Head of Construction Technical Support NNB HPC GenCo Ltd Department / Function / Sub-Function / Team HPC Construction Location: Job Purpose / Overview HPC Site The NEC Supervisor will be expected to create a structure and formulate the procedures for the NEC Supervisor roles embedded into the Technical Support Team. The Role will include taking the NEC Supervisor duties within the Enabling Works MDT. To discharge the role requires a range of technical skills and competences, management and communication skills, construction awareness and knowledge of various EDF Standard Project Procedures and Safety Procedures. Contextual Information Hinkley Point is a nuclear site, based in West Somerset, 15 miles from Bridgwater. The Site Construction Delivery Team will increase from 30 people in October 2015 to 80 people by the end of 2016, and probably more than 350 by Meanwhile the contractors population will increase from 150 in February 2016 to 350 to by 2017 Principal Accountabilities The NEC Supervisor has responsibility for all the duties of the role as described under the NEC contract. This responsibility extends to all construction and related activities, reporting to the Head of Construction Technical Support and includes collaboration with the site wide quality surveillance teams, commercial management, programming and planning, monitoring,, client liaison and staff management. As the NEC Supervisor for the Enabling Works the position will report to the Head of Construction Technical support for his section for operations management and delivery of the project. The NEC Supervisor will have a number of direct reports and will input into site wide management issues and a high level of interaction and coordination with other operational members of the site wide team will be required. In addition to the reporting and liaising accountabilities, the NEC Supervisor will be required to adhere to and suggest enhancements and improvements to company policies, procedures and protocols for construction, procurement, health & safety and other functions. The NEC Supervisor will take responsibility for planning the NEC Supervisor duties for individual works sections in support of the work in specific sections of the works and be responsible for the detailed planning and implementation, in collaboration with the rest of the HPC Delivery Team. The NEC Supervisor will:

2 Proactively communicate with other site teams (H&S, contract, project controls, logistics) and Delivery Managers to maintain good communication links, and ensure activity is well and timely reported. Contribute information on specific area to weekly and monthly reports, as well as issuing and maintaining performance and KPI indicators. Support team instructions to take temporary measures to mitigate and keep works safe and within Quality standards. Follow up by taking appropriate and proportionate action (e.g. issue communications, call meetings) to avoid the halt of works. Ensure clear, two-way communication with Line Manager so that all activity is directed appropriately Manage a team of field Inspectors to help everyone to cope with his tasks. Develops the team with a good prospective of site activities (6 months ahead). Monitors and assesses team individuals. Ensures the training of team individuals is updated as required Dimensions The team managed by this post will be in excess of 5 persons. The scope will cover all works relevant to the designated section of the works: The NNB ambition is to build two major EPR nuclear plants, and the position will be part of HPC site construction team. Construction and delivery of Works associated with the Construction of the designated section of the works This post will supervise the activity of the Works Contractors and Interfaces between the Works Contractors as well as adjoining sections of the works Because of the scale of this project, the programme duration and the immovable completion date, the NEC Supervisor must have proven experience in delivering large and complex works projects in the capacity of NEC Supervisor Excellent communication skills are important, along with an ability to work within and promote a team environment. Most importantly, the safe delivery of all aspects of the project is to be promoted and enforced at all times. To this end, the NEC Supervisor will be a staunch advocate of our Safety culture, and help to embed this approach in all processes and activities undertaken on the project. Contract Obligations Liaise with the Construction Delivery Lead to advise of any issues that come to light that should be addressed contractually such as: Issuing required notices. Matters relating to Changes/Variations Provide Information Required Delays Participate in risk workshops as required

3 Attend and contribute to team, project, client and third party meetings as required Provide advice to project teams on planned logistics arrangements Programme Input into and review of the programme progress and forecast position and the agreement and implementation of any resultant actions. Implement any recovery programmes. Prepare and implement any necessary short term workface coordination programmes. Monitor, in collaboration with the Planning Manager(s), Construction Delivery Managers and trade contractors, detailed programmes for all areas of work. Fully understand the construction programme, its requirements and dependencies. Develop and maintain an understanding of the construction activities that must be completed and by when to permit commissioning processes to commence. Ensure field activities are planned and mobilised to meet the programme. Input into construction methods and sequences. Endeavour to identify potential programme issues before they arrive to enable mitigating actions. Design Bring to the attention of the Construction Delivery Lead any items found to require design resolution A general understanding of the design obligations of the designers and contractors. An understanding of the design document and drawing approvals processes to understand what documents are approved for construction use Ensure design decisions are not taken in the field by EDF or contractors but are considered and approved via a formal process. Construction Provide advice, recommendations and support to the Construction Delivery Lead for method statements Input into contractor method statements Direct responsibility to the Head of Construction Technical Support for construction works in the field, their accurate and safe construction and compliance to programme. Coordinate with the activities of other EDF Area construction managers. The implementation of temporary works in accordance with EDF procedures and in close liaison with the project temporary works coordinator and Inspectors. The execution of works in accordance with approved method statements. Ensuring the prompt close out of defects Attendance as needed at contractor progress meetings. With Construction Delivery Mangers and Superintendents, responsible for the coordination of shared and common user plant. Day to day general workface co-ordination of contractors Coordinate the day to day activities of contractors and others on site to ensure all parties can carry out their works as efficiently as possible.

