The ideal Crimes and Intelligence Analyst candidate is a highly motivated professional who takes initiative on projects, coordinates well with others, demonstrates strong analytical thought processes in researching, compiling, evaluating, and analyzing intelligence and crime information. The ideal candidate has a strong technical background in using geographic information systems for quantitative and qualitative analysis, statistical analysis, and database applications. Additionally, the ideal Crimes and Intelligence Analyst candidate will have experience in/will possess: Leveraging Criminal and Intelligence-derived data from disparate sources for analysis; An understanding of the distinction between crime patterns, series, and trends; Strong writing skills, and the ability to make effective public presentations; Tactical, administrative, and strategic analytical support to a law enforcement and/or intelligence agency; Data visualization, including spatial analysis of criminal activity; Link analysis of complex criminal activity and/or associations; Leveraging digital evidence to target and identify criminal activities; Statistical analysis; Current technologies and trends within the profession; and The ability to work independently, with limited guidance and/or in a collaborative team environment The ideal candidate will also be an individual who personifies and exemplifies the City's Mission, Vision and Values. CRIMES AND INTELLIGENCE ANALYST Purpose The Crimes and Intelligence Analyst is responsible for performing difficult statistical and legal research relating to crime pattern direction, suspect-crime correlation, target-suspect data and crime forecasting. Provides accurate and timely crime and intelligence information in support of patrol operations, criminal investigations, crime prevention, and administrative functions. The position requires specialized expertise in statistical analysis, and organization and methods analysis; all within the context of the City's Mission of providing responsive, cost effective and innovative local government services through a collaborative effort with the community to make Concord a city of the highest quality. Supervisory Guidance Received/Given Supervisory guidance is intended to provide supervisory support and control, and includes general work direction, particularly regarding project priority. Requests for service are received from numerous sources; employee must exercise independent judgment and initiative in developing project scope, priority, and requirements for supervisory approval. Employee may supervise support staff in the preparation of crime data statistics. Allocation Factors/Distinctions Professional classification. Working Conditions Work is normally performed in an office setting, but may involve visits to field locations. Physical Demands Ability to: upward and downward flexion of the neck. Frequent: sitting, use of hands to operate computers, printers and copiers. Occasional: walking, standing, bending and twisting of neck, bending and twisting of waist, squatting, simple grasping, reaching above and below shoulder level, and lifting and carrying of files weighing up to 10 pounds. Be able to have flexibility to work at table top digitizer for prolonged periods of time. Distinguishing Characteristics This is a journey level, non-public safety classification within the Police Department. It is characterized by the responsibility to provide crime and criminal intelligence research and analysis. This class differs from the Senior Crimes & Intelligence Analyst in that the latter class performs more complex crime and intelligence analysis, trains personnel on crimes analysis to both civilian and sworn staff, and has supervisory duties over lower level staff including Crimes & Intelligence Analysts, support staff, volunteers, and temporary employees. Collect, organize and analyze crime data based on geography, trends, common suspects and methods or operations in support of Police units. 2. Assist operations and administrative personnel in planning the deployments of personnel and resources for the prevention and suppression of criminal activities. 3. Performs probability studies and statistical analysis such as random samplings and correlation and regression analysis to correlate and analyze crime information. 4. Convert raw data into valid criminal intelligence information and convey information to Police personnel in a variety of formats including charts, graphs and tabulations to portray and define data. 5. Create criminal profiles, association matrices and link analysis to identify high risk offenders and aid the efficient deployment of law enforcement resources for investigations. This includes gang identification, validation and assessment procedures and criteria. 6. Provides court testimony on analytical products, techniques, research, targeting, and methodology and maintain chain of evidence. 7. Provide case support to criminal investigations by geographically linking criminal intelligence to individuals, organizations and criminal activity. 8. Provide forensic cell phone data retrieval, interpretation and analysis. This includes cell phone call detail record (CDR) and tower interpretation analysis. 9. Provide social network analysis on cellular phone data to identify relationships between criminal suspects and their proximity to criminal activity. 10. Maintain a consistent and current understanding of laws and technology in the assigned area of responsibility. This includes laws surrounding the retrieval of computer and cell phone data by use of search warrants. 11. Positively interact and communicate with Police personnel, other city employees and the community on crime analyst/research issues; and respond to ad-hoc requests for various information and statistical reports from all levels and units of the department. n-essential Job Functions 12. Generally, this will require: Education: Completion of a Bachelor's degree from an accredited college or university in public or business administration, information management, criminal justice or other related field. Experience: Two (2) years of paid, professional experience utilizing multiple intelligence systems, performing research, collection, analysis and presentation of complex crime and/or intelligence analysis within a law enforcement agency, crime analysis, criminal intelligence or military intelligence unit.
