1 1 Work Plan for the UNDP Project Technical Assistance on Capacity Assessment and Awareness-Raising in Tajikistan Prepared by Susan Legro, MIA/MPH Senior Consultant Eco Ltd Date: November 22, 2010 This work plan is prepared for the United National Development Programme, Tajikistan Country Office, for the position of Team Leader; i.e., to complete Task A1 under the terms of reference for the Phase 1 grant proposal under the Pilot Programme for Climate Resilience (PPCR) and to provide overall guidance and coordination to the completion of Tasks A1 and A3 under this proposal. 1. Analysis of the ToR a) Task 1: Overall coordination of the project For the purposes of fulfilling the terms of reference, the Consultant would suggest the following approach: Project Management (required time: 31 days) Coordination General coordination of the project (appr. 4 hours / week) Guidance on hiring of LCs, technical review of CVs Guidance on hiring of ICs, technical review of CVs Ongoing support to ICs and LCs on project tasks as needed Preparation and oversight of the project work plan Development of project workplan and clarification of all deliverables Communications Establishment and maintenance of internal project communications (Googlegroup, listserve, etc.) Establishment of external communications and work with LCs and UNDP CO to promote project activities Regular monitoring and the provision of status updates on the project Establishment of real-time, on-line central project tracking spreadsheet for work plan Support to IC M&E and LCs to develop a credible baseline for knowledge and awareness of climate change issues Support to IC M&E to determine an effective methodology for measuring changes in knowledge and awareness as a result of the project activities

2 2 Review of indictors to measure project progress Regular reporting on project indicators (data collection from LCs and analysis as necessary) Oversight of implementation of UNDP M&E activities (including project inception, independent project review, and project closure) b) Task 2: Review of Tajikistan s climate change institutional arrangements and capacity needs For the purposes of fulfilling this task, the consultant would suggest the following approach. Desk review (5 days): Overview of key national strategy documents Overview of climate research and analysis to date Overview of institutional activities in the field of climate change Development of a matrix of institutions, responsibilities and perspective on climate issues. Selection of a methodology for determining climate resilience based on best international practice and recent experience in PPCR countries. Application of this methodology to general and sectoral policies in Tajikistan, including particular attention to o Poverty reduction strategy o Self-governance legislation o Disaster management strategy Provision of an assessment of donor and IFI activities in country using a similar approach. The consultant expects UNDP and/or the Local Consultants to provide the relevant reports, strategies, and policies in Russian and/or English in a timely fashion in order to complete this deliverable. Desk review / mission (8 days) Select an appropriate methodology for assessing institutional capacity for climate resilience in Tajikistan Design questionnaires to support an institutional assessment Hold a consultation with key institutions and stakeholders (see also Tasks 3 and 4) Write up the consultation and assessment as a key document to support conclusions and recommendations in the subsequent gap analysis c) Task 3: Preparation of a gap analysis (9 days) The consultant will use the data collected in questionnaires, interviews, and other consultations to draft the gap analysis. The analysis will clearly indicate key areas where

3 3 institutional capacity needs to be developed further to enable successful integration of climate change risk management options at a national and local level. This analysis will identify areas where capacity building investments could potentially take place in Phase II of the PPCR. Specific activities will include the following: Build upon the institutional review and the institutional assessment to select priority areas for analysis in the gap analysis Highlight capacity needs in a quantitative and qualitative way Identify and prioritize capacity building investments or reforms Assess additional benefits of the recommended investments or reforms (to energy security, human health, water quality, etc.) Submit the analysis for an internal and external peer review Incorporate feedback and comments into the final analysis Present the gap analysis in a format that is comprehensive yet easy to read and apply Propose and draft other knowledge products where needed (e.g. one-pagers for decision-makers, lessons learned for donors) d) Task 4: Coordinate the stocktaking analysis of current awareness raising initiatives and service providers for Tajikistan This task will be carried out concurrently with Task 2 and in conjunction with the awareness raising team (IC and LCs). e) Task 5: Coordinate the process of preparation and delivery of a series of training modules on climate change to key stakeholders in Tajikistan This task will be carried out as part of Task 1 and in conjunction with the awareness raising and training team (IC and LCs). The consultant will: provide input on good practice materials provide feedback on curriculum as necessary support the incorporation of the findings from the regional level workshops into the national workshop f) Task 6: Coordinate the process of delivery of local and national workshops on climate change issues and solutions in Tajikistan This task will be carried out as part of Task 1 and in conjunction with the awareness raising and training team (IC and LCs). The consultant will ensure that a monitoring component is in place for measuring the effectiveness of the training modules and workshops (i.e. baseline and post-intervention). g) Task 7: Contribute to the preparation of the interim and final evaluation report with recommendations for Phase 2 (2 days) This task will be carried out in conjunction with the monitoring and evaluation team (IC and LCs) by providing information about the work flow of the project, the institutional and communication arrangements, and contacts to the stakeholders involved in the

4 4 project activities. The consultant will also review and provide feedback on the draft version of the mid-term and final evaluation report. For the interim report, the consultant will also incorporate the recommendations into project oversight and will document how these recommendations were used to improve project implementation. 2. Proposed Timeframe 1 The consultant proposes the following timeframe: April 1- May 15 (2011): Desk review and preparation for the Project Stakeholder Workshop. Establish a project mailing listserve and closed GoogleGroup for information and document exchange. Develop draft work plan and post for on-line access by CO and consultants. May 15 May 31 (2011): 6-day mission to lead Project Inception Workshop and to conduct stakeholder analysis where possible, particularly with regards to awarenessraising organizations. Finalize work plan and update on-line documents. April August (2011): Support and guidance to Training and Awareness IC and LCs in preparation for training. Research and writing for institutional and gap analysis. October November (2011): Second mission (six days -- tentative focus: interim evaluation, trainings, additional stakeholder consultations, and support at the national workshop). Collect additional information for institutional and gap analysis. October November (2011): Provision of support to M&E consultants in preparing interim evaluation and incorporation of the results into the project management strategy and workplan. Finalize draft institutional review and gap analysis. December (2011): Provision of the draft institutional review and draft gap analysis. December - January (2012): Circulate review and analysis for internal and external review, incorporation of comments, finalization of recommendations, development of any other necessary knowledge products (one-pagers for policy-makers, lessons learned or toolkit components for donors, etc.). January (2012): Provision of the final institutional review and gap analysis and final presentation. Third mission (focus: report presentation, mapping next steps, communication with participants, support for project closure, preparation for final evaluation). February 1-29 (2012): Support to the M&E Consultant for final evaluation, support for project closure and follow-on initiatives. 1 Tentative

5 5 Ongoing (approximately 2 hours / week): Project management and internal and external communication. The consultant will make every effort to comply with the proposed schedule. However, it should be noted that this schedule is dependent upon the timely receipt of other project inputs. The delivery of outcomes may vary based upon the availability of information and feedback and clearance provided to the consultant.
