Darren Sutherland has stepped down and Julian Hall will take over as the new IADC NSC Chair. Eddie Perkins has stepped down and Steve Ferguson / Euan Simpson will rotate as MSF co-chairs. 1 Minutes Step Change in Safety

2 Dave Forsyth has stepped down and Chris Charman (IMCA CEO) will represent IMCA going forward. Richard Tocher has stepped down, Kate Simpson attended as an observer from ConocoPhillips, with a view to representing the organisation on the leadership team going forward. It was noted that this would be subject to normal selection process, there is an increased interest from members to join SCLT, which is positive. 02 SAFETY MOMENT Ken Robertson Ken Robertson gave feedback with regard to recent site visit and highlighting the need to continue to focus on Major Accident Hazards when engaging with site workforce. 03 CO-CHAIRS UPDATE Ken Robertson / Steve Bullock The definition and clarification of roles and responsibilities between SCiS and OGUK is ongoing. At the January board meeting there was broad support for simplification and clarification of agendas. There is continued commitment to the simplification of agendas, strategies and initiatives across industry. It was noted that Les Linklater and Robert Paterson are working this process and it is to be presented to OGUK board on 12 th March. We need to continue to push for more evidence of cross-learning and the need for the SCLT members to feed forward into their respective organisations. ACTION to collate and communicate to SCLT who is involved in each of the SG / WGs and identify which members are not active. Les has been invited to join the board of Absafe which is a community based charity with a strong connection to the industry. 04 REGULATOR UPDATE Susan Mackenzie Hydrocarbon Release Reduction letters currently there are still 5 production operators who have not responded to the letter. The responses that have come in have been reviewed and ranked based on the quality of the response and are now with company inspectors to review with regard to actual practice. The responses have been ranked Good, OK and Poor with an equal split. The distillation of responses is to be presented at the next Asset Integrity Steering Group meeting. Risk Ranking of Duty Holders the process is ongoing but currently it looks as if 7 companies will attract 45% of inspection resource. There are several changes to Energy Division, focused on succession planning and the possible introduction of technician and apprentice grade inspectors, with a reorganisation of the structure being worked to deliver best value. EU Directive - There are directive workshops for people to attend to get better understanding of the issues on 26 th February in Aberdeen and 17 th March in London, details are on the HSE Events website. 3 more focused on the key elements including AI, TSR, WEST, CoW, HCR s ORA s etc. 05 UNION UPDATE Jake Molloy RMT continues to call for a Public Inquiry regarding helicopter transport. Noted that delays were an issue and some implications regarding welfare. These are being dealt with quite promptly. RMT view is that DECC should be a part of the Energy Division. It was brought to the attention of the leadership team that there appears to be low levels of communications (particularly drilling sector) with elected safety reps regarding the developmental training. Workforce Engagement support for WEST launch required and continued push for senior leader involvement in the day and getting the new tea shack news developed. 06 TRADE ASSOCIATION UPDATE Robert Paterson There was an EU Directive meeting with HSE on the 4 th February. The gap analysis has now been completed and has been presented to industry. There was a discussion around the transposition, DECC are currently leading the transposition work. Regarding the Competent Authority, it was noted that the OGUK position was the HSE would be in the best position to lead. An Ageing Life Extension report is being written and the results and case studies is to be launched on the 28 th May. The CAA review will be presented at the end of February. Robert also noted that OGUKs resilience work is ongoing. There will be an OGUK workshop held on the 27 th February regarding the EU Offshore Directive. The Safety Awards are to be held on 30 th April at the AECC. 07 HSSG Alan Chesterman HSSG are currently transitioning into a smaller group with the first meeting on the 23 rd January, the 3 principle helicopter operators and Airbus (formerly Eurocopter) are all represented at a senior level, this is very positive. It is clear that this is resulting in the HSSG being a truly tripartite group which is a more effective driver for industry. The new gear shafts from Airbus will be available mid 2014 with Oil and Gas Industry getting priority. Point was raised with respect to the smaller helicopter operators which operate for example in the SNS and the need for them to be engaged. The next HSSG meeting is to be held on the 20 th March and the prioritisation of key activities is underway. NOTE: future meetings would be by invitation only and there was a key focus to get the right people in the room. Transport Select Committee HSSG gave written evidence but were not called, with the exception 3 Minutes Step Change in Safety

4 of Sikorsky all others giving evidence were members of HSSG. CAA review is nearing completion, there are over 30 people involved in it. There will be a report to the CAA board mid February and released to the wider industry and the end of February. CAA is taking a more pro-active role in leadership / ownership. Joint Operator Review - it was noted that the principle 3 helicopter operators are working together to share best practice with regard to operations etc. The process will lead to greater alignment and further improvements regarding safe flight operations. 08 HUMAN FACTORS Neil Clark / Emily Taylor Neil Clark gave some background regarding the toolkit and what the group are hoping to achieve with its introduction. Emily Taylor followed on with a demonstration of the new toolkit and it was very positively received although it was highlighted that the need for an implementation and roll-out plan was required from the group. Noted that companies would benefit from having a Human Factors champion (if not already in place) and that there will be a need for admin and co-ordination as the toolkit is rolled out. Les Linklater noted that much had been learnt from the deployment of the workforce engagement toolkit and the learnings will be fed into any roll-out of the Human Factors tool. Everyone was encouraged to go online and have a look at the tool humanfactors.petrolearn.com 09 WEST Ian Sharp / Jake Molloy The first WEST meeting was held in January and was a coming together of WIG and WEG. All the meetings for the year have been organised in diaries and key objectives have been set. 4 work streams are in place with chairs in each stream these are:- o Sustainability & Development Workforce Engagement Toolkit o Elected Safety Reps supporting the role o Events direct engagement o Communications Much of the initial effort will be communications related to ensure the change is effectively communicated. There will be a launch event on the 11 th March (which is the same day as the leadership breakfast) and we are looking for as much leadership support as possible. A white paper is being developed from the responses received from the 10k inputs received as a result of the engagement survey. The next meeting will be held on the 6 th March to create a short term plan, it was discussed that we need to decide what was the best way going forward to make sure it is sustainable. 5 10 SUPPORT TEAM Les Linklater Events 2014 events calendar is very much as per We are once again happy to have Bilfinger sponsor the perspective events. We are looking for sponsorship for the WEST event, if anyone would like to offer their help with this to speak to Les. 11 AOB Budget Les gave overview of budget and provided background for 2013 surplus. Recruitment is ongoing for a Project Coordinator and a Business Analyst. Discussion with regard to how to identify good practices are there any common leading indicators. Are we as leadership team / steering and work groups industry making the best use of Step Change, how effective are we at sharing and disseminating the output from SCLT etc. to wider membership. It was felt that this was an important area and should form part of the next strategic planning session. Once again Step Change in Safety and Oil & Gas UK are searching to find the outstanding people and companies helping towards making the UK Offshore Oil and Gas industry the safest in the world.
