1 REQUEST FOR EXPRESSION OF INTEREST FOR CONSULTANCY SERVICES TO CONDUCT MID-TERM REVIEW OF THE NATIONAL DEVELOPMENT STRATEGY FOR THE REPUBLIC OF MAURITIUS SEPTEMBER 2014 (Ref: MHL/EOI/01/14) [Authorized under Section 24 (2) (a) of the Public Procurement Act 2006] 1.0 Introduction The purpose of this Expression of Interest is to seek proposals from reputed qualified firms in individual capacity or joint venture with other consulting firms for the development of a National Land Development. The national land use strategy for Mauritius is contained in the National Development Strategy (NDS) which was approved in 2003 by Government and given legal force in June The NDS comprises a range of policies for nationally significant development and provides guidance for developing residential, tourism, a range of employment uses and major transport and infrastructure proposals. The NDS provides guidance on where land should be protected (i.e. environmentally sensitive areas) or where caution should be exercised when determining if strategic development should go ahead. It sets out the Government vision for land development over the next twenty years. The new National Land Development Strategy will provide strategic guidance for the future land use strategy. It will make recommendation for a public transport strategy, smart growth principles and compact development strategy. In addition, it will provide a holistic land development framework and a coordinating mechanism to ensure that serviced lands are available for projects to start. 2.0 The Objectives of the Assignment 2.1 The main objectives of the assignment have been defined as follows: to undertake a review and update of the 2003 NDS, and propose new directions for land development planning up to 2025 consistent with the Maurice Ile Durable (MID) principles; Page 1

2 to review the various land polices and land management practices of different stakeholders over the last 10 years, and identify and propose corrective measures and changes to the land use planning law, where appropriate, consistent with the revised NDS and the MID principles; to make recommendation for a transport strategy including public transport as an integral component of the land use proposals; to define zones for different types of economic activity, including residential development and land for affordable housing; to ensure that environmental sensitive areas and highly suitable agricultural lands are protected from development pressures to define an Action Programme for implementation setting out key indicators, identifying lead partners and delivery bodies, reflective with the intermediate time horizon of the Economic and Social Transformation Plan and the Programme Based Budgeting processes. 3.0 The Scopes of the Assignment Major Tasks:- The scopes of works to be undertaken by the Consulting Firm / Consultants are as follows:- To provide a strategic land development framework which will set out Government policies on the future use of land and major infrastructure projects over the next ten years. The key elements of the strategy will include a vision statement, guiding principles, assessment / evaluation of issues, SWOT analysis, including demographic trends, economic issues, settlement policies and technology to assess the land development sector. The strategy will make proposals to facilitate the provision of serviced areas for development purposes and formulate a mechanism to recoup costs for major infrastructure projects. Page 2

3 The study will identify the capacity, constraints and bottlenecks that exist within the policy, legislative and institutional and integrated management frameworks and will come up with recommendation for a holistic approach to land use planning. (Note: A separate consultancy is being launched for the preparation of a New Land Use Planning Bill). 4.0 Consultancy Services An expression of interest is being sought from suitable Consultancy firms/ Consultants for the purpose of short-listing a multi-disciplinary team of professionals having expertise, experience and resources to carry out the assignment. The Consultancy firm/ Consultants should provide information on the profile of the company, its organisation and staffing. In case of associations between two or more firms, the name and address and profile of the participating firm and nature of the association such as joint venture or subcontract should be stated. The lead firm should be clearly identified. The core personnel of the project shall consist of a multi-disciplinary team of a minimum of 6 consultants having expertise in the following sectors: Urban planning Transport Planning/Infrastructure Planning Demographer/Economist GIS expert Civil Engineering/Master Planning Environmental Planning and Tourism Planning Urban Design and Governance In responding to this expression of interest, the Consultancy firm / Consultants should clearly specify how they would provide the above referred skills, competence, resources and services for this particular assignment. The curriculum vitae of staff who would work on the assignment should be submitted. The Consultancy firms / Consultants shall demonstrate its competence and experience in previous assignments of similar nature and or related consultancy services undertaken in the previous 10 years and carried out in small island states and or developing countries. 4 The consulting firm personnel should be fluent in both spoken and written English with excellent report writing skills. A working knowledge in French would be an advantage. Shortlisting of firms will be done on the basis of an assessment of the firm`s profile, experience and competencies of proposed resource persons. The selection of the Consultancy firms/ Consultants for the project shall be based on a Quality and Cost method through Request for Proposals. The information provided by the applicants will be used to shortlist about six (6) Consultancy firms / Consultants who will be invited to bid for the Request for Proposal by end of February The signature of the contract with the successful bidder is tentatively planned for July The duration of the consultancy service will be 18 months starting from July Submission of EOI The Expression of Interest and all documentations shall be submitted in English in both hard copies (3 copies) and electronic version (in PDF format on a CD), in sealed envelope marked EOI Consultancy Services for the Preparation of a Revised National Land Development Strategy for Mauritius and shall be deposited by Wednesday 08 October 2014 up to 13:00 hours (Mauritian Time) in the Tender Box of the Ministry of Housing and Lands at the following address: Ministry of Housing and Lands 6 th Floor, Ebene Tower Plot 52, Ebene Cybercity Mauritius Information requested shall be submitted in English by all applicants.
