1 DEPUTY AUDITOR POSITION DESCRIPTION Position Purpose Clerical employees who act under the general supervision of the County Auditor and are responsible for assisting with performance of the Auditor s statutory duties and performing the division of motor vehicle licensing duties. Distinguishing Characteristics Deputy Auditors have frequent interactions with the public the majority of the work day and sets a positive tone regardless of the work challenge. The duties of the office are shared among all Deputies and will be assigned on a rotation as needed. As such, individuals in these positions must be flexible regarding their daily duties. Essential Duties _ Estimated % Time County Board Business Rotated Assist the Auditor in providing administrative support to the County Board: Draft the Board agenda and scheduling appointments/presentations for Board consideration Prepare background information materials for the County Board in advance of each meeting as may be needed Take minutes, drafting resolutions and correspondences for the Board Maintain Board records and research information from those records on Board request Act as liaison between the Board and department heads, members of the press and the public Property Transactions Process real property transfers Use Arc/GIS mapping Software to draw property maps based on legal descriptions Work with title company staff, attorneys and members of the public to address concerns and resolve errors Disseminate property information to all Land Use departments Update the MNTax system to reflect all changes Property Taxes Assist the Auditor in: Calculating taxes and settlement activities utilizing the AS400 tax calculator Calculating settlement payments for multiple taxing districts Analyzing levies, TIF and special assessments for the tax system; communicate with taxing authorities (school districts, cities, and townships) to ensure accurate levies Auditing tax rates for accuracy

2 License Center Perform all license center transactions related to motor vehicle registration and licensing, driver licensing, Department of Natural Resource vehicle registration and wild game harvest licensing and registration including Vehicle Licensing o Review applications for registration of motor vehicles, boats, trailers, snowmobiles, bicycles and motorcycles o Collect fees for license, excise tax, transfer and titles o File required state reports Drivers Licenses o Verify required information for driver s license, work permit applications, and license reinstatements o Explain rules to applicants and determine what type of license is needed o Administer vision exam, photograph applicant o Collect proper fees DNR Licenses o Process weekly reports for DNR licensing o Record transactions, receipt and deposit money, issue checks and reports to the state Generate daily reports and balancing cash drawers o Audit revenue collected by license center staff and submit the state share to the state of MNLicense Center Elections Assist the Auditor in the coordination of biennial November elections, annual township elections and special elections: Maintain accurate voter records within SVRS (Statewide Voter Registration System) Set-up and maintain Precinct Finder database Ensure accuracy of ballots Perform functions related to absentee balloting Other Duties Provide general office support and reception Sales Licenses Process/Issue initial and renewing licenses for liquor sales, auctioneers, tobacco sales, and peddlers Posting revenue due the County delinquent taxes Prepare the delinquent tax list for publishing and notify each property owner Posting Revenues Assign appropriate coding for countywide revenues and process them accordingly. Process Fuel Tax, Mortgage and Deed tax, and Property Tax settlement submissions Process billing for Auditor Office services such as T & C listings Generate delinquent tax lists Other duties as assigned

Employment Standards AA degree in Accounting, Business Administration, or a closely related field; and Two years of related experience OR- An equivalent combination of related education, training and experience demonstrating the ability to perform the essential functions Essential Experience Required Pre-employment: Working knowledge of accounting/bookkeeping procedures Working knowledge of contemporary office technology including Microsoft Office, data base creation and maintenance Post-Employment (for successful completion of probation period): Knowledge of procedures for issuing motor vehicles, game/fish and driver licenses; must obtain all requisite contemporary MDRA, DVS, MNLARS, and MN DNR ELS certification and training Ability to read legal descriptions and deeds and to perform related office duties Some working knowledge of AS400 accounting software Ability to work with the SVRS (Statewide Voter Registration System) Desirable Experience: Extensive customer service experience Experience working with real estate documents and legal descriptions In addition to strong technical expertise, the person in this position must have the following knowledge, skills and abilities: Demonstrates: The ability to identify and solve problems creatively both in an autonomous setting as well as a contributing member of a team, seeking guidance/direction as necessary and appropriate An appreciation for and ability to strive for continuous quality improvement can analyze situations and evaluate potential for improvement Adaptability and has the ability prioritize job responsibilities and to organize multiple activities and complete them prior to deadlines Effective interpersonal and communication skills (written and oral) from various backgrounds and has the ability to effectively address challenging situations and difficult people Strong analytical skills, including the ability to understand and accurately relay information in both quantitative and narrative formats including the ability to analyze reports, identify problems and determine why reports fail to balance and determine corrective action Strong technical working knowledge of:

4 o Microsoft Office and Excel and has accurate typing, data entry, and 10 key adding machine skills o Ability to read and understand legal property descriptions, real estate documents o Ability to perform basic mathematical concepts such as fundamentals of plane and solid geometry and working with fractions, percentages, and ratios o ARC/GIS mapping software, LandShark/Land link, ecrv, Beacon, Deed Log (internal database), MN Revenue database o AS400/IFS accounting software o MNLARS and MN DNR (software to perform license functions).
