1 (BCRP) Salary Supplement and Program Eligibility In June 2002, The School Board of Broward County, Florida, adopted a policy to provide salary supplements to instructional personnel who demonstrate outstanding professional practice. This policy established the following two categories of instructional personnel who are eligible to receive the 5% supplement: Category 1: National Board Certification - Any teacher who has achieved National Board Certification (NBC) will receive the District supplement of $2,438 or 5% of their base salary (whichever is higher). Category 2: Broward County Recognition Program - Any instructional personnel who are ineligible to apply for NBC because there is no NBC subject area and/or would not qualify for the Dale Hickam Excellent Teaching Program. See website for specifics on the Dale Hickam Excellent Teaching Program and website for a current listing of NBC content areas. The District, by adopting the second category, recognizes the accomplishments of those instructional personnel who are ineligible for NBC but are capable of achieving the same standard of excellence as depicted in that program. The Broward County Recognition Program is framed around the concept of the NBC that has been established to allow these instructional staff members to attain the 5% supplement. The remainder of this document outlines the Broward County Recognition Program guidelines and application form. 2 PROGRAM OVERVIEW: The BCRP has established eleven standards that are generic across all job roles and form the basis for which all applicants are expected to demonstrate competency (see BCRP Standards below). Demonstration of competency will consist of portfolio entries. Applicants prepare a portfolio by videotaping their practice, gathering client progress products and other artifacts, and providing detailed analyses of their practice. The portfolio is designed to capture job performance in real-time, real-life settings, thus allowing trained assessors to examine how applicants translate knowledge and theory into practice. A successful candidate must complete and submit all required portfolio entries and achieve a total score of 8.25 to be classified as successfully meeting BCRP standards. Broward County Recognition Program Award is issued for a period of three years, providing the funding continues to be supported by the District. STANDARDS: The following eleven standards are generic across all job roles and form the basis for which all applicants for the Broward County Recognition Program are expected to demonstrate competency: I. Knowledge of Client Accomplished professionals draw on their knowledge of their field and their relationships with clients to understand their abilities, interests, aspirations and values. II. Knowledge of Content or Field Accomplished professionals draw on their knowledge of their field to set attainment and worthwhile goals for their clients. III. Environment Conducive to Goal Achievement Accomplished professionals create an inclusive, caring, and challenging environment in which clients actively progress. IV. Fairness, Diversity, and Equity Accomplished professionals demonstrate their commitment to the principles of equity, strength, diversity, and fairness through their practices toward all clients. V. Resources Accomplished professionals select, adapt, create, and use rich and varied resources, both human and material. BCRP of 5

3 VI. Engagement Accomplished professionals actively work with clients to explore in purposeful ways important and challenging concepts, topics, and issues to build competence and confidence. VII. Multiple Paths to Knowledge Accomplished professionals use a variety of approaches to help clients strengthen understanding and gain command of essential knowledge and skills. VIII. Assessment Accomplished professionals employ a variety of assessment methods to obtain useful information about clients in order to develop and assist clients in reflecting on their own progress. IX. Reflection Accomplished professionals regularly analyze, evaluate, and strengthen the effectiveness and quality of their practice. X. Family/Community Involvement Accomplished professionals work collaboratively with parents, guardians, and other caregivers to understand their clients and to achieve common educational goals. XI. Contributions to the Profession Accomplished professionals work independently and collaboratively with colleagues and others to improve schools and to advance knowledge, policy, and practice in their field. ELIGIBILITY: The BCRP is available to any instructional personnel (covered under the Broward Teachers Union collective bargaining agreement) who meets the instructional personnel category two on page one and has effective evaluations in Broward County for the previous three years of continuous service. PORTFOLIO REQUIREMENT: Applicants seeking BCRP status are required to develop a portfolio documenting evidence of mastery of the BCRP standards. The portfolio offers applicants the opportunity to demonstrate their ability to meet the BCRP standards through work samples, reflections, and videotaping of their actual practice during a specified time period. Each specific portfolio entry is designed to reflect activities that applicants engage in during their workday and develop in collaboration with other practitioners. BCRP of 5

4 The portfolio consists of several different entries, each of which asks for direct evidence of some aspect of the applicant s work and an analytical reflective commentary on that evidence. There are three categories of entries: Entry 1: Analysis of Clients Progress, Entry 2: Thinking Through the Process, and Entry 3: Documented Accomplishments. There are approximately six months between the receipt of portfolio instructions and the deadline for submitting portfolio entries. In addition to completing the client interaction based entries, applicants document their work outside the classroom with families, the larger community, colleagues and the larger profession. They must emphasize the quality of the contribution, show evidence of their accomplishments and comment on the impact and importance of those accomplishments for client progress. Videos and work samples are supported by commentaries on the goals and purposes of the interaction, reflections on what occurred, the effectiveness of the practice, and the rationale for the applicant s professional judgment. All material becomes property of the District and are not returned to the applicant. Completed portfolio entries should reflect standards and provide evidence of an applicant s level of accomplishment. SCORING: The scoring is based on the National Board for Professional Teaching Standards Scoring Standards (NBPTS) and will be done on a sliding scale of 0.75 to 4.25 for each entry. Plus and minus scores are allowed, which are represented numerically as 0.25 from the whole number score. The BCRP applicant must achieve a total score of 8.25 to be successful and receive the monetary incentive from the District. More than one scorer will evaluate each entry to ensure that ratings are consistent and reliable. The scoring will be done blindly, such that the scorer will not be given any background information about the applicant to ensure objective scoring. If unsuccessful, the applicant can reapply each school year that they are ineligible for National Board Certification. APPLICATION PROCESS: 1. Complete and sign the BCRP Application Form (Principal or Department Head signature also required). Nonrefundable application fee of $60.00, for new applicants must be made at For renewal applicants nonrefundable application fee of $35. Payment reference number must be documented on application. Applications will not be processed without reference number. Submit original completed application to Trudy Navarro (copies and faxes are not accepted) at Teacher Professional Learning & Growth/Davie on or before October 27, 2017, with the following: a. Copies of Effective Evaluations for School Years: , and b. Signed Letter of Understanding BCRP of 5

5 2. Teacher Professional Learning and Growth will verify the applicant s eligibility status. Eligibility notices will be communicated via within two weeks after the application deadline. Eligible candidates can access portfolio instructions on the TPLG website at Completed portfolios are due to Teacher Professional Learning and Growth/Davie by May 25, Teacher Professional Learning and Growth will mail applicants their score notifications in writing on or before July 31, INCENTIVE: The successful applicant who achieves BCRP status and receives an effective evaluation in the previous year will receive 5% of their base salary paid out in monthly installments beginning the school year for three (3) years as long as they maintain effective evaluations and the funding continues to be supported by the District.
