1 CITY OF SOLVANG JOB DESCRIPTION CODE COMPLIANCE OFFICER & PUBLIC WORKS INSPECTOR This is not an individualized job description. It defines the general character and scope of responsibilities. It is not intended to describe and does not necessarily list every duty for a given position. DEFINITION Under general supervision and direction from the Planning & Economic Development Director, Public Works Director and Associate Engineer, performs the following: Code Compliance Officer: Performs a full variety of field and office work necessary to enforce the Municipal, State, and Federal codes as they relate to regulation of public and environmental health, safety, land use, and neighborhood maintenance. The position coordinates and maintains records of initial and follow-up investigations. The position administers community outreach programs that build citizen awareness and cooperation in the pursuit of compliance with adopted codes. The ideal candidate will be tactful, flexible, strive for consistency in administering duties and organized. S/he must be willing to deliver citations and address citizens directly to enforce compliance with the Solvang Municipal Code. Public Works Inspector: Performs technical and enforcement duties in the inspection of City public works projects and private development. The position performs construction management, construction inspection and surveying activities. The position coordinates with engineers, architects, developers, contractors, Caltrans and other outside agencies for completion of projects. The position also coordinates with businesses, residents, and the general public for customer service and successful completion of projects. The position maintains records and prepares reports in connection with projects. ESSENTIAL DUTIES Duties may include, but are not limited to the following: Code Compliance Officer: Administers and coordinates the day-to-day operation of the City s code enforcement program, which includes enforcement of City Ordinances related to building codes, signs, business certificates, illegal units, nuisances, stormwater, noise and other general ordinances. Ensures citizens understanding of neighborhood requirements such as design guidelines, Board of Architectural Review requirements, and similar mandates. Receives and responds to citizen complaints and reports from other agencies and departments on alleged violations of City Zoning and related municipal codes and ordinances; interviews complainant and witnesses; conducts investigations and provides recommendations for resolution. Performs inspections for massage establishments or other specialized businesses in accordance with City Ordinances. Administers a community outreach/education program to encourage cooperation in achieving voluntary compliance with adopted codes. Maintains a weekly record of the code enforcement caseload to ensure timely compliance, to meet legal deadlines, and to provide accurate statistics to interested individuals. 2 Patrols assigned areas to identify ordinance violations to promote compliance with adopted codes. Ensures the correction of violations through oral and written communication and citations. Prepares a variety of written reports, memos and correspondence related to enforcement activities including issuance of administrative citations and fines. Prepares investigative reports outlining violations and recommendations for successful prosecution by the City Attorney or other enforcement agencies. Appears in court or testifies at hearings as required. Maintains and tracks general incidents and complaints and keeps an investigative log. Writes routine reports and correspondence. Speaks effectively before groups of customers or employees of organizations. Performs related duties and responsibilities as required and assigned. Public Works Inspector: Under the supervision of the Public Works Director and the Associate Engineer, conducts field inspections of public works projects including construction of streets, subdivision and commercial street improvements and encroachment activities. Coordinates advertising public works projects for bids and respond to requests for information. Maintains daily inspection diary, reviews and responds to contractor submittals, calculates quantities and account for all contract bid items, reviews and processes contractor invoices, and prepares change order documents and inspection reports. Performs field inspections of public works construction projects, and developer initiated grading and public improvements, makes field decisions, and controls public works contract activities. Inspects work quality and materials used in a variety of public works projects during various stages of construction including streets, bridges, water and sewer systems, subdivision and commercial street improvements, landscape maintenance, and encroachment activities and ensures compliance with applicable city standard details, codes and regulations. Prepares construction cost estimates, reviews plans, specifications and project reports, reviews construction schedules, and materials testing reports. Organizes and leads project related meetings, and works with contractors and community members on specific public improvement programs and projects. Continually improves the manner in which construction is performed within the public rightof-way and increases the quality of service to the public. Prepares as-built markups, coordinates project record drawings, and maintains the Public Works Department electronic record drawing archive. Performs inspections of existing City facilities and assists in development of City Capital Improvement Program. Prepares and maintains accurate records, estimates, as-built drawings, and reports. Learns the organization, procedures and operating details of the Public Works, Planning and Building Department. Performs related duties and responsibilities as required and assigned. 3 Customer Service Provides excellent customer service when assisting with public outreach, coordinating with business and property owners, inspecting traffic control, and addressing construction related public safety concerns, by using tact, poise, and discretion in dealing with the public. Establishes and maintains positive and effective working relationships with the general public, residents, property owners, City businesses, community groups, and other agencies. Responds in a timely fashion to requests and inquiries from staff, businesses and the general public. Works tactfully, diplomatically and persuasively with residents, business owners, contractors, and the general public. MINIMUM REQUIREMENTS Demonstrated knowledge of: Code enforcement systems. Effective investigative and interviewing techniques with an emphasis on conflict resolution and voluntary cooperation. Computer applications, including MS Office and other software associated with code enforcement case management and record keeping. Principles, methods, techniques, and practices of inspection and investigation. Federal, State, County and City laws, codes and ordinances relating to businesses, and general public and community safety. Materials, methods, practices and heavy equipment used in general construction. Basic grading, drainage and erosion control concepts. Asphalt paving, reinforced concrete, concrete finishing, pipe laying, and soil testing. Construction management and inspection. Record keeping and report preparation. Traffic control, public safety and customer service. Excellent verbal and written communication skills. Ability to: Interpret and enforce provisions of applicable codes, ordinances, and regulations. Maintain complete and accurate records. Establish and maintain effective working relationships with those contacted in the course of work. Meet physical requirements necessary to safely and effectively perform required duties. Work flexible hours if needed, including at least one weekend day. Read and interpret plans, construction drawings, and specifications. Maintain positive and effective working relationships with those contacted in the course of work. Take a proactive approach to problem solving. Attend work, as scheduled, on a regular basis to effectively perform the positions required duties and responsibilities. 4 Education and Experience Guidelines Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be: Education/Training High School Diploma/GED Supplementary training in code enforcement, building inspection, engineering, construction mangement/inspection, customer service, and related fields is desirable. Experience Two years of experience in enforcement of construction regulations or public safety; and two years of experience in sub-professional engineering, construction supervision, management and/or inspection; or any combination of equivalent education, training and work experience. LICENSE REQUIRED Possession of an appropriate valid California driver s license. May be called upon to work outside of typical 8-5 Monday-Friday hours, depending on need. Physical Demands: Primary functions may require maintaining physical condition necessary for sufficient mobility to work outside in the field and in an office setting; May involve significant periods of remaining stationary or moving, for prolonged periods of time; occasionally stoop, bend, kneel, crouch, reach, and twist; push, pull, lift, and/or carry light to moderate weights; operate office equipment including use of computer keyboard; requires a sense of touch, finger dexterity, and gripping with hands and fingers; ability to operate a vehicle to travel to various locations. Vision: Visual acuity which could be corrected sufficiently to perform the essential functions of the position. Hearing: Effectively detect/comprehend oral instructions, communication and equipment noise.
