Being a high performing organisation DM Reference (DM#): Position Title Position Number , Division Unit Classification/Band Surveillance Construction Project Manager Connections Project Project Directors Office MEA - E Employment Status Fixed Term to 30 June 2019 Salary Position reports to Location Position Contact Total Remuneration Package in excess of $122, (including superannuation) Safety Manager Various sites within the GMID Daniel McNamara Approval Date EM April 2018 Role Purpose To assist the Project Director to manage the successful and timely delivery of the Goulburn-Murray Water (GMW) Connections Project which will deliver a modernised irrigation system for the gravity irrigation schemes across Northern Victoria, generating water savings and contributing to the delivery of a modernised irrigation system throughout the Goulburn Murray Irrigation District. This role is located within the Connections Project (the Project) Safety and Site Surveillance Team within the Project Directors Office. The Safety and Site Surveillance Team are a shared resource across the Project with substantial assistance provided to the Construction and Early Contractor Division which is responsible for the provision of project management, earthworks and civil construction services across the Goulburn Murray Irrigation District (GMID) to remediate, rationalise and replace irrigation assets in order to meet the Project objectives. The successful applicant will be responsible for monitoring external construction contractors undertaking works on Goulburn-Murray Water (GMW) channels, regulating structures, metered/unmetered outlets and pipelines. The role will also cover works on privately owned infrastructure, referred to on the Project as On Farm Works (OFW). The position will be responsible for ensuring that external contractors maintain the application of appropriate civil construction practices ensuring efficient, high quality outcomes are achieved. The positions will be responsible for ensuring all construction activity is undertaken in compliance with the relevant technical specifications, OHS, quality and Environmental policy and procedure.

2 Key Accountabilities Ensure adequate monitoring of externally based civil construction crews based primarily in the field to deliver works packages. Monitor and review the suitability and implementation of the contractor s safety, environmental and quality systems in the field Monitor and manage budgets and variations for the scope of works overseeing Regularly monitor and report project progress to Safety Manager Conduct pre-construction inspections to review the constructability of designed works including detailed design drawings and technical specifications Attend hold and witness points as required by the applicable Inspection Test Plan (ITP) to facilitate works progression Carry out final inspections to identify incomplete or defective work and verify work completed to specification Undertake assessment and validation of contractor variation proposals Formalise and submit documentation to substantiate variation claims Maintain a variation register for the scope of works in which you are responsible for Complete Defects and Punch List registers for the scope of works through to close out Complete weekly reporting on project status Key Selection Criteria The Key Selection Criteria for this role are the capabilities in which candidates for this position must demonstrate competence. KSC Selection Criteria Demonstrated competence in the coordination and supervision of day labour and contractors with a prime focus on 1 the construction of irrigation structures and associated equipment, to achieve safety, environmental, time, budget and quality requirements. Demonstrated understanding of the importance of creating and maintaining a culture of continuous improvement in 2 relation to safety, environment and quality. High level of oral and written communication skills, conflict resolution and negotiation skills; and the ability to work 3 effectively as a leader in a team environment. 4 Demonstrated ability in prioritising work activities, managing concurrent tasks and competing deadlines. It is a mandatory requirement of this position that the incumbent should have completed a relevant training in Civil 5 Construction (e.g.cert IV or Diploma), or be able to demonstrate substantial competence through extensive experience and knowledge Position Capabilities The GMW People Capability Framework applies to all employees. Completion of a tertiary qualification in construction, civil engineering or project management; OR extensive and relevant construction experience. Current manual drivers licence Must be physically fit and capable of working in various work environments (including outdoor work) and under differing work conditions.
