Matters concerning the evaluation June 14, 2016: At the 9th Working Group on the National Research Institute for Earth Science and Disaster Prevention under the National Research and Development Agency Council of Ministry of Education, Culture, Sports, Science and Technology (hereinafter referred to as the Working Group ), the first hearing including explanations on the results of the self-evaluation conducted by NIED from the President and others was conducted, and we received advice based on scientific knowledge from the members when the evaluation is conducted by the competent Minister. July 7, 2016: At the 10 th Working Group, the second hearing on the results of the self-evaluation conducted by NIED was conducted, and we received advice based on scientific knowledge from the members when the evaluation is conducted by the competent Minister. July 21, 2016: At the 11 th Working Group, we received advice based on scientific knowledge from the members when the evaluation is conducted by the competent Minister. August 2, 2016: At the 6 th National Research and Development Agency Council of Ministry of Education, Culture, Sports, Science and Technology, we received advice based on scientific knowledge from the members when the evaluation is conducted by the competent Minister. 4. Other important matters concerning the evaluation Important change in the juridical person subject to evaluation In response to the revision of the Act on General Rules for Incorporated Administrative Agencies, the Independent Administrative Agency to National Research and Development Agency was changed to the National Research Institute for Earth Science and Disaster Prevention in April

Overall evaluation Evaluation 1 (Grade S, A, B, C, D) Grounds A: It is found that NIED has produced outstanding achievements and achievements are expected to be produced also in the future toward the maximization of R&D achievements under effective, efficient and proper business operations as a result of comprehensively evaluating the achievements of its activities and initiatives taking various circumstances into consideration in the light of the purpose, business and medium to long-term objectives as a national research and development agency. It should be highly appreciated that NIED greatly contributed to disaster response by the affected local governments through providing the disaster-stricken areas with support and disaster information and applying developed technologies and made efforts for making use of R&D achievements for the benefit of society. It is found, therefore, that achievements beyond the original goals set forth in the medium to long-term plan have been produced as a whole and the overall evaluation is judged to be A. 2. Evaluation of NIED as a whole - When disasters such as the volcanic eruptions in Kuchinoerabujima and the heavy rainfalls in Kanto and Tohoku occur, NIED, as a designated public institution based on the Disaster Countermeasure Basic Act, not only conducted on-site investigations and researches and provided information to related organizations but also established an internal organization and an information sharing system for the affected local governments which integrates and provides dispersed disaster information with the use of research outcomes. Such information was used for disaster-response activities of the disaster-affected local governments, Disaster Medical Assistance Team (DMAT) and volunteers. This should be highly evaluated. As a result of making use of these achievements, NIED formed disaster control headquarters in response to the Kumamoto earthquake in FY2016 and provided the affected local governments with support for their business operations as a member of the government s disaster relief headquarters. - The installation of the Seafloor Observation Network for Earthquakes and Tsunamis along the Japan Trench (S-net) has completed off the coasts of Miyagi, Iwate, Ibaraki, Fukushima, Kushiro and Aomori and data collection using it has started. It is expected that this system can make an instant prediction of tsunami in the near future. - The facts that the operation of the fundamental earthquake observation networks has been stable and that its operation rate exceeds a numerical target of 95% should be highly evaluated. It is also highly evaluated that data obtained from observations is provided to each organization and used for the initiatives conducive to national disaster prevention and disaster reduction. NIED has closely collaborated with overseas research institutions. Moreover, significant achievements have been produced in upgrading of earthquake mechanism models and of technologies to clarify and predict a mechanism of diverse eruption phenomena. Some of them are featured in Nature, etc. and obtain international recognition. - The observation network for volcanos in response to volcanic eruptions which occur frequently in recent years has greatly contributed to accumulation and analysis of data, disaster prevention and reduction through data sharing, and national researches on volcanos. - NIED has produced significant achievements. For example, it has commenced the operation of the observation system for cumulonimbus clouds, promoted prediction of flood damage in urban areas utilizing information obtained by the MP radar, established a prediction system for coastal disasters (damage caused by floods), and completed the early prediction modelling of localized downpours. They have great scientific and technological significance. - It should be highly appreciated that NIED has set forth the guidelines and plans for management and maintenance of the world s largest 3-D Full-Scale Earthquake Testing Facility (E-defense) and safety and stably conducted tests by means of appropriate management and maintenance so that its results are used for the benefit of society. It should be highly recognized that the use of this facility made a great contribution to the achievement of goals. Moreover, it should be noted that this facility has been safely conducted tests without causing any accident (1.54 million hours) since the commencement of its operation. Moreover, a total of 11 full-scale tests were conducted in FY2015 and this is the best record ever. - It should be appreciated that the National Seismic Hazard Maps for Japan was upgraded in response to the Great East Japan Earthquake in terms of researches to evaluate seismic hazards and risks. As for the development of the disaster response support system, it was used by local governments after the Kumamoto earthquake occurred and it is more and more recognized by the public at large. It is commendable that its achievements could be utilized for the benefit of society. 