1 INDIVIDUAL CONSULTANT PROCUREMENT NOTICE National Consultant To support UNDAF Evaluation for Nepal Date: 31 May 2016 Reference No.: UNDP/PN/23/2016 Country: Nepal Description of the assignment: The national consultant will be part of the UNDAF evaluation team working under the direct supervision by the international consultant and under the overall oversight of the Evaluation Management Team. The national consultant will undertake the following specific tasks: Support the Team Leader (TL) in collecting and undertaking a desk review of reference material Support the TL s visit to Nepal to conduct data collection activities as guided by the harmonized evaluation plan. Two field visits to UNDAF districts are also envisioned. This will include support to logistics and meeting arrangements, interview with stakeholders and site visits, data collection, translation. Support the TL in data analysis based on all information collected, and in preparation of draft evaluation report The UNDAF Report will be written in accordance with the Terms of Reference, the harmonized evaluation plan and other established guidance documents. Any delay in UNDP s response shall be not used as a reason for extending the deadline for submission, unless UNDP determines that such an extension is necessary.

SCOPE OF WORK, RESPONSIBILITIES AND DESCRIPTION OF THE PROPOSED WORK As per the Procurement Notice, detailed Terms of Reference (Annex I), General Condition of Contract for the services of Individual Contractors (Annex II), P11 Form (Annex III) and Offeror s Letter to UNDP (Annex IV). Please submit your application at the following address: procurement.np@undp.org 2. REQUIREMENTS FOR EXPERIENCE AND QUALIFICATIONS I. Education: Post-graduate degree in international relations, political science, international development, governance and public policy, social sciences, evaluation or a related subject II. Experience: Minimum 3 years experience in evaluations Documented previous experience in conducting or supporting evaluations, and a solid understanding on the use of evaluation methodologies; Previous experience working for the UN is an asset III. Other competencies: Fluency in written and spoken Nepal and English is essential

DOCUMENTS TO BE INCLUDED WHEN SUBMITTING THE PROPOSAL Interested individual consultants must submit the following documents/information to demonstrate their qualifications: Offeror s Letter to UNDP Confirming Interest and Availability for the Individual Contractor (IC) Assignment along with the completed financial proposal and P11 template annexed to this letter; A cover letter with a brief presentation of your consultancy explaining your suitability for the work; Proposal as per Section VII of the Terms of Reference (ToR) Annex 1 Sample of at least one work done in similar context (evaluation) Names of at least two contacts for references on similar work undertaken Note: a. Applicants of 62 years or more require full medical examination and statement of fitness to work to engage in the consultancy b. The candidate has to be an independent consultant (If the candidate is engaged with any organization, the organization employing the candidate will be issued with a Reimbursable Loan Agreement (RLA) to release the employee for the consultancy with UNDP). c. Due to sheer number of applicants, the procurement unit will contact only competitively selected consultant.

