The principle implies that there is a social responsibility to protect the public from exposure to harm, when scientific investigation has found a plausible risk. These development opportunities will be facilitated as an integral component of the growth of sustainable cities premised on appropriate densities, public transportation, mixed and multi uses and integration of surrounding communities.
