1 -SQA- SCOTTISH QUALIFICATIONS AUTHORITY Hanover House 24 Douglas Street GLASGOW G2 7NQ NATIONAL CERTIFICATE MODULE DESCRIPTOR -Module Number Session Superclass- NL -Title- THE STRUCTURE OF THE LEISURE INDUSTRY -DESCRIPTION- Purpose This module is designed to further advance the candidate's knowledge in the many aspects and roles of leisure. It will also highlight possible areas of employment and areas for further study. The module complements module The structure of the Tourist Industry. Preferred Communication 3 Entry Level Introduction to Leisure and Tourism Outcomes The candidate should: 1. outline a range of activities within the leisure industry; 2. identify private sector leisure provision; 3. identify public sector leisure provision; 4. explain the role of voluntary bodies within the leisure industry; 5. explain the role leisure plays in the national economy; 6. examine national trends and developments in the leisure industry. Assessment Procedures Acceptable performance in this module will be satisfactory achievement of all the Performance Criteria specified for each Outcome.

2 The following abbreviations are used below: PC Performance Criteria Instrument of Assessment Note: The Outcomes and PCs are mandatory and cannot be altered. The may be altered by arrangement with SQA. (Where a range of performance is indicated, this should be regarded as an extension of the PCs and is therefore mandatory.) OUTCOME 1 OUTLINE A RANGE OF ACTIVITIES WITHIN THE LEISURE INDUSTRY PCs (a) A range of different leisure activities are correctly identified. (b) A variety of leisure time pursuits are investigated and identified accurately. (c) The role leisure plays in society is correctly identified and explained. The candidate will identify 6 leisure activities and the range of facilities in which they are offered. The candidate will also outline and review the increased influence leisure has on everyday life by clearly explaining the reasons for the increase in time available for leisure pursuits. Satisfactory performance will be that all Performance Criteria are met. OUTCOME 2 IDENTIFY PRIVATE SECTOR LEISURE PROVISION PCs (a) Differing types of provision and the varying range of controllers and owners are accurately identified. (b) Aims and objectives of leisure organisations are explained correctly. Project - refer to Outcome 4. 2

3 OUTCOME 3 IDENTIFY PUBLIC SECTOR LEISURE PROVISION PCs (a) The roles of local, central and European government are accurately reviewed and explained. (b) The range of provision is fully and correctly identified. (c) Compulsory competitive tendering and its background are reviewed and its implications outlined correctly. Project - refer to Outcome 4. OUTCOME 4 EXPLAIN THE ROLE OF VOLUNTARY BODIES WITHIN THE LEISURE INDUSTRY PCs (a) The range of provision maintained by voluntary groups is fully and accurately identified. (b) The funding principles involved with provision maintained by voluntary groups are outlined correctly in terms of current practice in the sector. Project The candidate will complete a project covering all aspects of the PCs in Outcomes 2, 3 and 4. identifying four providers from each sector and the type of facility generally provided by them. Candidates should also review the roles of each sector, their aims and objectives and their funding principles. An outline of government influence at all levels should be provided with reference in particular to the concept of compulsory competitive tendering and its implications. OUTCOME 5 EXPLAIN THE ROLE LEISURE PLAYS IN THE NATIONAL ECONOMY PCs (a) The effect on the economy is clearly defined in terms of employment, market share in relation to tourism and the user patterns with reference to costs of use. (b) The recent growth and increase in leisure time is fully explained with reference to changes in work patterns. The candidate will complete an assignment supported by diagrams as appropriate covering all aspects of the PCs. 3

4 clearly identifying the employment/career structure in the 3 sectors of the industry, the positioning of leisure, as an employer, contributing to the nation's income, and its link with tourism as a major influence on the economy. OUTCOME 6 EXAMINE NATIONAL TRENDS AND DEVELOPMENTS IN THE LEISURE INDUSTRY PCs (a) The examination of current trends and developments refers to decision-making processes and shows clearly the cooperation between public and private sectors. (b) The explanation of environmental and socio-economic implications is clearly defined with reference to planning, uptake of use and range of facilities on offer. The candidate will complete an assignment in which current national trends and patterns in the leisure industry are investigated. clearly identifying the control structure of the industry, which directly influences development, the state of the economy, public demand. Environmental effects should also be investigated when identifying the major influences on the decision-making processes. Reference should also be made to the cooperation between all sectors in the type of provision being developed. 4

5 The following sections of the descriptor are offered as guidance. They are not mandatory. CONTENT/CONTEXT Corresponding to Outcomes 1-6: 1,5 Identification of the many and varied areas within the industry & 6 with reference to "passive" and "active" pursuits. The changes in people's work patterns eg. shorter working week, early retirement etc. The career structure and numbers employed in different areas. The income derived from the industry and its position as a major contributor to the nation's wealth. 2,3. Particular attention should be paid to the three sectors' & 4. development, detailing the range of activities and facilities offered. The links between all three and the joint role played with tourism. Governmental influence in the areas of location, building type, environmental impact, funding, infrastructure etc. The advent of compulsory competitive tendering and its short, medium and long term effect. SUGGESTED LEARNING AND TEACHING APPROACHES The tutor/trainer will provide background information to allow the candidate to develop an understanding of the three sectors identified. The candidate will be assisted in identifying areas of development but it will be expected that the candidate will research individually and within a group to allow a fuller understanding of the many facets of the industry. The range of study will assist the candidate to identify possible career routes. A key bibliography/book list will be provided by the tutor/trainer which will allow the candidate to investigate fully and clearly the three sectors. Candidates, once they have identified key areas, should be encouraged to make practical use of a range of facilities to allow them to make first hand reports to assist in their understanding of the aims and objectives of each sector of the leisure industry.
