1 Job profile Programme Manager (Social Care IT Systems) Group: Care, Welbeing and Learning Service: Directorate Location: Civic Centre Line Manager: Service Directors Car User Status: Casual Grade N Job Purpose To manage the replacement programme of Social Care IT systems including all projects assigned, including resource planning and customer management. The key roles of this post will include: 1. Lead and manage a large programme to revise business processes and implement a Social Care Management System, linking with associated IT systems both internal and external in order to deliver efficient services to the organisation and the people of Gateshead. 2. Deliver efficiencies through service and process redesign. 3. Work with colleagues in ICT and Corporate Commissioning and Procurement on the procurement of hardware and software using project management methodologies. 4. Establish and manage an appropriate programme structure and its team to deliver this programme. 5. Establish appropriate plans to deliver the Programme and its constituent projects. 6. Fully document and assess all risks, issues and dependencies relating to the project and defining and executing effective risk mitigation strategies. 7. Closely monitor progress including risks, milestones and profiling budgets. 8. Input and influence the system replacement programme with responsibility of management and ensuring the programme remains aligned with corporate strategies. 9. Ensure that the replacement social care systems meet requirements of Adults and Children's services and the future operating model.

2 10. Engage relevant stakeholders, ensuring effective communication is maintained throughout the lifecycle in line with the project communication plan. 11. Ensure that the programme remains aligned with corporate strategy and the overall Council-wide transformation programme's objectives.

3 Knowledge & Qualifications Essential: Knowledge and skills Knowledge of key legislation changes across adults and children s services. Good working knowledge of social care systems on the market. Demonstrable knowledge of business analysis, change, testing and process improvement methodologies. Knowledge of supplier and contract management. Excellent IT Skills Excellent oral and written communication and presentation skills. Experience Documenting and assessing all risks, issues and dependencies relating to a project and defining and executing effective risk mitigation strategies. Stakeholder management: managing multiple 3rd party suppliers and ensuring they adhere to the contracted terms and conditions. A track record of successful definition, initiation and management of complex change programmes and projects, including social care systems. Identifying and leading the data migration from various data sources. Managing systems interfaces with corporate systems such as Agresso and with external systems such as NHS / Health & Social Care Network. Leading systems configuration, testing and training delivery. Re-engineering business processes to create efficiencies and reduce costs. Monitoring and controlling progress of the programme including profiling budgets and milestones. Establishing and managing an appropriate programme structure and team to deliver the programme.

4 Managing diverse and multi-disciplinary teams including Business Analysts, Social Workers, Developers, Project Managers and Testers. Leading on transition planning to business as usual. Ability to write and present reports and papers about complex issues. Experience of working with operational staff to solve and develop complex business processes. Management at a senior level within the public service sector or similar environment, with responsibility for corporate or internal service provision. Qualifications MSP (Managing Successful Programmes) qualified at practitioner level or equivalent professional project management qualification Qualified to degree level or equivalent Competencies Customer Focus Puts the customer first and provides excellent service to both internal and external customers
