Establishment of the short list A shortlist of three to six individual consultants, by recruitment, will be established at the end the request of expressions of interest. The resume of the consultants on the shortlist will be judged on the following criteria on the basis of their updated resume. i. Level of education in general 20% ii. Educational level compared to the field of mission 20% iii. Years of experience in general 20% iv. Number of years of experience relevant to the mission 40% 2. Introduction and background The role of the Bank s Non-Sovereign Operations and Private Sector Support Department of the Bank (PINS) is to promote private sector in Regional Member Countries, ensuring that it plays a central role in laying the foundations in the development role of the Bank, in line with the Bank s 10 Year Strategy and HI 5 initiatives. The Strategy and Transaction Support Division (PINS1) is responsible for preparing strategies, policies, guidelines, and analytical tools relevant to the sector; it also ensures global client management and undertakes specialized assignments for the Regions, providing ad hoc advice on transaction bankability, structuring, Project Modelling and designs and implements technical assistance for Private Sector operations. 1

2 As part of PINS1 Division, the Transaction Structuring & Modelling Team (IAMT) play an interface role and facilitate the teamwork of the NSO ecosystem members during the appraisal phase of projects. The IAMT provide a range of analytical tools and services aimed at ensuring consistency in approach, quality control at entry, as well as project structures for optimal outcomes. These services are very critical for decision making at various stage of the origination process. As the level of activity in the private sector in Africa accelerates, the NSO & Private Sector Support Department (PINS) continues to face an increasing volume of complex transactions in a variety of sectors. It is imperative for quality at entry that the Bank has access to the highest quality financial and economic analysis. 3. Objective and activities of the assignment The Junior Consultant will provide support to the activities of the Structuring and Modelling Team (IAMT). Services to be provided under this assignment will include: (i) (ii) (iii) (iv) (v) Creating standard financial models for project investment analysis, Deconstructing complex financial models prepared by other parties Optimizing project finance spreadsheets as well as providing advisory services on the model outputs; Conduct scenario analysis and sensitivity analysis on transactional models. Assisting in reviewing and analysing historical financial statements, and auditing cashflow projections prepared by other parties. In addition, the Junior Consultant will also assist in providing trainings to project officers and analysts. 4. Management and Supervision of the Consultancy The Junior Consultant will work independently, under the overall guidance of the Division Manager (PINS.1), under the immediate supervision of the Chief Transaction Support Officer and in collaboration with the staff of the PINS.1 Structuring and Modeling team. 5. Duration and Location of the Assignment The Junior Consultant will work on a full-time basis for a period of six months, from October 15 th, 2018 to April 14 th, The contract could be renewed upon satisfaction and depending on the needs of the Division. The Junior Consultant will be based in Abidjan, Cote d Ivoire and requires fulltime presence in the Bank s offices. 6. Required qualifications and experience At least a master degree in Economics, Finance, Engineering or a related field Be a national of one of the member countries of the Bank. Be under 32 years of age. A minimum of 2 and maximum of 4 years working experience with an international organization, in Africa or other low-income countries. Proven experience working on project finance models (financial model build, model reviews/audits, valuation, etc.). research, writing and reporting skills, with strong attention to detail. 2

3 Ability to communicate and write effectively in English or French, with a good working knowledge of the other language. Proven capacity to work in a team, to deliver outputs in a timely manner and under tight deadlines. Competence in the use of Bank standard software (Word, Excel, Access, PowerPoint, MS projects. Advanced Excel skills is highly desirable. Ability to work with and manipulate large and complex datasets. 7. Remuneration for the assignment The Junior Consultant will be paid a competitive monthly lump sum for the entire period in accordance with Bank s scale set for Junior Consultants and commensurate with the number of years of relevant experience. The Bank will cover travel costs to join its headquarters, in line with its rules as authorized by the Bank in connection with the contract. 3