EVALUATION Individual consultants will be evaluated based on the following methodologies: Cumulative analysis When using this weighted scoring method, the award of the contract should be made to the individual consultant whose offer has been evaluated and determined as: a) responsive/compliant/acceptable, and b) Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation. * Technical Criteria weight; 70% * Financial Criteria weight; 30% Only candidates obtaining a minimum of 49 points in the technical evaluation would be considered for the Financial Evaluation. BACKGROUND AND UNDAF EVALUATION CONTEXT The UN Development Assistance Framework (UNDAF) is the strategic programme framework that describes the UN System s collective response to national development priorities, and as such, it is a significant tool in the evolving process of enhancing coherence and harmonization of the UN s work in Nepal. The UNDAF ensures the UN s work is aligned with national development strategies and processes and seek synergies with all development actors in the country. Drafted in close consultation with the Government of Nepal (GoN), civil society and donor representatives, the UNDAF responded to national priorities identified in the Government s Three-Year Interim Plan (TYP ). The TYP commits the Government to a long-term vision of ending all forms of discrimination and inequalities such as legal, social, cultural, linguistic, religious, economic, ethnic, physical, gender and regional. The UNDAF builds on a comprehensive and innovative CCA exercise a Country Analysis with a Human Face and focuses on the most disadvantaged groups in Nepal as well as the root causes for their vulnerability. Despite a changed context following the earthquakes in 2015 its core elements remain relevant, also to the themes of the SDGs. The data collected during the CCA is also serving as the base line for the M&E framework. The UNDAF is centred on the following areas: (1) advancing equality through equity; (2) protecting development gains; and (3) creating an enabling environment for enhanced international cooperation. The UN Country Team offers comparative advantages by drawing on its longstanding track record in Nepal, its networks on the ground and its capacity to act with impartiality. In order to achieve substantial progress in development results, the UN Country Team (UNCT) collaborates with Government agencies at the national, district and local level and partners with civil society and donors. While Nepal is not a Delivering as One (DaO) country, the UNCT make a concerted effort to adopt the Delivering as One (DaO) principles. In order to advance the standards of One Programme and One Leadership, Heads of Agencies, supported by the Resident Coordinator s Office (RCHCO), continue to work closely with senior government officials to lead the UNDAF Outcomes. At the implementation and operational level, Outcome Steering Groups (OSGs) were formed for each of the seven main UNDAF Outcome Areas. The OSGs are chaired by the GoN and vice-chaired by a UN lead agency.

7 The UNCT Nepal, in close partnership with the Government and other National Counterparts, intends to undertake an UNDAF Evaluation, which is mandatory in the penultimate year of the UNDAF cycle and should serve as a major input for the planning process of next UNDAF cycle. The UNDAF Evaluation will use standard OECD/DAC criteria (relevance, effectiveness, efficiency, impact and sustainability of results) as well as the key issues of design, focus and comparative advantage of the UN system, as basis for its objectives and key questions. The major focus is on policy and strategy coherence, donor co-ordination, development effectiveness and organizational efficiency. In addition, the UNDAF evaluation will address how the intervention sought to mainstream the five programming principles: Human Rights & Human Rights Based Approach, Gender Equality and Social Inclusion, Environmental Sustainability, Result Based Management and Capacity Development. Given the focus of the UNDAF on disadvantaged groups in Nepal as well as the root causes for their vulnerability, the evaluation will give priority attention to Gender Equality and Social Inclusion (GESI). Due to geographical disparities, in order to assess the impact of the UNDAF the scope of evaluation will cover outcomes at both national and sub-national level. The UNDAF evaluation will seek to be independent, credible and useful exercise, and will adhere to the highest possible professional standards in evaluation. It will provide accountability and learning opportunities to the UN system in terms of evaluating priorities, strategies and interventions, provide information on how programming and results can be strengthened and how UN coordination can be improved. These insights are key inputs to the process of the next Common Country Assessment (CCA) and formulation of the next UNDAF in The evaluation will be conducted in a consultative manner and will engage the participation of a broad range of stakeholders. The objectives of the evaluation are: 1. To assess the contribution made by the UNCT in the framework of the UNDAF Outcomes to national development results, in particular results for children, adolescent girls, women and people from excluded groups, by making judgements using evaluation criteria (relevance, effectiveness, efficiency and sustainability) based on evidence (accountability). 2. To identify the factors that have affected the UNCT's contribution through the UNDAF, answering the question of why the performance is as it is and explaining the enabling factors and bottlenecks (learning). 3. To identify the contribution of UNCT to strengthening governance and national systems 4. To reach conclusions concerning the UN s contribution across the scope being examined, and regarding issues and opportunities to inform the remaining UNDAF period and the new UNDAF. 5. To provide actionable recommendations for improving the UNCT's contribution, especially for incorporation into the new UNDAF. These recommendations should be logically linked to the conclusions and draw upon lessons learned identified through the evaluation. The scope covered by the evaluation includes examining UNDAF programming principles (human rightsbased approach, gender equality and social inclusion, environmental sustainability, results-based management, capacity development), overall strategies and outcome/output specific strategies included in the UNDAF itself. The UNDAF will be evaluated against the strategic intent laid out in the UNDAF document and specifically its contribution to the national development results included in the UNDAF
