2 Populating the Repository the wider context

3 What s in it for external bodies? Funding bodies e.g. Wellcome Trust The Wellcome Trust supports unrestricted access to the published output of research as a fundamental part of its charitable mission and a public benefit to be encouraged wherever possible. Specifically, the Wellcome Trust: expects authors of research papers to maximise the opportunities to make their results available for free Research Councils UK Ideas and knowledge derived from publicly-funded research must be made available and accessible for public use, interrogation and scrutiny, as widely, rapidly and effectively as practicable Knowledge Transfer

4 What s in it for Institutions? A central place to showcase the research of an institution to the outside world Easier compilation of publications data for research exercises like the Research Excellence Framework (REF) University management (and others) will know what research is being done Interdisciplinary links might be made more easily

5 What s in it for researchers Research will be disseminated more widely and may achieve greater impact Easier to comply with funding body Open Access requirements Easier to produce publications lists for CVs, grant applications etc. Repositories will allow researchers to link other digital objects to their publications e.g. research data sets; media files

8 Key drivers for open access in University of Glasgow Increased impact for research made openly available Statistics provided from our institutional repository (Enlighten) show significant download of the content some individual papers downloaded more than 10,000 times 1.4 million PDF downloads since the launch of institutional repository Public presentation of the University s research profile Currently distributed over Faculty/Departmental websites. Enlighten provides a top level interface Compliance with funding body policies on Open Access Funding bodies are concerned about compliance with their policies and we must support staff in complying Effectively managing our research publications To maximise our participation in future research evaluation exercises

9 Supporting the University s research strategy "investing in interdisciplinary research across the traditional boundaries of academic disciplines" greater awareness by GU staff of work being done elsewhere in the institution encourages interdisciplinary working "New research alliances with world-class universities will be formed, resulting in new business opportunities as well as philanthropic alliances in developing countries" greater visibility of our research opens up opportunities for alliances/ open access to our research benefits developing countries "A supportive environment will be created, including efficient research administration" The development of Enlighten will contribute to more efficient research administration

10 Research Assessment and publications database Enlighten used to make some publications available in the public domain for RAE purposes raised profile of Enlighten across the University The University of Glasgow is participating in the REF pilot We submitted publications for all RAE eligible staff across 27 units of assessment very time consuming to compile RAE/REF underlines the need for the University to manage its research outputs centrally and effectively

11 Critical barriers to Open Access Lack of time to deposit publications requires different models for deposit The author final version problem - authors retaining a version of their article that can be deposited into Enlighten Concerns about multiple versions Enlighten links to the authoritative version of the publication Concerns about copyright Library staff check copyright for authors using ROMEO listing (

12 The road to a Mandate Significant work by Library staff advocating Open Access and the University s institutional repository for a number of years Significant investment by the University and Library in developing the repository and supporting staff to use it April 2006 University statement on open access strongly encouraged the deposit of published work into Enlighten Mandate for the deposit of e-theses in January 2007 Decision post RAE/REF to use Enlighten as platform for University s central publications database

13 Senate approval of Mandate Discussions informed by Harvard decision to mandate important influencing factor for the University ; also other Scottish mandates, e.g. University of Stirling Final request for mandate came from me to Library not the other way around! Publications policy, including requirement to deposit, presented to University Senate in June Voted through with no objections only supportive comments, and practical questions about how policy would work

14 Elements of the Mandate Requires staff to deposit the full text of peer reviewed journal articles and conference proceedings (where publisher agreements permit) from start of 08/09 academic session Encourages deposit of other types of research publication Incorporates requirement for bibliographic details for all research publications from 2008 onwards Also includes requirement for standard form of address for journal articles

15 Immediate future Lots of work still to be done to publicise policy and make it work in practice Recognise from experience of other institutions with mandates that it is still not a guarantee of getting anything like all full text Working with University web team to use Enlighten to generate staff publication lists on staff pages Working with IT Services to more easily assign unique identifiers/staff numbers to publications Investigating how best to build the deposit of items into departmental publications workflows

16 Success? Adoption of the policy is just the beginning Will be some time before we know if the policy is working or not Question of non-compliance has not yet been addressed However - Policy highlighted in recent update to Senate as KPI for International Excellence in Research within University s research strategy Achievement of the publications policy is the result of several years of advocacy we hope we are well on the road to achieving open access enlightenment
