any exercises that involve Flood Rescue assets as directed. 2 To support the governance of National Resilience by attending Flood Rescue meetings or other meetings as directed. To contribute to the development and delivery of the links between the National Resilience HVP Capability and Flood Rescue. 3. KEY TASKS AND FUNCTIONS To be available to attend operational incidents and exercises in support of the NCAF as directed and in accordance with any agreed duty rota. To manage and review allocated workload and feedback on performance through regular one to one meetings with the HVP/ Flood Rescue Capability Adviser and through the Personal Development Review process To actively contribute to the Flood Rescue Business Plan to achieve identified key deliverables To provide support to national user/sub groups and any task and finish workgroups as directed by the HVP/ Flood Rescue Capability Adviser To represent the interests of National Resilience and specifically that of Flood Rescue, by attending meetings, seminars and conferences as directed. To deliver practical and theoretical training to stakeholders as directed and where required. To promote awareness of the national capability for Flood Rescue to relevant stakeholders To liaise with the Lead Government department and other relevant stakeholders for Flood Rescue To adhere to all health and safety instructions and to take all reasonable care not to do anything that might endanger themselves or others; to report any dangerous situations in the workplace. 4. 4 Person Specification (PQA) ATTRIBUTES ESSENTIAL SM ROLE MAP ELEMENT HOW TESTED DESIRABLE Previous Experience Experience of working in Fire and Rescue Service environment to resolve operational incidents Experience and knowledge of the national capability for Flood Rescue Competence in using IT applications in support of work requirements Experience of managing own workload and working to deadlines Production and presentation of information to a wide range of managers and key stakeholders /Inter view Experience of working in a multi agency / environment Knowledge of NCAF Knowledge of National Resilience HVP Capability Knowledge of DEFRA Flood Rescue Concept of Operations Knowledge and awareness of voluntary sector involvement in Flood Rescue Evidence of an area of responsibility within a project Evidence of supporting quality management systems development and /or implementation. Qualifications And Training Competent and currently qualified to DEFRA Module 6 Successful completion of a recognised Incident Command Course Recognised Equality & Diversity Qualification or evidence of continuous workplace application.
