General Summary of Function/Purpose of Position This position functions as the director/administrator of the Bureau of Health and Wellness and will be responsible for managing the Division of Chronic Disease and Injury Control (DCDIC) and the Division of HIV and STD Programs (DHSP). DSHP is responsible for the statewide implementation of programs and services related to the prevention and care of individuals with Human Immunodeficiency Virus (HIV) and Sexually Transmitted Diseases (STD). The DCDIC is a statewide program that oversees programs and services related to prevention and management of chronic diseases and their associated risk factors (e.g., asthma, arthritis, cancer, diabetes, oral health, kidney disease, heart disease, stroke, poor nutrition, physical inactivity, obesity and tobacco use). This position coordinates integration among programs and with the public health, health care and community services systems to leverage resources and improve population health outcomes. This position is responsible for establishing internal controls to efficiently and effectively coordinate budget, policy, data, personnel and labor relations, employee engagement and continuous quality improvement efforts related to the Bureau.

Duty 1 General Summary: Percentage: 35 Develop the goals, objectives for the bureau and participate in the development and implementation of the agency s and departments mission and strategic plans. Establish, maintain, and improve internal policies and procedures governing the daily operations of the bureau. Set bureau goals and objectives to align with the Administration, Department and SOM. Establish short/long term program goals and objectives, set priorities, determine and implement operating policies. Oversee the development and/or implementation of state plans impacting division responsibilities. Provide strategic direction to divisions in the implementation of Health in All Policies (HiAP). Assure continuous growth and development in program knowledge, practice and leadership including a focus on health disparity reduction and improving health equity for all populations. Work with Division/Section/Unit Managers and staff to establish a process which assures consideration and input from all levels, including quality improvement and employee engagement initiatives. Confer with officials from federal, state, regional and local agencies, professional organizations and interest groups on matters relating to the Bureau programs. Prepare for National Public Health Accreditation by advancing and transforming the quality and performance of Bureau activities thru development, documentation and implementation of processes, procedures and policies. Assure the Senior Deputy Directors is informed of significant events. Duty 2 General Summary: Percentage: 30 Provide programmatic and administrative oversight of programs under the auspices of the Bureau of Health and Wellness through the Division of Chronic Disease and Injury Control (DCDIC) and the Division of HIV and STD Programs (DHSP). Assure divisions support PHA and DHHS strategic priorities. Direct the development, and implementation of the bureau goals and priorities. Assure equal employment opportunity in hiring, promotion, disciplinary and other employment practices. Create and sustain a transparent, diverse and inclusive teamwork atmosphere. Meet with staff at frequent intervals to review ongoing work. Evaluate performance and take corrective action when necessary. Approve work plans developed by divisions for reaching objectives.\ Assure Division Directors complete all performance evaluations in a timely manner. Monitor progress toward objectives though meetings, reports and scorecards. Provide consultation to staff in response to issues that arise out of ongoing work. Assure internal control processes are in place for budgeting, auditing and quality improvement. Support and encourage staff participation on state and national workgroups/committees for professional development.

3 Duty 3 General Summary: Percentage: 25 Directs the development and administration of budgets, personnel services, contracts, and federal grants. Manage funding streams and oversee the preparation of budget documents for annual appropriations, projects and expenditures during the year. Provide administrative direction for program planning, budgeting, implementation and evaluation for divisions. Ensure timely and accurate development of grant, cooperative agreement applications and contracts. Ensure that the goals, objectives and activities of all grants and contracts are met and provide for quality assurance and quality improvement. Ensure that all state and federal regulations for auditing and sub-recipient monitoring are met. Review all grant, cooperative agreements, or contract reports for accuracy and timeliness of submission. Coordinate grants, cooperative agreement or contract activities with partner state, local, regional or federal agencies, as appropriate, to advance the objectives of the department. Provide oversight for the development of assessments and surveys to mitigate gaps for program improvement and client satisfaction. Duty 4 General Summary: Percentage: 10 Provide consultation and assistance to the Senior Deputy Director, other bureaus, local and state partners. Participate in departmental, state or local meetings to exchange information on policy and management. Review and approve division publications. Review the scientific basis for new and ongoing studies, inquires and projects. Build and maintain relationships with partners and/or stakeholders including departmental organizational units, local, state and federal agencies. Perform other duties, administrative and/or management tasks as requested by the department. 16. Programmatic oversight of the Bureau of Health and Wellness; setting goals, work flow assignments, priorities, budgets and staff assignments. Development of performance metrics and planning targets for divisions. 17. Describe the types of decisions that require the supervisor's review. Decisions that have major policy impact where there could be potential legal action, significant legislative issues, media response, or issues that may be of a sensitive or political nature. These decisions are required to be brought to the attention of the Senior Deputy Director. 18. What kind of physical effort is used to perform this job? Minimal physical efforts is required to perform the job. Considerable time is spent working on computers and participating in conferences and meetings. What are the minimum education and experience qualifications needed to perform the essential functions of this position. EDUCATION: Possession of a bachelor s degree in any major. EXPERIENCE: State Bureau Administrator 18 Two years of professional managerial experience. Alternate Education and Experience State Bureau Administrator 18 Education level typically acquired through completion of high school and three years of safety and regulatory or law enforcement supervisory experience at the 14 level; or, two years of safety and regulatory or law enforcement supervisory experience at the 15 level, may be substituted for the education and experience requirements.
