2 RECRUITMENT PACK Hello Lewisham Homes is an ambitious organisation set up to improve housing in the borough, currently managing 18,000 homes on behalf of Lewisham Council. We are a not-for-profit organisation undertaking a major local investment programme, operating our own maintenance company, and building new homes through a partnership with the local authority. We are looking for an experienced procurement professional with excellent people skills who can engage with the executive and managers across the business and ensure that procurement plays a key role in delivering our vision. To set a clear strategy for procurement and contract management across the business that supports our business objectives To build a procurement function that adds value to the business through increasing customer satisfaction and driving through efficiencies that allow us to deliver increased investment in our housing stock To embed an effective procurement and contract management culture across the business To develop an excellent procurement service that we can sell to key partners. 6 Job Description Job Title: Grade: Reports To: Head of Procurement Senior Management Grade Director of Resources Responsible for: Senior Procurement Officer (PO4) x 1 Procurement Officer (PO1) x 2 Main Purpose of the Job To ensure that the procurement function supports the delivery of the Business objectives and provides a professional service in line with good procurement and business practices. To provide professional advice and guidance on all procurement matters to the Board, the Executive Management Team, the Heads of Service and the wider business, including service delivery options appraisals and the management of procurement risk. To develop and deliver the business s procurement strategy that supports and embeds the delivery of value for money, improved customer service and appropriate performance metrics with associated benchmarking to monitor delivery. To develop and execute appropriate procurement plans to support Lewisham Homes business plan. To engage and collaborate effectively with Board Members, Directors and other Heads of Service across the business to identify, assess and manage procurement risk; review future procurement strategies and plans; and identify potential cost efficiencies and service improvement opportunities within the business. To lead and promote good procurement practice across the business and ensure that appropriate policies, procedures, work instructions and ongoing development support are in place to achieve this. To ensure the business is fully compliant with the EU and UK law and all relevant statutory procurement guidance. To ensure appropriate contract management and supplier engagement arrangements are in place across the business and that these arrangements and key supplier relationships are maintained. To develop the procurement team so it has the capability to provide procurement services to other partner organisations. To put in place appropriate contracts, engagement arrangements and performance management arrangements to ensure the provision of effective procurement support to other partner organisations.

Experience E D Experience of developing a corporate procurement strategy, policies, procedures, local work instructions, local guidance and associated training plans Experience of the successful delivery of complex procurements of either major services and/or infrastructure Experience of managing strategic supplier relationships and contract management Communication E D Ability to communicate effectively at all levels including at Board, Executive, Head of Service meetings, Resident meetings, in Board Member reports. To have excellent interpersonal skills to enable the maintenance of effective and productive working relationships with contractors, customers and a wide range of other senior stakeholders both within and outside the organisations. Planning E D The ability to effectively plan prioritise and deliver a complex workload. Experience of developing and implementing short, medium and long term procurement plans Circumstances E D Must possess a valid full driving licence Flexibility to work away from the base location (Catford) to facilitate the development of procurement support to other partner organisations. Ability to attend occasional evening meetings. Qualifications E D Relevant Professional Qualification (e.g. RICS, CIPS) to Level 6 is desirable but with a minimum to Level 5 Education to degree level is desirable but with a Minimum qualification to HND/NVQ Level 5 or equivalent