3. Major issues related to evaluation by each item and mattes to be improved - The observation and transmission of high-precision real-time information are highly appreciated from the viewpoint of science and technology. We expect NIED to effectively utilize information by combining such dynamic information with static information such as hazard maps and regional risk levels. - We expect NIED to be committed to safety management with a determination that it never causes any accident without relaxing the hand due to no accident record of the E-defense system in the past. - Although the E-defense system is utilized more widely in the private sector, we expect it to be utilized in collaboration with other systems on a continuous basis. A 4. Other matters Major opinions from the National Research and Development Agency Council Major opinions from the auditor - The entire agency provided support for disasters. This is highly appreciated in that it sets a new standard for disaster response measures taken by NIED beyond the standard and traditional way of responding to disasters, that is, just submitting investigation results to related organizations. D: As a result of comprehensively considering achievements of activities of NIED and its initiatives based on various circumstances in the light of the purpose, business and medium to long-term objectives as a national research and development agency, it is required for NIED to make particular efforts or improvements including thorough reviews toward the maximization of R&D achievements or effective, efficient and proper business operations. 2 As for the evaluations made in FY2013 or before, the Evaluation Committee for Incorporated Administrative Agencies of the Minister of Education, Culture, Sports, Science and Technology did not make overall evaluations but made evaluations by grade for large items in evaluation by item. These evaluations are described herein as those for the past fiscal years for the purpose of reference. 4

Other important matters concerning business operations Rationalization and efficient use of costs on important matters concerning the operation of business A A A B B IV-1 - as provided in an Ordinance of the MEXT Evaluation by large item A A A B B - - The evaluations made in FY2013 or before are based on the Basic Guidelines for Evaluation of Operational Results for Incorporated Administrative Agencies under the Jurisdiction of the Ministry of Education, Culture, Sports, Science and Technology (March 22, 2002, the Evaluation Committee for Incorporated Administrative Agencies of the Ministry of Education, Culture, Sports, Science and Technology). Moreover, the evaluations made in FY2014 or after are based on the Standards for Evaluation of Incorporated Administrative Agencies under the Jurisdiction of the Ministry of Education, Culture, Sports, Science and Technology (decided by the Minister of Education, Culture, Sports, Science and Technology in June 2015). The details are explained below. Evaluations made in FY2013 or before S: Particularly-outstanding achievements have been produced (no cross-sectional standard is set beforehand and an evaluation is made in accordance with the characteristics of business of NIED). A: NIED enforces the medium-term plan as set out or beyond it and steadily produces achievements toward the accomplishment of the medium-term objectives or at a pace exceeding them (the degree of attainment of the medium-term plan to be implemented in the applicable fiscal years is over 100%). B: Although NIED does not enforce the medium-term plan as set forth in some aspects, the medium-term objectives are judged to be attainable by making modifications or efforts (the degree of attainment of the medium-term plan to be implemented in the applicable fiscal years is between 70% and 100%). C: The enforcement of the medium-term plan is delayed and business improvement is required to achieve the medium-term objectives (the degree of attainment of the medium-term plan to be implemented in the applicable fiscal years is under 70%). F: The Evaluation Committee needs to make a recommendation for improvement of business operations or any other recommendation (no objective standard is set beforehand and F is granted only if any recommendation for improvement of business operations is judged to be necessary). C: As a result of comprehensively considering achievements of activities of NIED and its initiatives based on various circumstances in the light of the purpose, business and medium to long-term objectives as a national research and development agency, it is expected for NIED to make further efforts or improvements toward the maximization of R&D achievements or effective, efficient and proper business operations. Other than administrative affairs and business related to research and development (II and after) S: It is found that outstanding achievements beyond the original goals set forth in the medium term plan both in quantity and in quality are produced as a result of activities undertaken by the medium term goal management agency (In case where a quantitative indicator is 120% or higher compared to the values set forth in the medium-term plan and outstanding achievements in terms of quality are produced).