4 Ensure compliance with any Planning Conditions or Restrictions of a construction nature. Quality Understand the construction drawings and the details they convey. Input as appropriate into Inspection and Test Plan and contractor Inspection and Test Plans. Input to and checking to ensure that each package has an approved Quality Plan and Inspection and Test Plan in place prior to works commencement. Ensure that construction managers are complying with such Plans and those defects are being properly identified. Be aware of and implement the agreed inspection processes and defects capture and recording process. Ensure defects are addressed promptly and before they are covered up. Ensure with construction managers that as-installed records are taken and agreed before works are covered up. Assist with and input into the project completion and handover plans Cost / Income Ensure that any resources over which he/she has control are utilised in a manner to minimise the costs to EDF as appropriate to properly executing the works. Ensure key daily records are robustly maintained, including the input of relevant photographs to Site Diaries. All Site Diaries are to be uploaded to In-Touch. Weekly trade contractor progress reports to be reviewed with full commentary. Understand and fully implement project procedures for workface contra-charge issues. Ensure the project rules in relation to day works are rigidly followed by Inspectors.. Knowledge, Skills, ls, Qualifications & Experience The NEC Supervisor reports to the Head of Construction Technical Support. The role is required to have broad knowledge of construction techniques with high technical expertise across their specific types of construction and forms of contract. Specifically the post will have previous experience the NEC Supervisor role and of the duties that the role requires This post is responsible for ensuring the systems are on place so that the requirements of the NEC contract is fulfilled The NEC Supervisor will: 1 Have the ability to build and manage a high performing team that continuously outperforms expectations and objectives 2 Manage the strategic planning of the NEC Supervisor duties 3 Posses excellent organisation and communication skills

5 4 Posses the ability to develop and monitor robust programmes on complex multidisciplinary projects and to implement remedial action if required. 4 Ensure trade contractors and suppliers are resourced adequately to achieve the specified quality of the works 5 Display a good working knowledge of commercial principles affecting construction matters 6 Be able to write informative, concise and meaningful reports 7 Motivate and energise staff by building a climate of trust and understanding and actively seeking alternative views and opinions. The NEC Supervisor will have the following : 1 Extensive experience in the delivery of large, complex projects, including Power, Chemical and Industrial 2 Experience of successfully completing sections with a value of 50M to 100M on similar sized complex projects ( 1B - 3B) 3 Tertiary qualifications in Civil, Mechanical, Electrical Engineering or Construction management, or equivalent vocational training and experience 4 Experience of operating in a high security environment. 6 Experience of fulfilling the NEC Supervisor role as required under the NEC contracts The NEC Supervisor will be have the capability to 1 Lead a team and collaborating with other senior managers to effectively manage operations of the site 2 Develop junior members of the team and imparting knowledge and skills 3 Understand and liaise with construction and project personnel to assist in logistical, sequence, and methodology planning 4 Adopt a results-focussed mind set, using initiative wherever possible and taking personal responsibility and accountability to ensure necessary action is taken to deliver excellence, value and quality. 5 See the big picture and ensure his reports have a positive understanding of project goals, needs and strategies. 6 Be alert and responsive to the need for change by encouraging new thinking and initiatives 7 Make autonomous decisions and operate with minimal supervision 8 Strong communication skills in English required, knowledge of French can be an advantage Key Competencies RESPECT: - Motivating and Energising; Communication & Influence; Equality, Diversity & Inclusion

The requirements cover general industry competencies gathered by education, training and experience. HPC site specific requirements will be gained by an extensive HPC specific training programme that all employees must attend. This post requires to achieve Level 2, defined as 2 - Supervised Practitioner working awareness/increased knowledge of the topic and capable of applying standard processes and procedures within current role. May require some guidance and support when dealing with more unusual or unfamiliar situations. Alternatively refers to the level of awareness/ knowledge of the topic to enable the person to sufficiently understand the information provided by a practitioner/expert and make appropriate decisions.
