2 Recap on Powering Improvement Powering Improvement is designed to promote continuous improvement in the management of health and safety risks within the UK electricity industry Strategy; ENA members and Energy UK work in partnership with - Trade Unions - HSE - Contractors with the aim of ensuring a realistic and inclusive approach to health and safety Overarching philosophy; - Leadership; demonstrate that safety is an essential value of your organisations - Worker involvement; an effective two way process (not just top down ) - Building competence; good quality and timely training - Corporate memory; work together to ensure that new staff are aware and can learn from previous incidents and accidents

4 Asset Management and Safety ISO defines Asset Management as; Systematic and organised practices through which an organisation optimally manages its physical assets and their associated performance, risks and expenditures over their life cycles It is consistent with, and aligns to, good Safety Management processes; ISO defines the requirement for Leadership, Planning, Operation, Performance evaluation and Improvement planning HSE HSG65 defines the requirement to Plan, Do, Check, Act Organisational goals cannot be achieved if assets are not reliable; Need to determine the appropriate policies for procurement, installation, maintenance, data acquisition, replacement and disposal Recognition that asset failures generate business risk safety related, customer service related, financial, reputational, etc.

6 2017 Asset Management: Review Delivery Plan developed by PI Asset Management Sub Group (made up of experts from member companies, HSE, trade unions, ENA and Energy UK) Intended to build upon success of 2012 (asset management) and 2015 (working with contractors) annual themes. Aims were to: Encourage collaboration between stakeholders, interested parties and PI partners in addressing H&S risks arising from asset management; Focus attention on new and existing asset management issues, including system automation, innovation related asset management projects; Promote asset management and maintenance learning outcomes amongst the workforce to ensure lessons have been learnt and not forgotten as the industry moves forward; Provide alignment of industry priorities with the Helping Great Britain work well (HGBWW) strategy and HSE s Utilities sector plan. Outcomes delivered via 4 Outputs:

7 Output 1: Gather learning from within and outside our sector and produce suite of case studies highlighting best practice in risk management and lessons learned from failures. What was delivered? 2017 SHE Review on asset related incidents published: Follows on from the 2012 SHE Review, Asset Management and Maintenance: Review of Past Incidents; Sets out a selection of asset-related incidents that have occurred since 2012; Also includes some significant historical incidents to ensure corporate memory is refreshed and knowledge is passed to new entrants in the sector; Each case study highlights key learning points that can be applied across the sector; Includes contribution from Energy UK ( creeping change case study) Download at:

8 Output 2: Review and collate evidence to determine the effectiveness of H&S interventions related to the use of new technology and innovation ( passive to smart ). What was delivered? Focus was projects introducing innovation (new assets) e.g. via Network Innovation Allowance (NIA). R&D mangers to capture H&S considerations of new equipment before adopting into existing asset systems. Link Boxes and Cable Pits: Published ENA Position Paper 08 on risk management and mitigation (2017); Instigated revision of industry Technical Specification to ensure learning from past failures is addressed in link box design (publication due 2018). Work to contribute to review of Guidance for the Operation and Management of Fluid-filled Cables (EREC C135). Electricity Network Innovation Strategy (published March 2018) H&S issues for workers and public is a key innovation theme.

9 Output 3: Assess industry performance at a national level against good practice guidance from asset health models and competency frameworks What was delivered? Companies have developed their approach to ensure alignment with ISO 55001:2014 (Asset management systems) and report that certification against the specification provides confidence their asset management practices are in line with international best practice. ENA members developed national live working campaign (Oct. 2017). E.g. Is live working necessary? If so, follow procedures and use PPE. Campaign toolkit developed for companies to use in internal communication & training:

10 Output 4: Update and revise Asset Management and Corporate Memory workshop material, including relevant training tools for to be used within the businesses. What was delivered? Asset Management Workshop held in October 2017: Attended by over 70 delegates from companies, contractors, trade unions and HSE. Content covered the theory of asset management and a selection of case studies including: SSEN/HSE presentation on Beauly to Dounreay Fatal Incident Process Safety & Management of Change SAPs and Innovative Assets Cut outs Highlights film of workshop is available on PI website: Content of workshop to be developed into training toolkit for PI website.

11 Output 4: Continued (Update and revise Asset Management and Corporate Memory workshop material, including relevant training tools for to be used within the businesses. ) What was delivered? Member companies continue to use opportunities to remind both existing and new industry colleagues of the key asset management messages and learning from past incidents. Examples include: A new film from ScottishPower Energy Networks marking the 20th anniversary of Barrhead and the industry wide actions in response to the lessons learned. SSEN have adopted an open approach to sharing the learning from the Beauly-Dounreay fatal incident (2012), similarly reminding the industry of the changes to standards and working practices that have been introduced. UK Power Networks have published a collection of asset related incidents for circulation amongst operational staff.

13 Powering Improvement - What next? A clear theme from October s Asset Management Workshop was the continued importance of human factors issues in working on electrical assets; relevant because: PI 2018 theme is Human & Organisational Factors (as in 2013) Joint Champions for PI 2018: Peter Emery (Chief Executive, ENWL) conference session 4; and Sue Ferns (Senior Deputy General Secretary, Prospect) session 5
