INTRODUCTION 1.1 The Isle of Wight Clinical Commissioning Group (herein CCG) is committed to providing and purchasing health care in a way that supports the UK sustainable development agenda and contributes to environmental improvements, regeneration and reducing health inequalities. 1.2 The CCG commissions extensive healthcare services for the people of the Isle of Wight. As employers and users of resources, these services have an impact on the local economy, environment and community. Implementing responsible polices, which benefit rather than damage social, economic and environmental conditions can help to improve the health of the people of the Isle of Wight and reduce inequalities. 1.3 Sustainable development has been defined by the government as development which meets the needs of the present generation, without compromising the ability of future generations to meet their own needs. Therefore, a sustainable organisation is one that often has the best chance of survival. 2. SCOPE 2.1 This policy applies to all employees and members of the CCG, whether permanent, temporary or fixed term. 3. KEY RESPONSIBILITIES 3.1 Chief Officer The Chief Officer has overall for responsibility for ensuring compliance with statutory regulations, guidance and good corporate citizenship related to environmental and sustainability within the CCG and for ensuring the organisation has processes and systems in place in ensure implementation of the policy. 3.2 Governing Body The Governing Body will ensure that sustainability becomes integrated into all the CCG s business activities and support and promote the policy throughout the CCG. 3.3 Line Managers All Managers should make staff aware of the policy and their contribution to sustainable issues. 3.4 Employees All employees have a responsibility to protect the environment and be sustainable in their actions at work. 4. HOW CAN THE CCG SHAPE A MORE SUSTAINABLE NHS? 4.1 The CCG can actively shape a more sustainable NHS through various methods. They include: developing a whole systems approach to commissioning understanding the CCG s role in improving the sustainability of healthcare using the commissioning cycle to increase sustainability and to implement the NHS Carbon Reduction Strategy NHS Isle of Wight Clinical Commissioning Group 4

5 5. WHY IS SUSTAINABILITY A COMMISSIONING ISSUE? 5.1 Managing system risk: Sustainability is essentially about excellence in business management. Commissioning organisations can and must take a whole systems approach to both delivery (ensuring integration of provider services) and managing future risks (for example, resource uncertainty or climate change). 5.2 Managing demand: Activity based commissioning will not incentivise managing demand for health services. We need to start thinking about incentivising and enabling a health and well-being service, focussed on an upstream preventative approach, as opposed to an ill health service based on activity. 5.3 Contractual levers: Commissioners hold the money, and therefore have the power to ensure that providers adopt sustainable business practices. 6. DEVELOPING A WHOLE SYSTEMS APPROACH 6.1 The CCG will seek to assess and act on the whole of the health system in which it works, and not just an isolated part of it. 6.2 A whole systems approach is necessary to maximise the many win-wins that exist. For instance the use of telemedicine can decrease travel time, associated emissions and improve access to specialists. 6.3 The CCG will embrace the concept of holistic commissioning which actively takes into account the determinants of health which affect individuals, groups and wider population of the Isle of Wight. 6.4 The CCG will actively develop a whole systems approach by: annually reviewing a Governing Body approved Sustainable Development Management Plan being a signatory of the Good Corporate Citizenship Assessment Model monitoring, reviewing and reporting on carbon across the organisation, including: procurement, building energy and travel raising awareness of sustainability and carbon reduction at every level of the organisation 7. UNDERSTANDING OUR ROLE 7.1 The CCG is ideally placed and has a vital role in improving the sustainability of healthcare. It will actively seek to commission sustainably in order to provide both positive and cost efficient solutions. The CCG will achieve this by: finding potential areas of synergy between reducing health service use, improving health and sustainability reviewing existing services to see if gains are being maximised using the best available evidence to decide on commissioning priorities NHS Isle of Wight Clinical Commissioning Group 5

6 8. USING THE COMMISSIONING CYCLE TO INCREASE SUSTAINABILITY 8.1 The CCG will use commissioning processes such as service design, service specifications, tendering and contracting to increase sustainability at the same time as improving quality. 8.2 The CCG will provide good quality healthcare delivered at the right time and in the right place to the right person in order to reduce the use of resources and carbon whilst improving our sustainability. 8.3 Increasing sustainability Reducing the use of goods and services is the first stage towards improving the sustainability of the CCG. The CCG will continually assess whether services include steps that appropriately reduce demand for the service. The CCG will ensure that preventative services are adequately commissioned. 8.4 Actions the CCG can take in conjunction with providers The CCG recognises that it is important that roles and responsibilities for improving sustainability and cutting carbon are clear between the CCG and providers. It is important that providers report back on agreed targets and actions. In particular roles and responsibilities may include: maximising preventive measures relevant to the service reducing demand improving the quality and sustainability of the service raising awareness of sustainability and carbon reduction among staff and patients measuring and monitoring the carbon emissions of the service considering the implementation of innovative ideas that could provide a higher quality, more sustainable service The CCG will include criteria relating to sustainability and low carbon operations within tendering contracts for services. The CCG will actively encourage providers to review sustainability performance. 9. IMPLEMENTATION / TRAINING / AWARENESS 9.1 Responsibility for implementation of the policy is with the Chief Officer. 9.2 All Managers will be responsible for communicating this policy and procedure to all employees to whom this policy will apply. 9.3 The Human Resources service will be responsible for ensuring CCG Management Training programme reflects the requirements of this policy. 10. MONITORING / KEY PERFORMANCE INDICATORS 10.1 The overall responsibility for the monitoring of effectiveness of this policy lies with the Chief Officer. 11. REFERENCES (accessed 18/03/13).
